SAN DIEGO — A University City rabbi says a teenager on a bicycle hit him over the head and yelled a racial slur Saturday, steps from his synagogue.Rabbi Yonatan Halevy, of the Shiviti Congregation, says this was the latest in a series of incidents by a group of teenagers targeting his congregation that has increasingly escalated. "Everyday they come by here, taunt us, throwing bottles at us, sitting on our roof blasting music, and then breaking a window to my van," Halevy said. "Last but not least, what happened on Saturday."Halevy moved the congregation of 44 families into a 3,300 square-foot space on the southwest corner of the UC Marketplace shopping center to allow for enough social distancing to celebrate the High Holy Days amid the Coronavirus outbreak. He says the group of teenagers routinely causes a nuisance on the property, but seems to single out his congregation, formally called Kahillet Shaar HaShamayim. On Saturday, Halevy says he was walking to synagogue with his father on Governor Drive, when one of the teens recognized them. He says the teen biked over, hit the rabbi over the head with a closed fist, called him the N-word and yelled a variation of white power before biking away. "I felt very scared, definitely unsafe for the first time in my life in this neighborhood," he said. Halevy called 9-1-1 and said police officers arrived 45 minutes later. They did not make an arrest, but he told them about the series of incidents. The congregation has also designated some of its members as security guards. The incident comes amid an increase in anti-Semitism in the United States. Last year, a 19-year-old allegedly entered the Chabad of Poway Synagogue, killed one congregant and injured three others, including a child. On Monday, Halevy said he met with four officers, including a San Diego Police detective and a community relations officer. He says they pledged to increase resources to the case and are going to search for the teens, getting school police involved. A police spokesman said it would be investigated as a hate crime. SALT LAKE CITY, Utah — South Salt Lake Police officers pitched in to replace a woman's American flag after they say she used it to fight off a home intruder on Monday.According to the department, 42-year-old Justin Scott Smith attempted to break into the woman's home shortly before 9 a.m.Police say when the suspect entered the front yard through the gate and assaulted multiple people, the woman grabbed the flag pole with the flag attached to defend herself and her family members. They say she hit the suspect multiple times, breaking the pole in the process, and the victims retreated into the home.Smith kicked the door in and continued to assault everyone inside, police say, before officers arrived and took him into custody.He was arrested on suspicion of assault, aggravated assault, aggravated burglary, and criminal mischief.After the incident, police say the woman was worried about desecrating the flag because the pole had broken and the flag had hit the ground, so officers took up a collection to replace it. SAN DIEGO (CNS) - A 41-year-old La Vegas man was killed when he crashed his motorcycle into a concrete guardrail on a freeway connector ramp in La Mesa, authorities said Thursday.The crash happened around 5:55 p.m. Wednesday on the connector ramp from eastbound Interstate 8 to northbound state Route 125, California Highway Patrol Officer Jeff Christy said.A man was riding a Harley-Davidson motorcycle when he allowed the bike to veer to the right and strike a concrete guardrail, Christy said. The impact ejected the rider off of the motorcycle, over the guardrail and onto the traffic lanes of westbound I-8.The rider, whose name was withheld pending family notification, was pronounced dead at the scene, the officer said. 735

SAN DIEGO (CNS) - A grand jury report released Wednesday found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency. The grand jury reviewed the workloads of social workers in the CWS division, as well as how CWS workers are trained to provide support and care to foster children and parents. The panel also looked into the effects of the state's Continuum of Care Reform Act, which required regional foster care systems to increase support for foster families and improve outcomes for foster youth. The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination. CWS staff and foster parents also lack the proper training to offer trauma- informed care or support for victims of human trafficking, according to the report. RELATED: Team 10: Child maltreatment in foster careThe grand jury launched the study after the San Diego Union-Tribune reported last July on a lawsuit alleging multiple instances of abuse of foster children over a seven-year period. Through interviews with county officials and a review of current CWS practices, the grand jury received reports that nearly one-third of foster children were abused in some way in their foster homes. In addition, roughly 20% of all calls to the county's child abuse hotline were from foster youth. ``Even though foster families have 12 hours of initial training including an orientation and eight hours of continuing education/year, the grand jury believes increased training in trauma and parent education will decrease maltreatment in (the Resource Family Approval program) and kinship care,'' the report says. Those workers coordinate with local law enforcement to investigate abuse and mistreatment allegations. The panel also recommended that the county study both current workloads for its social workers and overall turnover rates to improve recruitment and retention efforts. SAN DIEGO -- A group of Allied Gardens residents say they are receiving outrageously high water bills from the city of San Diego.It's the latest flare up in an issue that has already caused major changes at City Hall. A 2018 audit found that nearly 3,000 families were sent incorrect bills, largely due to human error reading the meters. The city says it is working to create more meter-reader oversight and improve the customer service experience. Jim Montana got a nearly 0 water bill in December, which was triple the norm. "I'm not wealthy, and I know a lot of people in San Diego have it worse than I do, and I don't know how they're making it in with these water bills," he said. Multiple neighbors are posting on Nextdoor.com saying they've also been getting outrageously high bills. Montana says he has complained for years about a lack of accessibility and transparency when it comes to raising issues with the city's billing. "They never give you a good answer for what the problem is," he said. The city is working to change that. This time, Montana called the city and the representative asked him to read his own meter, which was covered by dirt and condensation.
