BEIJING, Aug. 10 (Xinhua) -- Food, clothing and shelter supplies for the mudslide-affected people in Zhouqu County in northwest China's Gansu Province are to be properly handled, the Ministry of Civil Affairs said Tuesday.The affected people will be helped by the government to reconstruct their homes, the ministry said in a statement.China's Ministry of Finance has allocated 500 million yuan (73 million U.S. dollars) for emergency aid to fund the relief efforts.The statement said the resettlement program will be carried out in three stages.The first stage of emergency aid is resettling the affected people in temporary shelters.The second stage is the stopgap resettlement of people in houses of relatives, friends, neighbors as well as rented houses and houses offered by the government.The third stage is reconstruction and the moving of people into their new homes.Efforts should be made to finish reconstruction of toppled houses before winter sets in, or no later than June 2011, the statement said, noting the repair of damaged houses shall be finished by November this year.The ministry will soon flesh out the resettlement program after learning further details of the disaster, an official at the Ministry of Civil Affairs said.The death toll from the massive rain-triggered mudslide in Zhouqu County has risen to 702, with 1,042 others still missing.Also on Tuesday, the Ministry of Civil Affairs said 7,000 tents, 21,400 cotton quilts, 5,000 folding beds and 5,000 sleeping bags had arrived in Zhouqu.Along with the shelter supplies, instant noodles, drinking water, generators, candles and flashlights have also arrived in the county, with more supplies en route.In addition, the State Administration of Radio Film and Television has transported 10,000 radios and 5,000 televisions and satellite dishes to the affected area to ensure local people know the latest information concerning the rescue and relief efforts.As of 6 p.m. Monday, the Red Cross Society of China and its local branches had offered relief funds and materials worth more than 6 million yuan (about 886,000 U.S. dollars).The organization has called for more donations, asking the public to log on to redcross.org.cn to donate, apart from donating through banks and post offices.The State Council, China's Cabinet, released a circular Tuesday calling for better coordination between local rescue and relief teams.The circular encouraged financial donations from the public for the organized procurement of supplies.It also urged people other than rescue and relief workers to not go to the disaster-hit county.

CHANGCHUN/HARBIN, July 29 (Xinhua) -- Workers were racing Thursday to retrieve the 3,000 chemical-filled barrels that were swept by floods into the Songhua River running through northeast China's Jilin and Heilongjiang provinces.Each barrel contains 170 kilograms of flammable chemical liquid, according to a press conference held by the Jilin city government Thursday. Another 4,000 empty barrels also were floating in the river."The barrels are well-sealed," Wang Mingchen, deputy secretary-general of the Jilin city government, said at the press conference.There had been fears that if the chemicals leaked due to barrel damage or explosions, the water in the Songhua River, a major drinking water source of tens of millions of people in the two provinces, would be contaminated.However, Ministry of Environmental Protection spokesman Tao Detian said Thursday that a water test conducted early Thursday morning showed the river water was not contaminated.

CAIRO, July 5 (Xinhua) -- A seminar aimed at improving the levels of trade between Egypt and China was held in Cairo late Monday.The two-hour forum was attended by about 60 officials and representatives from both Egyptian and Chinese companies. Cao Jiachang, commercial counselor at the Chinese embassy to Egypt and Mohamed Shafeek, chairman of Egypt's General Authority for Imports and Exports Control, joined the discussion.The forum discussed the pre-shipment inspection of Egypt's imported industrial products from China and other topics such as the improvement of trade structure between the two countries.In February 2009, China's top quality watchdog and Egypt's Ministry of Trade and Industry signed a memorandum of understanding for pre-shipment inspection of Chinese industrial products exported to Egypt.Trade and economic cooperation between China and Egypt have seen rapid development in recent years. BERLIN, July 29 (Xinhua) -- China is gradually learning and absorbing ideas on human rights that can grow on its soil, and remains opposed to attempts by the West to impose its standards on China, says Chinese Vice Foreign Minister Fu Ying.In a recent interview with the German weekly newspaper Die Zeit, Fu said it seems "controversial and illogical" that Western countries acknowledge China's economic success and contributions to efforts against the global financial crisis, while "definitely" turning a blind eye to China's political progress.It seems as if the West wants to say that China has achieved all these without the leadership of the government and the Communist Party, maybe in total anarchy, Fu said."I still remember when I was an interpreter in the 1980s, human rights was always on the menu in our dialogues and our European guests brought lists of names with them," she said."Thirty years later, China has moved on, and so much has changed. In 2004, protection of human rights was incorporated into China's constitution. Many relevant laws and rules have been amended accordingly," Fu said.However, European delegations still come to China with the same stance, accusing China in a commanding way, Fu said."I really don't hear much mentioning of China' s human rights progress," she said.Yet, those political extremists seem to be presenting the whole picture of China's human rights for European countries, she said.Fu believes that to know the real China, it's not enough to "single out things you are interested in, or only listen to people who talk your talk."The most important is to look at the benefits of the majority of the people, she said.
