SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821

SAN DIEGO (KGTV) -- San Diego Fire Urban Search and Rescue task force is on their way to Hawaii to prepare for Hurricane Lane's landfall.The hurricane could bring as many as 20 inches of rain onshore and winds of more than 100 miles per hour.The search and rescue task force is traveling with 55,000 pounds of equipment, hoping to get ahead of the hurricane before it makes landfall.The crew will land in Kauai and then get deployed to wherever help is needed. SAN DIEGO (KGTV) — San Diego coffee drinkers plenty to be buzzed about with the local java scene.Recently, Mostra Coffee in Carmel Mountain was named Micro Coffee Roaster of the Year by Roast Magazine. The company, led by Filipino-American friends Jelynn Malone, Beverly Magtanong, Sam Magtanong, and Mike Arquines, has operated in San Diego since 2013 and gained a reputation for their creative drinks."We dreamt up this company and wanted our Filipino culture to be a part of it, but we didn't know anything about coffee or where to begin to source Philippine coffee," said Malone. "All we had was a dream to give back and help people."RELATED: San Diego coffee houses to grab a cup of coffeeWhile Mostra's efforts are finding national acclaim, it's become part of the local trend in coffee that's starting to turn heads."Seven-10 years ago the San Diego coffee scene was simple with only a handful of coffee roasters in town that roasted good, solid coffee," said Arquines. "Traditional lattes, cappuccinos and a sprinkle of a few manual pour over methods. Maybe even a few shops carried something called 'cold brew' ... if you were lucky of course. You now have more than a couple dozen talented roasters (with 2-3 opening every couple months), each with a varying range of eclectic menu offerings, roast styles and gorgeous interiors worthy of any [Instagram] post or lifestyle blog," Arquines added.Mraz Family Farms grew the first geisha coffee bean in San Diego recently, putting America's Finest City on the coffee growing map. The farm, developed by Grammy-winning musician Jason Mraz, grows about 2,800 coffee trees with several other varieties. The farm partnered with Frinj Coffee to offer the beans. Frinj CEO Jay Ruskey says Southern California is ripe to become a powerhouse for coffee growers.RELATED: San Diego businesses put the planet ahead of profits to go green“We would love to see another 50,000 coffee plants here in Southern California this year, and expand to millions in the next ten years,” Ruskey told 10News back in March. “I see a rapid expansion I think it's going to be huge [in San Diego]."The rare coffee is generally grown in Panama, but made its way into Bird Rock Coffee Roasters — which was Roast Magazine's 2009 and 2012 Roaster of the Year.Jeff Taylor, with Bird Rock Coffee Roasters, says it's not the quantity of roasters in San Diego but the quality that is putting the region on the map."Beginning with craft beer, wines and now coffees. Taste makers and brew masters get the craft of what we are doing," Taylor said. You can find anything you are looking for," Taylor said. SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert.It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. "Frankly, I have doubts around efficiency of the technology at this point."U.S. Customs and Border Protection is already using facial recognition technology at Lindbergh Field to scan international arrivals. The San Diego Police Department uses a mobile facial recognition device to confirm identities during certain arrests, such as when suspects won't provide their identity, or provide a false one. SAN DIEGO (KGTV) - San Diego Congresswoman Susan Davis wants the Navy to analyze whether there is a national security threat related to sewage spills along the US-Mexico border.The military is set to build a billion Navy SEAL training facility near Imperial Beach. The area has experienced 160 days of sewage spill closures to parts of its shoreline over the past three years, Davis reports.Davis wants a Navy assessment of how construction and future training at the site could be affected by the spills. “We need a whole of government solution to the sewage spills,” said Davis. “We know the environmental and economic impact these spills have. What we don’t know, with the Navy planning to stage training operations in potentially contaminated waters, are the national security concerns. The Navy should take a look at this and coordinate with relevant agencies to assess what can be done to prevent future spills.”Davis, a senior member of the House Armed Services Committee, wants to include language in this year’s defense bill to get a report from the Navy on the matter.“The Navy’s coastal campus will be vital for national security,” Davis said. “The last thing we want is our elite Navy SEALs training in water contaminated with sewage. Nor do we want training operations delayed.”Davis is requesting the Navy work with the Department of State, the EPA, the Department of Homeland Security, the International Boundary Water Commission, and the Department of the Interior to assess how national security will be affected by future spills and how they can be prevented. 1598
