SAN DIEGO (KGTV) - A priest in the Roman Catholic Diocese of San Diego was suspended Tuesday as church officials investigate allegations of sexual misconduct with a girl in the 1990s.Father Justin Langille, 65, initially faced the claim in the mid-1990s for an act which allegedly occurred with a female teenager earlier in the decade, according to a news release from the diocese.The case was examined in 1995 and 2002, but the diocese concluded that the allegation was unsubstantiated after Langille passed a polygraph test, church officials said.Last month, the case was brought before the diocese’s Independent Review Board as part of its process to review files about the sexual abuse of minors by clergy.“I felt strongly that even older, previously decided cases involving currently serving priests would benefit from being examined by the Independent Review Board,” said Bp. McElroy. “The voice of the laity needs to be heard on these matters and the independent board, with members that include attorneys, criminal investigators, psychologists and a clergy abuse victim, provides the diocese with exceptionally valuable guidance and expertise.”An investigator revealed significant new information that substantially undermined the credibility of Langille’s denials, the diocese said. Church officials did not provide details about the information.The diocese spokesperson did not have information about whether San Diego Police had been contacted.If the Independent Review Board determines the accusation is not credible, Langille may be returned to ministry, according to the diocese.Langille has not had a full-time assignment in the diocese since 2013, officials said. SAN DIEGO (KGTV) – A new COVID-19 testing site opened Wednesday morning at the San Ysidro Port of Entry, with tests for the virus available at no cost.The free test site is located at the PedEast crossing of the Port of Entry. It will be open 6:30 a.m.-10:30 a.m., Monday through Friday.About 200 tests will be administered daily, and no appointments will be necessary. San Diego County health officials said those getting tested “will not be asked about their immigration status or who lives with them.”Health officials said the site is focused on “testing essential workers and American citizens who live in Tijuana, as well as residents in the area.”Jennifer Bransford-Koons, the county’s testing director, said it’s possible the hours at the new site could eventually change.“We’re starting out first thing in the morning as people cross the border … to be able to see if that’s a good time to have people to be able to test. If that doesn’t work, then we’ll move to the afternoon or other days of the week. SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. SAN DIEGO (KGTV) - A San Diego doctor is leading a new national study that tests drugs designed to help coronavirus patients.If you tested positive for coronavirus this summer, there was nowhere for you to go unless you were sick enough to end up in a hospital bed. The ACTIV-2 Study hopes to keep that from happening."So this trial is specifically designed to find those agents to keep people from going to the hospital," Dr. Davey Smith said. He is the Chief of Infectious Diseases at UC San Diego and the Protocol Chair for the study."If your symptoms started within ten days and your test is positive in seven days, then you are eligible for the study," Dr. Smith said.UCSD had their first patient mid-September. There are two test sites, one at UCSD and another at Kaiser's Zion Medical Center. Dr. Smith hopes to expand to six test sites."We want to test eight drugs over the next year, maybe more. There are lots of pharmaceutical companies making better and better drugs," he said the goal is to keep people healthy."If I were to get sick and I would have something to prevent me from getting sicker that's number 1. SAN DIEGO (KGTV) - A heartbroken dog owner is demanding answers from a motel in Mission Valley.Mary Prevost left her 4-year-old German Shepherd alone her room Saturday night when she went to dinner then found out later it had been hit and killed on Interstate 8.“I opened my door and my dog wasn’t there,” said Prevost, “I ran down to the front desk and said my dog wasn’t there and the woman said around 8:30 they had seen a dog running around in the parking lot.”Prevost says the motel staff said they tried calling her but they had dialed the wrong number.The dog owner then drove around Mission Valley as Saturday night turned into Sunday morning — then animal control rang.“She apologized and said that a dog that fit my description with a red collar had been hit on the highway and she was on the side of the road,” said Prevost through tears.“I planned to take her to Coronado beach the next day and instead I picked her up dead on the highway,” said PrevostPrevost had 4-year-old Valkyrie cremated on Sunday, but now she is grappling with Motel 6 management about how this happened.Prevost says the motel's risk managers told her the dog likely opened up the door on its own.“If they just called me or animal control or the police,” said Prevost, ”I could have gotten her because she was alive.”She says the hotel has video of the dog wandering the motel and the parking lot, but they won’t let her see it.Motel 6 has denied multiple requests by 10News for comment.Prevost says it just doesn’t seem fair to blame the dog.“The problem is even if she got the door open,” said Prevost, “they just let her go.” 1622
