A Boynton Beach, Florida woman accused of shooting her husband five times over HOA complaints will not be charged with attempted murder.State prosecutors declined to file charges against Lisa Barreca Thursday morning. Police arrested Barreca last month, saying she shot her husband and caused wounds to his head, both his arms, his right leg and back.Barreca planned to use the stand your ground defense.A spokesperson for the Palm Beach County State Attorney's Office said the agency did not complete their investigation within the 30-day mandatory filing period. The SAO is able to file charges in the future, if they choose to do so.The Boynton Beach Police Department completed their investigation into the case, according to Public Information Officer Stephanie Slater.Barreca was ordered to be released on her own recognizance following a Thursday morning court hearing and the case was closed in court records. Barreca, who lives on Aspen Leaf Drive, was talking about HOA complaints with her husband Eric Barreca in their kitchen when he told police that the situation started to escalate.  The police report said that Lisa Barreca then went into the garage, retrieved her gun and shot him. Lisa Barreca was hospitalized and then was taken to the Palm Beach County Jail. She was later released on ,000 bond.That bond will be discharged since the case is closed, court records show.  1426

A Florida man was arrested after police say he left his 19-month-old daughter outside overnight during Hurricane Irma.Angelo Mitchell, 36, of Jasper, Florida, faces a charge of child cruelty related to the Sunday incident.According to Tallahassee's WCTV, the girl's mother called police Monday morning, telling them Mitchell had taken their daughter away the night before and when she saw him again on Monday, the girl wasn't with him.Police searched the area for the girl but were unable to find her. Mitchell allegedly denied ever taking her, telling officers she was probably with a family friend, according to WCTV.At about 11:30 a.m. local time on Monday, someone found the girl in the yard of a house about 500 yards away.Police said the girl's skin had turned purple after she'd spent the entire night outside during the storm being battered by wind and rain. The girl also had scratches and bug bites on her body, according to WCTV. A former waitress who stole money from a Mexican restaurant in Tucson more than 20 years ago is trying to make things right, KTAR reports.She sent a letter to El Charro Café along with ,000 in cash last weekend. She wrote that she had worked there in the 1990s and had stolen money from the restaurant.“One of the waiters I worked with had encouraged me to ‘forget’ to ring in a few drinks a shift and pocket the cash. A Dundalk couple says they’re trying to figure out who’s responsible after a carnival accident on Friday.A day at a carnival for David Nagel, his wife Stacy, and their 2-year-old grandson was going great until David and Levi were on board the carnival’s merry-go-round.“I grabbed my grandson,” David said. “Ran away from the [the carousel] and got my grandson over the fence to my wife, and then I went back to make sure that everybody else was ok because there was a young lady with two younger kids behind me.”Part of the merry-go-round collapsed with close to 40 people on or nearby.Stacy watched in horror, capturing the entire incident on her smartphone.“It was his first time ever on a merry-go-round. He’s two. He never wanted to get on before and we didn’t push him. He just wanted to get on the merry-go-round so we had to film it. Thank gosh we did,” she said.Firefighters along with ride inspectors worked on the ride for almost an hour.Then the ride went back into service – not against protocol according to state inspectors.The ride services’ owner, Shaw & Sons Amusements, says the state handles inspections.“A major breakdown is a stoppage of operation from any cause that results in damage, failure, or breakage of a structural or stress bearing part of an amusement attraction,” Matt Helminiak, the Commissioner of Labor and Industry – over the amusement ride and safety inspection division, said.By phone, he said if no one was injured or if there weren’t a major breakdown, the state wouldn’t even be alerted.The incident on Friday wasn’t enough to shut the ride down.Still, Helminiak says the state will look at what went wrong with the merry-go-round.“In the case of a mobile ride, every time that ride is set up, a state inspector inspects it before anybody is allowed to ride it, but the operators themselves have a daily inspection requirement and so they inspect it and keep a log of inspections and then have that available for us,” he said.An unsettling feeling for David, who says he wants to see a change in the inspection process, no matter if someone is injured.“I went, number one, to bring back memories and number two – to share joy. It was supposed to be a joyous time. It was until we got on the merry-go-round,” David said.The state will look at the merry-go-round before it’s set up again.No matter the issue, it’s up to the company to get the ride fixed before anyone is able to get on it again. 2447

  

A growing number of Hispanics along the Texas-Mexico border with birth records showing they were born in the United States are being denied American passports, held in immigration detention centers, and entered into deportation proceedings, immigration attorneys and individuals affected told the Washington Post.According to the Post report, the issue stems from a government allegation that from the 1950s through the 1990s, midwives and physicians working along the border issued American birth certificates to babies born in Mexico, which some birth attendants have admitted to in court.The State Department, the Post said, denies changing its "policy or practice regarding the adjudication of passport applications." The agency also said the border region "happens to be an area of the country where there has been a significant incidence of citizenship fraud." 874
