SAN DIEGO (KGTV) - The International Olympic Committee and Japanese government made an historic announcement Tuesday to postpone the 2020 summer Olympic games in Tokyo due to the coronavirus.Tuesday, Japanese Prime Minister Shinzo Abe confirmed on Twitter that the Tokyo Olympic and Paralympic games have been delayed until no later than summer 2021.The announcement left several San Diegan Olympic hopefuls dashed of any immediate Olympic dreams."It's kind of hard to wrap your head around it because you have been training so long for this one moment," Allison Halverson said back in Februaray.Her tone changed Tuesday."I was kind of like, 'Ok. That's good to know.' Now I can kind of refocus and figure out how to train for that," Halverson said.Swimmer Michael Chadwick says the lack of open pools is sidelining any training, making competition right now even less of a possibility."Too much has happened too quickly for us to really understand what the ramifications of it all are," Chadwick said. "We as athletes cannot expect to make a push right now, physically, it's just impossible. Especially with not having a pool open."A new date for the postponed games has not been announced. 1199

SAN DIEGO (KGTV) -- The majority of residents at Reo Vista Healthcare Center in Paradise Hills have COVID-19, according to officials with the facility.A total of 112 residents have tested positive, according to the facility’s administrator Curtis White. 40 staff members also tested positive for COVID-19. White confirmed 14 residents have passed away. Of that number, five died in local hospitals.The facility holds 135 residents.Juanita Gomez was one of the residents who tested positive. Her son told Team 10 she passed away July 1st.The state strike team assisted in expediting testing for residents and staff, White said. They have visited the facility three times.Cesar Noriega’s 90-year-old mother also tested positive. She is currently in the hospital dealing with COVID-19 and other health related issues. “She’s not doing well. She’s in a lot of pain,” Noriega said. Noriega said he urged early testing at the facility, but his pleas for help went ignored. He is now trying to figure out where his mother can get care after she is released from the hospital.“I’ve gone through elation, through depression, to anger… this is almost on a daily basis,” Noriega said.White said “most of the individuals with COVID are experiencing mild or no symptoms.” 13 residents and 23 staff members have recovered.“Our top priority remains the health and well-being of everyone in our facility,” White said. 1409

SAN DIEGO (KGTV) - The Climate Prediction Center released the final El Ni?o advisory for 2019, which means El Ni?o is over and now we are in a neutral phase with a 55 percent chance of continuing into winter.So what does that mean for the rest of summer and, most importantly, San Diego's winter? In order to put this in perspective, let’s review what this seasonal change means.San Diegans typically associate El Ni?o with a wet winter, or more rain and a better water supply. However, El Ni?o is more than that.The National Weather Service defines El Ni?o as a recurring climate pattern involving changes in the central and eastern tropical Pacific Ocean. Warm and cool changes are associated with the ENSO cycle. El Ni?o and La Ni?a are extreme phases of the ENSO cycle, but there is a third phase, less well known, called the ENSO neutral. That third phase is where San Diego is headed for the rest of the year and possibly through the winter months. El Ni?o and La Ni?a have a greater impact during the winter months. La Ni?a doesn’t do much for winters in California; it typically keeps San Diego dry and warm. The opposite happens during El Ni?o, which explains why it’s so much more popular. El Ni?o brings an active Jet and more frequent storms, reducing our drought and helping our water supply, with cold driven storms and snow for the Sierra Nevada mountains. The neutral phase is where San Diego is headed this fall with a 55 percent chance of it sticking around through the winter. The ENSO neutral phase is neither cold like La Ni?a nor warm like El Ni?o. The ENSO neutral phase is associated with sea surface temperatures closer to average, and stronger winds near the equator. It typically keeps the coldest air over the Northeast, warmer temperatures through the southern portion of the country, and wetter through the Midwest and Northeast.The ENSO Neutral typically keeps San Diego warm and dry. The extended forecast calls for above-normal temperatures for the remainder of the summer and near normal rain, which means dry since we are usually dry during those months.The winter outlook also brings near to slightly above normal temperatures. Rainfall will average near normal. San Diego's rainy season begins in November and lasts through March, sometimes lasting through April. During the months of November through April, we average more than 9 inches of rain. So, all we need is one storm every month during the winter time to keep us on track for the year. While the forecast favors an ENSO Neutral phase, there is a 30 percent chance the seasonal outlook could retrend toward El Ni?o. If we go back to El Ni?o, there is a better chance any given storm that moves into Southern California will be a rain maker, even if we only have a few storms.We will continue to monitor the changes; another year of surplus rain would be great for our region. 3074

  

SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." SAN DIEGO (KGTV) - The City of San Diego is taking legal action against the owners, operator and property manager of a independent living facility with squalid living conditions.Ten people lived in the now-closed home on Ewing Street near San Diego State, most of them elderly. Photos from inside the home show mold on mattresses, rat feces, holes in the walls, and overflowing trash cans.The City Attorney's office says fumes from an illegally installed water heater contaminated the interior, and the conditions were so dirty that a man's foot had to be amputated after a sore got infected. RELATED: Residents complain of bedbugs at El Cajon independent living facility"The mattresses are filled with bed bugs, there are mice droppings, it's awful," City Attorney Mara Elliott said. Independent Living Facilities are unlicensed and unregulated. They are often a last chance for vulnerable people to avoid becoming homeless - paying rent with social security or disability checks. Elliott's office is suing the owners, property manager, and operator, who could be forced to pay up to million. Additionally, operator Mark Rogers is being charged with 22 misdemeanors. Rogers also owns an independent living facility in El Cajon, where a tenant was murdered with a frying pan late last year. Morgan Cherry, who lives next door, said the home has a reputation in the neighborhood, but that the pictures took it to a new level. "I had no idea how bad it was," she said.
