LONDON, March 15 (Xinhua) -- U.S. President Barack Obama's pressure on China over its currency's exchange rate is a manifestation of hypocrisy from the West and will not work, a British economist has said."The president is playing with fire... Obama really should tread carefully. At the same time, the United States is now at risk of sparking what could be an all-out trade war," said Liam Halligan in an article carried by this week's Sunday Telegraph.Halligan, chief economist at Prosperity Capital Management, predicted that China will not yield to U.S. pressure on the issue."Beijing will eventually allow the yuan to rise, but in its own time and in order to tackle inflation and not because of U.S. pressure."Chinese inflation is now at 2.7 percent, close to the official 3-percent control target, he noted.Halligan argued that the Chinese yuan may not be under-valued as much as Western politicians have perceived.Although Chinese exports rose by 46 percent in the first two months of 2010, the rise is from a very low base -- with February 2009 being the epicenter of the U.S.-sparked sub-prime storm, he noted.He also pointed out the fact that China's trade surplus dropped by 51 percent in the same period. That means China's gain in exports were out-weighed by an import surge."This hardly suggests the yuan, as (U.S. Treasury Secretary Tim) Geithner claims, is 'way too low'," said Halligan.Geithner said in January that Obama believed China was manipulating its currency.On Obama's latest call for China to adopt a more "market-oriented exchange rate," Halligan said Washington is actually the biggest currency manipulator in the world."The reality is that America's 'weak dollar' policy -- its long-standing practice of allowing its currency to depreciate in order to lower the value of its foreign debts -- amounts to the biggest currency manipulation in human history."Halligan also noted that Washington has for years "shamefully stalled" on various rulings of the World Trade Organization that showed America to be breaching global trade rules."America needs to act smarter and get its own economic house in order. Obama has decided instead to lash out at China in a desperate attempt to placate a U.S. electorate increasingly mindful of their president's failings," said Halligan.The economist said Western politicians' blame game against emerging markets over the current global imbalances reflects their hypocrisy and lack of character."It's always easier to blame someone else for your failings... The Western world's response to this self-made 'credit crunch' has highlighted the hypocrisy of our so-called leaders, their refusal to face reality and, above all, their lack of character," he said."The implication (of statements of Western politicians) is that sub-prime, and the deepest Western recession in generations, wasn't our fault. It was entirely unrelated to widespread financial fraud, political myopia and lax regulation," Halligan scorned.

BEIJING, Feb. 18 (Xinhua) -- The Ministry of Industry and Information Technology (MIIT) has pledged fresh measures to fight offensive content transmitted by mobile phones and websites.China Mobile, China Telecom and China Unicom, the country's three mobile carriers, have been required to examine the quality of their business partners, Thursday's China Daily reported Thursday.The MIIT also asked the Internet service providers to supervise the content of websites and close irregular websites.Operators of pornographic websites had been evading supervision from authorities through technical tactics including frequently switching domain names and IP addresses, the paper quoted a report on PC World's online edition as saying.The authorities will introduce a blacklist and the design of content-filtering technology to help network operators stem obscene content from reappearing.The measures aimed to protect the healthy growth of the next generation and clean the social environment, the MIIT said in statement.

BEIJING, Jan. 16 (Xinhua) -- Chinese Premier Wen Jiabao Saturday stressed food and heating supply as cold snap has driven up vegetable prices and strained coal and gas supplies in north China.     Wen urged local government to pay attention to the produce, transport and storage of vegetables when visiting a produce wholesale market in the suburbs of Beijing.     "Only when food supply is enough and the prices are stable, will people feel at ease," said Wen. BEIJING, March 3 (Xinhua) -- Lawmakers from ethnic minorities in northwestern China's Qinghai Province on Wednesday urged for more favorable policies for the minority groups with small population, or the groups each with a population of less than 100,000."I hope the country will provide more support for industries with ethnic features in the the formulation of the 12th Five-Year Plan (2011-2015)," said Han Yongdong, who is also head of Qinghai's Xunhua Salar Autonomous County government."We also need more support for education and employment. Those policies would help the small ethnic groups cultivate an independent 'blood-making' capability to sustain their own development," said Han from Salar, one of China's 22 ethnic groups with small population.Compared with the country's booming coastal regions, regions where ethnic groups with small population live, mostly in central and western inland regions, remain relatively backward.To accelerate the development of the regions where ethnic groups with small population live, China's State Council passed in 2005 a guideline, promising to build roads, schools and basic medical institutions, and provide them with access to electricity, TV and phone service, and drinking water, in addition to sufficient farms and pastures to live on.According to statistics from the State Ethnic Affairs Commission, China had invested more than 2.5 billion yuan (about 368 million U.S. dollars) in 8,065 projects aimed to support small ethnic groups between 2005 and November 2009.But for Qiao Zhengxiao, another deputy to the NPC and Party chief of the Qinghai University, the aid to ethnic minority groups was still not enough."The central government mainly focused on Tibet and other regions of ethnic groups with relatively larger population last year and this year," said Qiao, from the Tu ethnic group."I hope the government will attach more importance to ethnic groups with smaller population in the future," he said.He suggested ethnic minority groups each with population less than 300,000 be covered by the favorable polices passed in 2005.Meanwhile, Han Yongdong also suggested that museums and research projects should be set up to protect the small ethnic groups' culture."My own kid cannot speak the Salar language.
