SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. SAN DIEGO (KGTV) — San Diego and National City police departments announced several arrests Friday in violent crime cases over about two years in central San Diego and the South Bay.Police said in a release the crimes occurred between April 2018 and February 2020 in the Bay Terraces, Mountain View, and Shelltown neighborhoods, and the National City area.Many cases appeared to be linked to the same suspects, police added, and a gang allegation was attached to each crime:John Orozco, 26, of El Cajon, was arrested on Nov. 11, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and other related crimes.Ethan Apan, 28, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and conspiracy to commit the murder of Marco Magana on Aug. 1, 2019. Apan was also arrested for other related charges.Kevin Herrera, 26, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, and other related charges.Ismael Betancourt, 20, of National City, was arrested on Nov. 19, 2020, for the murder of Lowry Rivers on April 8, 2018. Jorge Sanchez, 18, of San Diego, had previously been arrested for the murder of Emily Cortez on July 15, 2020. While in custody, Sanchez was also charged with the murder of Leah Posey and the attempted murder of Adan Duque on February 2, 2020, the murder of Marco Magana on August 1, 2019, conspiracy to commit the murder of Julio Martull on July 24, 2019, and other related crimes.Police said the District Attorney’s Office is reviewing the cases and the investigations were still on-going.Anyone with information about any of the above cases is asked to call the Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1854

According to the site, San Diego is the 15th best place in the nation for veterans to live in 2019. Out of 100 other U.S. cities, San Diego ranks 47th for employment, 2nd for quality of life and 35th for health. SAN DIEGO (KGTV) — San Diego Police are investigating the death of a man they say appeared to have been in an altercation right before his death.SDPD officers responded to a medical distress call just after 2 p.m. Tuesday inside a home at 6600 Springfield Street in Encanto. When police arrived, San Diego Fire-Rescue crews were already there performing CPR on a man.Police say the man was eventually pronounced dead at the scene.Homicide detectives arrived and began investigating. Wednesday, police said investigators learned that the man was involved in a physical altercation and injured before his death. They add that the man had difficulty breathing and collapsed.The 45-year-old man, identified Thursday as Antoine Deonte Dorsey, was a resident of the home and has been identified, but his name is being withheld at this time, police say.Police are now trying to locate witnesses of the altercation.
