A 32-year-old man was killed and a 37-year old man went to the hospital with a wound to the torso, according to San Diego police. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 4-1 today to request guidance from the state on allowing resumption of several activities, including private planned events, wedding receptions, hotel conferences, street fairs and team competitions.In a letter to be sent to Gov. Gavin Newsom, the county will also seek guidance on reopening playgrounds.Supervisor Jim Desmond made the proposal after the board was updated on the county's efforts to contain the spread of the coronavirus.Any reopening of those industries, he and other board members said, would only happen with the blessing of Dr. Wilma Wooten, the county's public health officer.He added that while the county must take note of an uptick in community outbreaks, it ``can't have a blanket stop on the economy.''``Maybe, by the time Newsom responds, there will be more time to review this. I want to be prepared with this next group of businesses,'' Desmond said.Because it takes months to plan certain events, such as weddings, planners ``will lose this entire season otherwise,'' Desmond said. ``We have one (board) meeting scheduled for July, and I'm trying to be ready if the numbers look good.''The supervisors also heard from numerous people employed in the private events industry, who urged the board to let them resume. SAN DIEGO (CNS) - The California Supreme Court on Monday upheld the conviction of a death row inmate found guilty of hiring another man to shoot and kill his fiancee in Alpine 20 years ago.Michael William Flinner applied for a life insurance policy for 18-year-old Tamra Keck, then arranged for his former employee, Haron Ontiveros, to kill her on June 11, 2000, according to the ruling.The killing occurred shortly after Flinner met Keck and began dating her.According to the ruling, Flinner named himself as the beneficiary in the insurance policy, and falsely alleged Keck was an employee at his landscaping business whose death would cause him to suffer financially. Prosecutors alleged Flinner arranged for Ontiveros to meet with Keck at a gas station, then direct her to his car in a nearby cul-de-sac under the guise of having engine trouble. Once there, he shot Keck in the back of the head.Separate juries convicted Flinner and Ontiveros of murder and conspiracy and found true special circumstance allegations of killing for financial gain and lying in wait. Jurors recommended capital punishment for Flinner and life imprisonment without the possibility of parole for Ontiveros.In the appeal, Flinner's counsel alleged his case was adversely affected by issues that included limited access to defense counsel, which was allegedly restricted by Flinner's relocation from the downtown San Diego jail to the jail in Vista. Flinner's defense attorney at the time claimed the distance to Vista and other limits on telephone communication would hurt the defense's preparation for trial. According to the ruling, the relocation was implemented because Flinner obtained the home addresses of the prosecutor and trial judge through another inmate.The state Supreme Court found the claims had no merit, as the trial court permitted increased communication between Flinner and the defense team at the defense's request.Another claim alleged juror misconduct by one panelist who sought to write a book about the trial. Flinner's counsel alleged her objectivity may have been compromised as a result. The state Supreme Court disagreed, though it noted the juror had made misconduct claims about other panelists, which the high court also ultimately ruled were unfounded. 2276

SAN DIEGO (CNS) - Recent rainfall has led to an influx of seabirds washing ashore and becoming beached along San Diego's coast, the San Diego Humane Society said Friday.The organization's Project Wildlife program, which focuses on animal rehabilitation and conservation, has recently cared for multiple seabirds, including loons, western grebes and a blue-footed booby who became beached during periods of high surf and stormy weather.Seabird diets are also affected by rainfall as vacillating ocean temperatures cause their food sources to dive deeper than normal. Consequently, the birds are often too weak to get past strong coastal waves into the open ocean. Humane Society animal care staff recently transferred their rescued birds to SeaWorld for further rehabilitative care.Residents are advised to contact a lifeguard, the Humane Society's Humane Law Enforcement division at 619-299-7012, ext. 1, or SeaWorld at 800-541- 7325 if they see a beached or struggling seabird.
