SAN DIEGO (KGTV) — The county's second case of measles this year has been reported, health officials announced Tuesday.The person was fully immunized but came into contact with an 11-month-old San Diego resident who contracted the disease after a recent trip to the Philippines.The second patient may have also exposed the public to measles at two locations, the County of San Diego Health and Human Services said. Early symptoms include fever, cough, runny nose, and red eyes. A distinctive red rash also appears one to four days after symptoms appear, starting on the face and head then spreads downward and outward. A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office before visiting directly.Complications from measles are more common in children younger than 5 and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever-control medication. SAN DIEGO (KGTV) -- The FDA Wednesday gave emergency approval to a San Diego company's test for COVID-19 antibodies.Easy Check, from Truvian Sciences, can test for COVID-19 antibodies in under 10 minutes."They've now given us the right to market the product and sell the product as a safe and effective solution for this type of testing," said Truvian President and CEO Jeff Hawkins.The test uses a drop of blood on a testing strip. Within 10 minutes, it shows a marking on the strip that indicates if you have the antibodies or not.Hawkins said these kinds of tests are vital to the future of the coronavirus pandemic."This type of testing, today, is helping us understand how many people had an infection," said Hawkins. "Over time, this type of testing may help us understand how long that vaccine is good for and how long you are protected.He added, "Using these very deployable, simple tests to monitor this is one way we can track people over time and see how this evolves."The Easy Check test went through independent testing by four separate laboratories. They found it is 99% accurate in detecting both the presence of the COVID-19 antibody and identifying it among other antibodies.Right now, the test requires a full blood draw, but Truvian is working on a version of the test that only needs a finger prick.Hawkins said his company will sell it to medical labs and offices for per test, keeping it affordable for patients who want to take the test, although individual tests may cost more to help doctors and labs cover their costs."Our core mission as a company before COVID was to make testing more accessible and make testing less expensive," said Hawkins. SAN DIEGO (KGTV) - The County of San Diego is changing who can get a COVID-19 test at county sites.Officials said Monday that going forward, the county is focusing coronavirus testing efforts for priority groups, including those with symptoms."For new appointments being made, those will be focused on individuals who are symptomatic or individuals who are asymptomatic that fit into some of our priority groups like healthcare workers, first responders, those with chronic or underlying health conditions and those living in long-term care facilities," said County of San Diego Supervisor Nathan Fletcher.Fletcher said the county has more sick people and more positive cases, which means there's a greater demand on the testing system.He explained that challenge is being compounded by a global supply chain shortage with testing supplies and components."By taking this approach to reprioritize our focus on symptomatic folks and asymptomatic folks who are in the settings I just described we might see a reduction in the number of tests being done, but we do hope to see an increase in the speed in which we're able to turn around those tests," Fletcher said.Testing supply issues are not just a local problem. On Monday, California Gov. Gavin Newsom was asked about supply issues and test result turnaround times."It's unacceptable in this nation and in this state that we are not in a position to be doing even larger scale testing that all of us have been very, very aggressively promoting and trying to manifest," Newsom said, adding that the state is also starting to see delays in testing results.Harvard researchers have said the timing of testing results is crucial."If it takes over a week for the result to come back, mathematically it becomes challenging for testing and contract tracing alone to be adequate," Dr. Thomas Tsai, assistant professor in the Department of Health Policy and Management at Harvard T.H. SAN DIEGO (KGTV) -- The EPA has announced several short-term projects to stop cross-border sewage spills in the Tijuana River Valley.For years, the area has been dealing with sewage spills and contaminated waters in the area, forcing the closure of local beaches.Some of the projects announced Wednesday include replacing nearly a mile of old leaking pike, improvement to the pumping systems to divert sewage flow away from the Tijuana River Valley, and replacing collectors that had repeatedly collapsed in the past.One of the grants will divert 10-million gallons of wastewater flow a day.Mayors from costal cities like Imperial Beach and Coronado and Border Patrol officials joined the EPA during their announcement, sharing how the contaminated waters have impacted their communities.As a result of these short-term fixes, Imperial Beach mayor Serge Dedina says the beaches are now open.EPA official say the money for these projects come from 2020 funding.
