CHULA VISTA (KGTV) -- A nearly million dollar grant was recently awarded to the Chula Vista Elementary School District to focus on Science Technology Engineering and Math Programs.Some parents noticed the recipients of the grant were all schools in the east side of Chula Vista.“It’s not equal,” one dad told ABC 10News. He didn’t want to use his name, but both of his children attend a school on the west side of Chula Vista.“They need to find the exact same thing that covers the west side schools,” he said.The Military-Connected Student Academic and Support Program grant—which is 0,000—is a five-year commitment to STEM, according to a news release from the district.The schools that will be receiving that grant money included:- Enrique S. Camarena Elementary-Corky McMillin Elementary-Saburo Muraoka Elementary-Olympic View Elementary-Wolf Canyon ElementaryAll the schools are in the Otay Ranch area.Matthew Tessier, the Assistant Superintendent for Innovation and Instruction, said the schools were chosen based on the number of military families.“Part of the grant application is there needed to be 10 percent or higher military-connected children at the school and we picked our top five military-connected schools,” Tessier said. District spokesperson Anthony Millican said the requirement was set by the Department of Defense and no schools on the west side meet the requirement for the grant. There are 12 schools in the district that have more than 12 percent of enrollment identified as military-connected students, according to the district website.“We’re really cognizant of supporting our military-connected children because I think a lot of times we forget that they have a lot of unique needs… whether their parents are deployed, whether they have one parent leading a household for multiple months,” Tessier added.According to numbers given to ABC 10News by a district spokesperson, there are more than 1,000 military-connected students in the five schools that received the grant. 30 percent of Wolf Canyon’s population are military-connected students, which is the highest in the district.Camarena, Muraoka, and Olympic View all reported more than 20 percent of their students as military-connected. McMillin Elementary was at 19 percent.The school district’s project is calling “STEAMing into the Health Sciences.” The grant will allow participating schools to have the opportunity to attend the district’s Health Station, which is the latest in a series of hands-on learning stations creating with community partners.The participating schools will also have access to an online platform to introduce students to industry professionals, host weekly after-school STEM programs for select military-connected fourth graders, as well as provide a 1-week long summer camp for some military-connected students.Tessier said the Health Station experience will not be limited to the schools who received the grant. “We are committed—all means all. CHULA VISTA (CNS) - A 29-year-old man was stabbed in the torso and leg Friday morning at a homeless encampment in Chula Vista, police said.Firefighters requested police assistance at 4:30 a.m. after responding to a report of an injured man in the 2400 block of Main Street, east of Interstate 5, Chula Vista police Lt. (KGTV) -- Hope, peace, unity and love are some of the simple words painted on rocks that Maria Gutierrez walked by each morning."I was thankful and I would look for more and more stones," Maria said.Maria just moved to the neighborhood and was surprised to learn who was behind those painted messages."One day I was walking my dogs and I saw Ava carrying a couple of stones and just quietly putting one down," Maria described.Ava is her neighbor, an 8-year-old doing her part in lifting others in difficult times."I’s because a lot of people aren’t happy right now. My mom and I were trying to make the people in our neighborhood happy," said Ava.I asked Ava what works like hope meant for her and she replied, "if someone doesn’t think they can do something, there’s hope they’ll make it."Her mom Cyndi said others neighbors have joined in their "rocks of hope" movement."We noticed other stones placed around the tree. It was cool because other people starting doing it as well," Cyndi said.Maria moved to Eastlake last month and said Ava's efforts showed how helpful and hopeful her neighborhood could be."It made me smile and I didn't really know anybody here. (KGTV) — Friday, 10News accompanied Chula Vista Police as they raided a marijuana dispensary operating illegally in the city.The raid in the 700 block of Third Avenue shut down an illegal shop called "Chula's Fuego Meds." Four people were arrested, including a man who said he was a security guard. Police found two loaded hand guns and about ,000 in cash and products.Back in March, Chula Vista hired a new attorney focused on prosecuting illegal pot shops, expediting raids and cases. The locations and businesses specifically haven't been approved yet."From 2014 really to the present is when we saw a spike in the illegal operations," City Attorney Glen Googins said. Googins said they've heard of instances where the day after a shop is busted, the "security guard" is handing out flyers to old customers, informing them of their new location."When you operate completely outside all law and regulation, you can move fast and operate quickly," Capt. "The businesses have been sealed up, literally with welded shut windows, steel plates on doors and windows, magnetically sealed doors that do not open in the event of a power outage or another emergency," Collum said.Until now, the city and police department have been shutting down illegal pot shops with civil abatement warrants. They weren't able to seize the product or charge criminals. Instead the city could slap a ,000 penalty on the business.In March, they hired their first Criminal Prosecutor, and are working on getting funding for a full-time paralegal and an investigator. Together they will be called the Neighborhood Protection Unit. They hope to have those positions funded and filled by the end of this year or early 2020."We are out there, we are investigating you and we will be coming to close you down," Capt. Collum said.Collum said he knows the industry will continue to change and he said the department will adapt with it, "we'll continue to be out there, we will move and change our enforcement methods as the needs of our community dictate and we are going to continue to make sure that our community stays safe no matter what happens in the future for cannabis."Police say they're also learning some illegal dispensaries are operated by cartels and other organized crime networks. 3389

CHULA VISTA, Calif. (KGTV) -- The City of Chula Vista is highlighting local businesses that are adapting to serving customers outdoors because of the pandemic. City officials started posting pictures on the city's Facebook and Instagram pages on Monday. Since Monday, they've highlighted barber shops, art galleries, restaurants and yoga studios. The city is calling them ABC, or Accommodating Business Champions. The plan is to feature a different business every day. Itaglo Pasta Bar was one of the businesses featured. Owner and Chef Alejandro Vicens says he was happy to see his business featured by the city. Like so many businesses, Vicens has moved everything outdoors to be able to continue to operate. The city says it plans to continue highlighting business that are moving outdoors. City staff also tells 10News they've been going around the city taking pictures of those that are doing things properly to serve their customers. On Sundays during the month of August, Chula Vista also approved for a portion of Third Avenue to be closed to traffic, so businesses can expand onto the street. 1111
