SPRING VALLEY, Calif. (KGTV) -- Two teenagers were arrested Saturday in a sex trafficking investigation involving a 12-year-old girl. According to the San Diego County Sheriff’s Department, detectives found the girl on the 8500 block of Paradise Valley Road Saturday. The department says the 12-year-old was a runaway “who was possibly being sex trafficked.”The two 17-year-old boys were arrested for possession of firearms. “The Human Trafficking investigation is still developing and being handled by Human Trafficking Task Force,” the department added.Marisa Ugarte is the founder of 'Bilateral Safety Corridor Coalition' [BSCC]. For two decades, she has helped victims of human trafficking get back their lives. What startled her about this case was the age of the victim. "The average age that I have seen is 16 and 17. Some 15. Very few 14. But a 12-year-old? You can count them in your hand," Ugarte said. FBI studies show San Diego is one of the highest child sex trafficking areas in the nation. The reason: Tourism. "You have Comic-Con. We have a cyber patrol that we do. In three hours, we had 45 calls of buyers." Ugarte said. These patrollers look for potential buyers on the internet and intercept them before they prey on children. Another reason San Diego's human trafficking statistics are also high is the international aspect. The area's proximity to the border brings in large numbers of sex and labor trafficking. Human trafficking is a billion-dollar underworld operation, with victims so young and trapped, often out of desperation. Ugarte sent a message to the young victim. "Please don't disappear and become one girl on the milk carton. You do not know what is out there. Please. Just think about it. Mueller's team alleges that Gates was in contact with a close colleague of Manafort's who worked for a Russian intelligence agency -- and that Gates knew of the spy service ties in September and October 2016, while he worked on the Trump campaign. Gates would have to talk about the communication with the man if prosecutors wanted, according to his plea deal.That's in line with what prosecutors told Gates months ago during high-stakes negotiations, CNN has learned. They told him they didn't need his cooperation against Manafort, according to a person familiar with the investigation, and instead wanted to hear what he knew about contact between the Trump campaign and Russians.The extent of Gates' knowledge about any such contact or what he told prosecutors hasn't been made public.As part of Gates' agreement to cooperate with the special counsel a month ago, he earned a vastly reduced potential sentence and had several charges dropped in two criminal cases against him.Gates' plea also adds to mounting pressure on his co-defendant Manafort -- who so far the government is making a central player in the investigation -- to change his plea and potentially help investigators. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. DeSantis announced Friday in his press conference in St. Petersburg that restaurants and select businesses can operate at full capacity.Phase 3 of Gov. DeSantis' "SAFE. SMART. STEP-BY-STEP PLAN" ensures Floridians that restaurants can reopen at a minimum 50% capacity if the local government prohibits them from reopening at full capacity.“Everybody has an opportunity and the right to work. Every business has the right to operate,” said Gov. DeSantis said.With Phase 3, Gov. DeSantis said he will no longer place limitations on businesses due to coronavirus concerns."There will not be limitations from the state of Florida," Gov. DeSantis said.The Florida Restaurant and Lodging Association (FRLA) President and CEO Carol Dover said the pandemic has caused 336,000 people in the industry to lose their jobs.“The effects on the local and state economy have been significant. Six people have been arrested after Saturday's apparent assassination attempt on President Nicolas Maduro in the Venezuelan capital of Caracas, the nation's interior minister said on national TV.Maduro survived the assault after several drones armed with explosives flew toward him during a speech at a military parade, an attack he blamed on far-right elements and Colombia's outgoing president, Juan Manuel Santos.Those arrested are accused of "terrorism and assassination," Interior Minister Nestor Reverol said Sunday.Reverol said one of the detained had an outstanding arrest warrant for his alleged role in the August 2017 attack on a military base in Valencia. 675
