SAN DIEGO (KGTV) — San Diego Police are warning parents in the Carmel Valley area after a man reportedly exposed himself to students walking to school Tuesday.Police say a man was in the passenger side of a parked car on Carmel Creek Road, and exposed and touched himself inappropriately with the car door open. The man was either standing or walking in the street when a speeding car hit him.The victim died at the scene, police confirmed.Police do not have a description of the car but say it was a racer-type vehicle with a loud muffler. SAN DIEGO (KGTV) - Recent remedies aimed at reducing San Diego's homeless crisis have not been enough, according to a scientific 10News/San Diego Union-Tribune poll.The poll of 800 San Diego adults showed sentiments about addressing homelessness are not positive. When asked if they believed if homelessness was getting better, worse, or staying the same in San Diego, only 11 percent said it was getting better. About 60 percent said it's getting worse.Many believe that blame lies at the top of local government. When asked who is most responsible for reducing homelessness, 53 percent said elected officials and 18 percent pointed to the homeless and their families.RELATED: Housing crunch: San Diego needs 171,000 new homes by 2029So what's led to San Diego's homelessness? Of those surveyed, 33 percent believe housing costs have contributed most to the homeless crisis, 22 percent said substance abuse, and 20 percent said mental health issues.Recently, San Diego officials opened three temporary tent shelters to try and transition some of the city's homeless population into housing. When asked if they thought the tents helped, 51 percent said yes, 20 percent said no, and 29 percent were not sure.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents. SAN DIEGO (KGTV) — San Diego Police are searching for an 18-year-old at-risk woman who disappeared from her Barrio Logan home on Sunday.Police say Kaedyn Carmon was last seen leaving her home at about 5:50 p.m. She left on foot in an unknown direction after an argument.Carmon is diagnosed with Autism with the mental capacity of a 9- to 11-year-old, police added.She's described as a black/white female with black hair and brown eyes, and about 5-feet, 3-inches tall and 260 pounds. SAN DIEGO (KGTV) — San Diego Police Friday arrested a fugitive sex offender from New York who was reportedly spotted in the area this week.Dale Dulac, 57, was arrested just after 1:40 p.m. Friday in the 1500 block of Imperial Ave. peacefully. Dulac was reported in the area after fleeing New York and violating his parole.He was charged with felony vehicle theft and receiving stolen property by San Diego Police. According to the United States Marshals Service, Dulac was also being held on a fugitive warrant for violating his parole when he left Niagara Falls, New York, on Sept. 20. 596
