BRUSSELS -- The European Commission is set to propose an end to the five-year anti-dumping duties on Chinese energy-saving lightbulbs, a spokesman said on Thursday. A group of trade experts at the European Union's executive body have been debating whether to drop the anti-dumping duties for several months as the trade defense measure against lightbulbs made in China was introduced for five years in 2001. Peter Power, a spokesman for EU Trade Commissioner Peter Mandelson, said a majority of specialists support the end to the anti-dumping duties as the five-year period has expired. "The outcome of the discussions puts the commission in a position to proceed with a formal proposal to end the duties," he said. Some European bulb makers have been pressing had for a renewal of the duties for another five years, but the measure was criticized by environmentalists as unjustified in EU's fight against global warming. EU member states will give a final say to the issue, based on the commission's proposal. The 27-nation bloc has launched a review of its trade defense policy, notably anti-duping measures. As an increasing number of EU companies now invest in China, the EU wants to have a second thought on whether such measures would hurt its own interests.

China pledged to boost the social and economic development of its remote and poor border regions, under a plan unveiled by the central government on Friday. China will try to "elevate the overall social and economic status of border counties to the average level of the provinces and autonomous regions in which they are located", according to the plan titled "revitalizing the borders and enriching the people". The plan, which will run until 2010, said central and local governments will increase investment in "border issues, welfare and infrastructure construction in border regions". Financial institutions will have to actively respond to legitimate needs for loans in border regions and policy banks will give preferential treatment to these regions in infrastructure construction, the plan said. China will also upgrade straw dwellings and dilapidated buildings in the regions, in a step-up effort to establish a minimum guaranteed living standard. In April, the central government said it would dole out 300 million yuan (38.8 million U.S. dollars) every year for the next four years into the development of 22 ethnic minority groups. Most ethnic minority groups live in impoverished western regions and border areas in 10 provinces or autonomous regions such as southwestern Yunnan, Guizhou, Tibet and northwestern Xinjiang and northern Inner Mongolia. They had an annual per-capita net income of 884 yuan at the end of 2003, far below the average of 2,622 yuan for rural residents, according to statistics from the State Ethnic Affairs Commission.

"On the whole, we feel our move to partner with Alibaba so far looks like it's the right strategy," Yang said. "It is too early to tell whether we are successful or not." "The best strategy still seems to be Chinese and US companies sharing best practices ¡ª we all benefit." Yahoo is buying New York City-based online advertising exchange Right Media in a move to counter Google's move to acquire the DoubleClick Internet ad-targeting firm. The California online search titan, which owns 20 percent of Right Media, said it will acquire the remaining 80 percent of the company for 680 million dollars (500 million euros) in stock and cash. The ad exchange serves as a place where advertisers can easily "hook-up" with websites or online services that cater to desired customer demographics. While announcing on April 13 that it was buying New York-based DoubleClick for 3.1 billion dollars, Google revealed plans for the Internet ad tracking and targeting firm to create an open exchange similar to Right Media.

  

Foreign trade in east China's Shanghai port rose 20.3 percent year-on-year to 91.06 billion U.S. dollars in the first two months of 2008, official statistics show.     The figure accounted for 24.9 percent of the country's total trade value of 365.93 billion U.S. dollars from January to February.     Exports climbed 17.2 percent, 20.7 percentage points lower than the period from a year earlier, to 58.59 billion U.S. dollars. Mechanical and electronics products accounted for around 60 percent of total exports.     Imports jumped 26.3 percent, 10.8 percentage points higher from the same period last year, to 32.47 billion U.S. dollars, the Shanghai Customs said.     The surplus rose 7.6 percent to 26.12 billion U.S. dollars. The rate was 66.1 percentage points lower from a year ago.     Export growth slowed as the Spring Festival holiday and the strongest winter blizzards in five decades closed factories and disrupted transport. The government policies introduced last year to reduce surging surplus also contributed to the slower pace, as shown in the steel and garment sectors.     Imports, however, accelerated their pace as China bought more commodities and farm produce at higher prices. Through the Shanghai port 549,000 tons of agricultural products were imported in the two months, an annual increase of nearly 30 percent. Their average price was up 24.7 percent from a year earlier.

  

WUXI: Premier Wen Jiabao has demanded a thorough investigation of the Taihu Lake crisis, which has affected the drinking water supply of about 2 million people. Efforts to protect the lake from further pollution are also to be scrutinized. "The pollution of Taihu Lake has sounded the alarm for us," Wen said in a directive to a symposium held by the State Council here yesterday. Taihu Lake, which was once a scenic attraction famous for its aquatic life, including shrimp, lily and water chestnuts, has been heavily polluted by industrial, agricultural and domestic waste. Wen said efforts had been made to reduce pollution in Taihu Lake in recent years. "But the problem has never been tackled at the root," he added. He asked participants in the symposium, including officials from central and local governments, environmental workers, scholars and researchers, to thoroughly investigate the Taihu Lake crisis so that concrete measures could be drawn up in response. Vice-Premier Zeng Peiyan, who attended the symposium, told governments at all levels to work to prevent algae blooms and ensure the safety of drinking water. Zeng asked local governments to continue collecting the blue-green algae, intensify monitoring of water quality, ensure the water supply and divert more water from the Yangtze River to flush out the pollution. He also asked environmental watchdogs to strengthen supervision and punish factories that discharge pollutants into Taihu Lake. At the meeting, all towns around Taihu were ordered to establish sewage treatment plants. Chemical factories will have to meet a new water emissions standard by the end of June next year. Towns must set up sewage treatment plants and are forbidden from discharging untreated sewage into Taihu Lake or rivers in the Taihu valley. Existing plants must install nitrogen and phosphorus removal facilities before the deadline, according to the plan announced at the meeting. Chemical factories that fail to meet the new water emissions standard risk suspension. They will be shut down permanently if they fail to meet the standard by the end of next June.
