SAN DIEGO (KGTV) — The San Diego Sheriff's Department says it has resumed conducting pre-pandemic evictions but continues to make that decision on a case-by-case basis.The department said in a statement that it served 12 evictions in July."The priority of enforcement focused on vacant locations or locations with reports of criminal activity. When possible, deputies conducted pre-eviction interviews and offered community resources to those who may need them at the pre-eviction interview and on the day of the lockout," SDSO's statement read.Of the 12 evictions last month, one was at a commercial property and 11 were at residential properties.Of the 11 properties, six were occupied and five were abandoned, SDSO said. In four of the six properties, deputies said criminal activities had taken place at the residences.At the fifth location, deputies say they found an elderly woman who was suffering from mental illness with health concerns and living with no heat or water. She was taken to a hospital.SDSO said the court order for the sixth location was about to expire so it had to be served.Last month, San Diego City Council leaders voted to extend a rent payback period on renters who have lost income due to COVID-19 until December 30. Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19. 1380

SAN DIEGO (KGTV) — The San Diego City Attorney's Office has filed charges against a man accused of harassing multiple women at a Mission Valley shopping center.Three misdemeanor charges were filed against Orlando Chavez of San Diego, including two for false imprisonment, and one for criminal assault and battery. The City Attorney's Office says Chavez held some women against their will by climbing under their cars and refusing to come out.City officials say Chavez would approach most of his victims in a shopping center at 10330 Friars Rd. In one instance, he reportedly grabbed one woman by the arm and told her, “You can flatten me out any time.” The City Attorney's official initially indicated the incidents took place at Westfield Mission Valley, but later said that was incorrect.In another instance, he reportedly followed a woman into her workplace, and approached another victim as she waited to pick up her children at school. City officials say police investigated him for stalking that woman for nearly two years and slashing the tires of her husband’s car."Everyone has the right to feel safe when going to work, shopping, or picking up their children at school," City Attorney Mara Elliott said. "As City Attorney, I take seriously threatening and harassing behaviors like this and will hold accountable individuals who endanger the safety of any San Diegan."Investigators added that Chavez, 72, has a history of crawling under women's vehicles to prevent them from leaving dating back to 2018.In multiple incidents, he was seen driving a white Chevrolet truck, with a personalized license plate reading HINUF. SAN DIEGO (KGTV) — The San Diego Sheriff's Department is making it easier for residents to receive — at times, indiscernible — messages issued by the department's helicopters.The free service will allow residents to receive a text of the message being issued by deputies by texting "Hello" to 858-866-4356 (HELO). Typically, the department uses its ASTREA helicopter loudspeakers to announce searches for missing persons or suspects, as well as during emergency situations like SWAT standoffs, disasters, shelter in place advisories, or crowd management.But, at times, though messages may be difficult to understand.The service is not automated, meaning users will have to send a text when they want to receive the message being issued in their area. And while the service is free from the department, standard text messaging rates may apply depending on phone plans.The department's text service only applies to SDSO patrol areas and is separate from the San Diego Police Department, which began issuing their helicopter alerts separately on the Nextdoor app and Twitter in 2015."If there is more than one active broadcast at any given time, you have the option to choose the message that impacts your location. Currently, this service is only available for Sheriff's Department patrol areas," SDSO said.To report crimes or an emergency, residents should dial 9-1-1 or for non-emergencies to deputies, call 858-565-5200. 1429

  

SAN DIEGO (KGTV) -- The threat of President Trump shutting down the southern border is causing widespread concerns in San Diego and Tijuana. Ev Meade is the director of USD's Transborder Institute. He says the impact on specific industries would be severe. "Think about the auto industry. You can't build a car in the United States or Canada right now without the part of the supply chain that's in Mexico. It's just fatal to shut that down," said Meade. He says even if the president doesn't close the border, the threat alone is damaging. "If you think about agriculture, on the other hand, Mexico is the biggest buyer of a long list of agricultural products, even if it doesn't happen, just the uncertainty that is cast over the market by doing that hurts that, it tells people we got to find another supply because we don't want to have empty shelves," said Meade. This weekend, President Trump announced he was cutting off funding to El Salvador, Guatemala, and Honduras. He also blamed Mexico for not doing enough to stop the flow of asylum seekers making their way north to the United States. Meade says cutting off aid to Central American countries will only lead to more migrants fleeing. "If you look at where it goes to, it goes to things like training the security forces, and training their immigration enforcement and strengthening judicial systems. There's some food and public health, and other things that are covered by it, but it's some real basic institutions in these societies that are pretty fragile to begin with and pulling that funding I think, I don't know anyone who thinks it's going to make them stronger, and if they're not stronger, it's not going to alleviate the pressure for people to leave," said Meade. Others say something has to be done. Marcia, who didn't want to give her last name, crosses the border at San Ysidro often to go to the dentist in Tijuana. She said cutting aid and closing the border might be a good idea."I think they need to manage their own governments and own borders, and we're not the bank of the world. We can't pay for everyone anymore. Everybody has to pay their fair share and take care of their own countries." Meade says all the countries need to work together on a solution to the immigration system. "Right now, you can't live in your home town or home city, but coming 1,500 miles to the United States and getting an individual asylum adjudication, that may be too high of a bar to cross, what's option B? And I tell you, a lot of people would take it if it were reasonable," Meade said. 2569

  

SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department gave 10News a behind the scenes look at the specially-trained team that solves arson cases. Inside Station One is the elite and highly specialized Metro Arson Strike Team, or MAST, made up of fire investigators, police detectives, ATF, FBI and a bomb squad. The team is dedicated solely to investigate arson. To be on the specialized team, MAST training goes beyond the fire academy. “You are wearing the hat of an electrical engineer, a scientist, a fire fighter, a report writer. We wear a lot of different hats and we have to be good at it,” said Captain James Shadoan. MAST spent the day with 10News demonstrating how they perform the task of solving an arson.
