SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758

SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan announced Monday a motion to reduce thousands of marijuana convictions.The motion asks the San Diego Superior Court to reduce 25,000 marijuana convictions, ranging from felonies to misdemeanors, and dismiss another 1,000 misdemeanor convictions completely.“We’ve been a leader in the state and pro-active on giving individuals with marijuana convictions the opportunity to move forward with their lives without a conviction that may have been negatively impacting their lives by restricting their employment or housing,” said Stephan. “This latest motion is the continuation of work that began more than two years ago. It’s clear that the law was written to allow this relief, and it’s important that we give full effect to the will of the people.”RELATED: Los Angeles uses tech to wipe out 66,000 old pot convictionsUnder AB 1793, passed in 2018, the DA's office must notify the court of eligible cases by July 1, 2020. But according to the DA's office, officials have actively been reducing or dismissing eligible marijuana cases under 2016's Proposition 64, which legalized recreational cannabis. Since 2016, the DA's office says it has reduced or dismissed more than 1,600 marijuana-related convictions.Under Prop 64, sections regarding cultivation of marijuana, possession for sale of marijuana, and sales and/or transporting marijuana — all felonies — qualify for resentencing. The misdemeanor of possession of marijuana also qualifies.“The Superior Court and Public Defender are critical to this voluminous project and we appreciate that they’ve made it a priority,” Stephan added. 1658

  

SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. He’s also talked to several places of worship and they are working on plans to sign up for park space.Vaus explained the process: “You call our community services department. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. She’s asking the board to approve a similar plan allowing businesses and places of worship to use county parks.The issue will be discussed next week. 2227

  

SAN DIEGO (KGTV) — San Diego County public health officials added two more church locations to a public health advisory over COVID-19 outbreaks issued last week.Officials asked church-goers who attended indoor services and events at Awaken Church's 1760 Descanso Avenue (San Marcos) and 861 Showroom Place (Chula Vista) locations between Nov. 15 and 22 to quarantine for 14 days following COVID-19 outbreaks.On Nov. 28, the county asked indoor service and event attendees at Awaken Church's 7620 Balboa Ave. location to quarantine after an outbreak.RELATED:San Diego church continues inside after outbreak, cease & desist orders and not cooperating with countyCounty asks Kearny Mesa church attendees to quarantine after COVID-19 outbreak"All of those who attended services at any of the three locations during the specified times should also be tested for COVID-19," the county's release on Wednesday said.So far, the county says the three outbreaks have totaled 64 coronavirus cases.Wednesday, county Supervisor Nathan Fletcher said Awaken Church has not been working with the county despite their efforts."For the overwhelming majority of religious services out there and faith communities who are acting responsibly, we say thank you," Fletcher said during a Wednesday press conference on COVID-19 in the region. "For other entities that have chosen to act irresponsibly, entities in particular like the Awaken Church where we have been forced to have to share outbreak information because of their lack of cooperation and notifying members of their congregation about cases there, we continue to implore the public to recognize the very real danger of indoor religious services."Following the initial announcements of an outbreak, the church continued to hold indoor services. The church has received multiple cease-and-desist orders from the county.The church's website says it has moved Wednesday services in San Diego online through December. Sunday services on the church's website did not appear to be changed. The church also has locations in El Cajon and Carlsbad.Officials advised members of the church to wear face coverings and practice social distancing, and to avoid large gatherings.Generally, the county does not reveal the locations of community outbreaks, which are three or more COVID-19 cases from different households within two weeks at one location. The county has done so in this case because "public health has been unable to identify and notify all of those potentially exposed." 2516
