SAN DIEGO (KGTV) -- In just hours, Rady Children's Hospital is expected to get their first shipment of the Pfizer COVID-19 vaccine. It is unclear how many doses the hospital will receive, but once they arrive they will be stored in ultra low temperature freezers, until they are given to hospital staff. FedEx is in charge of making the historic delivery.The hospital's chief operating officer, Dr. Nicholas Holmes, says most of the hospital's staff wants to get the vaccine. It will not be mandated, since it's only approved for emergency use. The first to get the vaccine at the hospital will be front-line healthcare workers in the 1-A category. The category includes physicians, respiratory therapists, nurses, and other staff who have high chances of exposure to the virus. Dr. Holmes says a team at the hospital spent the last four days planning the logistics for distribution. Staff working in the same departments will get the vaccines on a rolling basis, just in case they experience side effects and to prevent an entire department from having to miss work at once. SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947

SAN DIEGO (KGTV) -- In response to growing community outrage over a man who was released on bail a day after being arrested on attempted kidnapping charges, the San Diego County Sheriff's Department has released surveillance video of the incident in hopes of alleviating concern.The incident happened Sunday just before 3 p.m. in the parking lot of Costco Warehouse located at 1755 Hacienda Drive in Vista.A couple and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.Adam Glavinic, 37, was arrested for attempted kidnapping and being under the influence of a controlled substance and was booked into the Vista Detention Facility.Outrage ensued following reports that Glavinic was released from jail on a 0,000 bail the next day.WATCH: Growing outrage over attempt kidnapping suspect's release on bail"The Sheriff's Department in partnership with the D.A.'s Office are now releasing the video due to understandable concern from community members," said Lt. SAN DIEGO (KGTV) — Local health officials said Thursday a new case of vaping-related lung injury has been reported, as county leaders prepare to consider new vaping regulations.So far in San Diego, there have been 43 confirmed cases of vaping-associated lung injury with three cases under investigation. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.The CDC has said that vitamin E acetate and tetrahydrocannabinol (THC) are closely linked with e-cigarette, or vaping, associated lung injury. CDC recommends people avoid using THC-containing e-cigarettes or vaping products.RELATED: San Diego woman hospitalized with vaping illness warns others“Vaping-related lung injuries continue to be reported in the region and that’s concerning,” said Wilma Wooten, county public health officer.As of Jan. 7, the CDC has reported 2,602 hospitalizations or deaths from sudden and severe lung injuries associated with vaping.The San Diego County Board of Supervisors is set to discuss several potential local actions on regulating e-cigarette devices during a Jan. 14 meeting. Those ordinances include a ban on flavored tobacco sale and distribution, device moratorium, and restricting e-cigarette smoking to outdoor areas at restaurant. The ordinances would apply to unincorporated parts of the county.“As stewards of public health; we have a responsibility to raise awareness and act in the best interest of the public to protect them,” said Supervisor Fletcher. “Right now we simply do not know enough about the chemicals being consumed and their impacts. SAN DIEGO (KGTV) - In just a few weeks, voters will decide the fate of the San Diego Chargers' former home, now known as SDCCU Stadium.In a recent 10News/Union-Tribune poll, Measure G, known as SDSU West, is the clear front-runner.With the clock winding down, backers of both Soccer City and SDSU West are blanketing the airwaves in hopes of winning over voters.10News analyzed two advertisements currently airing on our station and put their messages to the test, separating fact from fiction.The first ad we looked at deals with Measure E, better known as Soccer City. The ad features soccer star Landon Donovan asking two people if they want to see the future. After showing one of them a video of the design planned for the location, one of the people asks Donovan how much it will cost for what he saw. Donovan says, "It won't cost you a dime."10News analyzed that statement and found it to be in a grey area.According to a San Diego City Attorney analysis, a private developer would normally pay the city for staff time spent processing its development. It’s unclear whether any city staff time will be reimbursed.Also, the City Attorney analysis noted the initiative does not establish the actual amount of rent the city would be paid for a 99-year lease of the property.The ad goes on to claim taxpayers get the same stadium that's currently there for the next ten years and it's going to cost six million dollars a year. Team 10 can’t verify timing but according to the City Attorney analysis, Measure G provides for the sale of approximately 132 acres.The measure doesn't talk about time frames and does not guarantee that the property would be sold or that any specific development would be built.Team 10 also read through the City of San Diego Office of the Independent Budget about stadium costs. The report says the stadium historically operated at a deficit.Officials with Soccer City disagreed with some points of our analysis saying the initiative pays fair market value. They also pointed to provisions in the ballot language saying it shows city costs will be covered.Team 10 also took a look at a Measure G ad starring former San Diego Mayor Jerry Sanders.The ad starts with Sanders saying “Voters have a big decision in November. The choice is clear, SDSU West, Measure G on the ballot is a once in a lifetime chance to grow the university to meet the needs of future students.”The ad says Measure G will create a western campus for SDSU with a research center, a beautiful public park along the restored San Diego river, affordable housing and a home for SDSU football and soccer.A 10News analysis found those statements to also be in a grey area.All of that could happen, but the city attorney's analysis says voter approval of this measure does not guarantee that the property would be sold or that any specific development would be built. It goes on to say if the property is sold to SDSU, the Board of Trustees of the California State University will determine the use of the property in its sole discretion - through a Campus Master Plan revision process. A Campus Master Plan revision does not require City approval.The review also notes the initiative does not address who would plan, build and maintain the river park.An official with Measure G sent 10News a statement saying: 3334
