He urged Democrats to join in negotiations.“We have one foot in the pandemic and one foot in the recovery,” McConnell said Monday calling the timing of the legislation a “crossroads” for the country.The HEALS Act will include a second round of stimulus funds for the same group of Americans who received the last stimulus check. Since the spring, the federal government provided a 0 per week supplement to unemployment checks. But there is still a disagreement on how much this supplement should be, as President Donald Trump and some Congressional Republicans complained that the supplement gave an incentive to lower income employees to not return to work.Schumer said that the Republican proposals do not go far enough, and criticized McConnell for not submitting a single bill, but instead a series of proposals.“The Republican proposal will ignore not one or two or three but scores of major crises in America right now,” Schumer said. “In addition, based on what the leader has said, the Republican proposal won't go nearly far enough, even if the pieces they try to do something with, the small number, the disparate number, the unaggregated number, since each piece seems to be separate because they can't seem to get agreement among themselves.”The issue, Schumer says, is that the White House has its own set of proposals its ready to outline. In Severance, a town about 60 miles north of Denver, it's long been illegal to throw snowballs.Dane Best, 9, thought the law was "silly." The young town resident might have even broken it once in a while.So with the help of his classmates, Best decided to take it upon himself to change the law. He collected letters and signatures in support of snowball fights, did some research and presented his case at a Severance Town Council meeting on Monday."It is an outdated law," Best told council members, according to CNN affiliate KCNC. "And I want to throw a snowball without getting in trouble."Now he can, after the council unanimously approved a measure to legalize throwing snowballs within town limits.Mayor Don McLeod told CNN that the law was part of a more elaborate ordinance, Sec. 10-5-80, that said, "It is unlawful for any person to throw or shoot any stone or any other missile upon or at any person, animal, building, tree or other public or private property; or at or against any vehicle or equipment design for the transportation of persons or property."When Dane and his classmates visited town hall this fall on a field trip, McLeod pointed out that the law -- although it's not enforced -- would include throwing snowballs at people."The kids were super intrigued when they found out they have been breaking the law this whole time," the mayor told CNN."Every year when the kiddos come to town hall, I point out little laws we have, and I challenge these third-graders to change them. Dane was the first student to take me up on this, and I'm very proud that he did."After winning his argument, Dane was given the town's first legal snowball to throw in celebration. In San Diego County, drivers spun out on icy roads in higher elevations, including Sunrise Highway on Mount Laguna.On Interstate 15, dozens of cars piled up on the northbound lanes in the high desert city of Hesperia, Victor Valley News reported. Mobile phone video showed a man yelling for people to leave the road, followed by the sounds of crashing cars. "As soon as I hit the top of the hill, it was ice, black ice. I crashed and everyone else around me was crashing too," Brian Bolik told Victor Valley News. "A car behind us went over the embankment and rolled." Rand Paul of Kentucky, Jeff Flake of Arizona and John McCain of Arizona, although McCain did not vote because he's battling brain cancer at home.But Haspel secured enough votes to win confirmation with the backing of six Democrats, including Virginia Sen.
