NEW YORK, April 13 (Xinhua) -- New York City Mayor Michael Bloomberg and former U.S. President Bill Clinton announced on Wednesday the merger of their environmental groups, hoping to make it the most prominent climate policy organization in the world.The new organization would combine C40, a coalition of international cities run by Bloomberg, and the Clinton Climate Initiative, a project of Clinton' s philanthropic foundation, into a single organization, which will focus on population-rich cities to address global warming."I am elated by this. BEIJING, Feb. 9 (Xinhua) -- China has introduced new stimulus policies to boost the development of the software and integrated circuit (IC) industries.Software firms will continue to enjoy preferential value-added tax policies, according to a circular posted on the central government's website, www.gov.cn on Wednesday. The circular was dated Jan. 28.The new policies also granted tax cuts to manufacturers of integrated circuit. Enterprises of IC products whose product line is less than 0.8 micron (including 0.8 micron) wide will be exempted from corporate income taxes on the first and the second year after reaching profitability, according to the statement.Taxes will also be halved for such companies from the third to fifth year after reaching profitability.Makers of IC products that have a product line that is less than 0.25 micron wide or have invested more than 8 billion yuan (1.21 billion U.S. dollars) in production will pay reduced income taxes.For companies that have operated for more than 15 years, corporate income taxes will be exempted from the first year to the fifth after reaching profitability.Between the sixth and the tenth year, the firms will pay half of the taxes, the statement said.The government also encouraged consolidation in the software and IC industries and will provide financial support to technological research and development.

LOS ANGELES, May 5 (Xinhua) -- NASA has selected three planetary missions from which it will pick one potential mission to look at Mars' interior for the first time, NASA's Jet Propulsion Laboratory (JPL) announced on Thursday.The Mars mission, to be launched in 2016, would be led by JPL, according to the announcement.The other two missions would study an extraterrestrial sea on one of Saturn's moons; or study in unprecedented detail the surface of a comet's nucleus, said JPL in Pasadena, Los Angeles.The selected investigations could reveal much about the formation of our solar system and its dynamic processes, JPL said.Each mission will receive three million dollars to conduct its mission's concept phase or preliminary design studies and analyses, JPL said in a news release.After another detailed review in 2012 of the concept studies, NASA will select one to continue development efforts leading up to launch. The selected mission will be cost-capped at 425 million dollars, not including launch vehicle funding, according to JPL.NASA's Discovery Program requested proposals for spaceflight investigations in June 2010. LOS ANGELES, May 25 (Xinhua) -- NASA project managers bade farewell to the Mars rover Spirit on Wednesday after sending a final set of commands to the stranded vehicle.This marks the completion of one of the most successful missions of interplanetary exploration ever launched, NASA's Jet Propulsion Laboratory (JPL) said."Last night, just after midnight, the last recovery command was sent to Spirit," said John Callas, the Mars Exploration Rover Project manager at NASA's Jet Propulsion Laboratory (JPL) in Pasadena, Los Angeles."It would be an understatement to say this was a significant moment. Since the last communication from Spirit on March 22, 2010, as she entered her fourth Martian winter, nothing has been heard from her."NASA has tried in vain to regain communication with Spirit since it got stuck in sand about two years ago. The rover last communicated on March 22, 2010, as Martian winter approached and the rover's solar-energy supply declined.NASA checked frequently in recent months for possible reawakening of Spirit as solar energy available to the rover increased during Martian spring, but to no avail.A series of additional re-contact attempts ended on Wednesday, designed for various possible combinations of recoverable conditions, according to JPL."Our job was to wear these rovers out exploring, to leave no unutilized capability on the surface of Mars, and for Spirit, we have done that," said Callas.
