BEIJING, Feb. 9 (Xinhua) -- The Korean Peninsula nuclear situation has eased recently, providing an opportunity for resuming six-party talks and denuclearizing the peninsula, a Chinese foreign ministry spokesperson said here Tuesday.Foreign Ministry spokesman Ma Zhaoxu made the remarks following questions on whether a Chinese official's visit to the Democratic People's Republic of Korea (DPRK) and a UN envoy's trip to China meant the resumption of the talks.Ma confirmed that a special envoy of UN Secretary-General Ban Ki-moon visited Beijing."Lynn Pascoe, under-secretary-general of the UN for political affairs had exchanges with China's Foreign Minster Yang Jiechi on the Korean Peninsula situation and other issues of mutual concern earlier Tuesday."Chinese Foreign Ministry spokesman Ma Zhaoxu speaks during a regular press conference on Tuesday, Feb. 9, 2010 in BeijingThe DPRK nuclear issue is complex and sensitive, involving interests of various parties, and can only be resolved through dialogue and negotiation. Peaceful solutions through political and diplomatic means are the right choices that serve interests of all parties, Ma said. The stalled six-party talks involve the DPRK, the Republic of Korea, China, Japan, Russia and the United States.Kim Jong Il, top leader of the DPRK, reiterated on Monday the country's stance of realizing denuclearization on the Korean Peninsula during a meeting with Wang Jiarui, head of the International Department of the Communist Party of China (CPC) Central Committee.Ma urged the relevant parties to make concerted efforts and to continue contact and dialogue and to show flexibility to create the conditions necessary for the revival of the nuclear talks. The Chinese side has made continuous efforts toward this goal and will work with the international community to achieve the denuclearization of the Peninsula, normalized diplomatic relations between the relevant states and lasting peace in northeast Asia, Ma said.Pascoe arrived in Pyongyang as the first high-level UN official to visit the country since 2004. He is expected to meet with DPRK's high-level officials to discuss issues ranging from Pyongyang's nuclear program to humanitarian aid issues.

WASHINGTON, March 24 (Xinhua) -- China and U.S. economic and trade frictions should be handled appropriately to advance the healthy and steady development of the bilateral economic and trade ties, a senior Chinese trade official said on Wednesday."For the moment, the biggest challenge facing the China-U.S. economic and trade relationship is trade protectionism and the politicizing of our economic and trade issues," Chinese Vice Commerce Minister Zhong Shan told reporters at Embassy of China in Washington. "We hope that China and the U.S. can treat each other as partners instead of rivals."Zhong said China is against the tendency to politicize bilateral economic and trade issues.Under the pressure of the election year and high unemployment rate, some U.S. senators last week proposed a legislation to press China to appreciate its currency. The bill requires the U.S. Treasury Department to identify countries with "fundamentally misaligned currencies" and asks the Commerce Department to investigate currency undervaluation as a " countervailable subsidy."Meanwhile, 130 U.S. congressmen wrote to the government, demanding the Obama administration take actions to appreciate the RMB against the dollar."The RMB exchange rate is not the root cause for U.S. trade deficit with China or key to U.S. unemployment," Zhong said.He said that the economic structures of the two countries are highly complementary. To force an appreciation in the RMB cannot resolve U.S. deficit or unemployment.Zhong noted that given the large scale, broad scope and rapid development of the China-U.S. bilateral economic and trade cooperation, frictions and problems are inevitable."As long as the two sides stick to a strategic and long-term approach to our economic and trade ties and appropriately handle trade frictions through communication and consultation, we can find common grounds and shelf differences and constantly further the bilateral economic and trade relations."

BEIJING, March 9 (Xinhua) -- Nearly 42.5 million Chinese rural workers received professional training in 2009, up 7.6 percent from the previous year and 42 percent higher than the yearly target, the Chinese Ministry of Education said Tuesday.About 7.91 million workers were trained in cities they work in after migrating from rural areas, accounting for 18.8 percent of the total, while the rest were schooled in their hometown provinces, the Ministry said. After the outbreak of the global financial crisis in 2008 when exports contracted and jobs vanished overnight, the Chinese government has increasingly emphasized the importance of rural worker training in a bid to improve worker's job skills and to prepare the country for industry upgrading, the ministry said.In southwest China's Tibet, training covered housekeeping services, traditional painting, solar energy applications and TV set maintenance which are closely linked with the local economy. In east China's Zhejiang Province, rural young people not enrolled at senior high schools have access to a 6 to 12-month training course to give them horticultural and general farming skills.

BEIJING, Jan. 29 (Xinhua) -- China's Foreign Minister Yang Jiechi clarified China's stance on Internet management and emphasized Internet is open and active in China when meeting with U.S. Secretary of State Hillary Clinton, a spokesman of China's Foreign Ministry said Friday.Spokesman Ma Zhaoxu made the remarks in response to a question on whether Yang and Clinton discussed the Google case during their meeting on the sidelines of an international conference on Afghanistan in London."Yang stressed that Internet in China is open and active," said Ma.Chinese people enjoyed adequate freedom of speech in line with the law and have access to various kinds of information, which is an important reason why Chinese people unswervingly follow the path of socialism with Chinese characteristics, Ma said."Yang said promoting the development of the Internet is our consistent policy," said Ma.Ma added that China has its own domestic situation and cultural tradition, and it accords with the world's common practice that China regulates the Internet according to its laws and policies."China advocates severely fighting against hacking through beefing up international cooperation, so as to protect Internet safety and citizens' privacy in accordance with the law," Ma said.According to the Internet Society of China, the number of cyber attacks from abroad saw a year-on-year increase of 148 percent in 2008.

BEIJING, March 11 (Xinhua) -- China's February consumer price index (CPI), a main gauge of inflation, is still within normal range, although the figure surged higher than expected last month.CPI rose 2.7 percent year on year in February, 1.2 percentage points higher than January, driven by a 6.2 percent rise in food prices, the National Bureau of Statistics (NBS) said Thursday.Yang Ziqiang, head of the People's Bank of China's Jinan bureau, said the hefty rise is because the Lunar New Year holiday fell in February this year, but in January last year. The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. People usually spend a lot on food, alcohol, cigarettes and gifts during the period.Yang, also a deputy to the National People's Congress (NPC), China's top legislature, made the sidelines of the ongoing NPC session.China targets a rise of consumer price of around three percent this year, says a government work report delivered by Premier Wen Jiabao at the parliament's annual session on March 5.Yang said severe inflation is unlikely to emerge this year, as market supply still outweighs demand, and government regulation on the real estate industry will help stabilize prices. But he cautioned against the consistent commodity price increases, as the international crude oil prices rebounded to above 80 U.S. dollars a barrel.Li Daokui, a financial professor with the Tsinghua University, said CPI rise exceeds the current one-year deposit interest rate, or 2.25 percent, which will enhance the expectation of interest rate rise.China's CPI ended nine months of decline in November last year, when it rose 0.6 percent, as the economy picked up thanks to the government's stimulus package. However, the unprecedented bank loans last year together with runaway housing prices pushed up fears for inflation and asset bubbles, posing a policy dilemma for the government to balance between sufficient economic growth and containing potential overheating.
