SAN DIEGO (KGTV) — The heads of several of California's major theme parks voiced their disapproval on Wednesday with California's recently release theme park guidance. SAN DIEGO (KGTV) - The community is rallying around a North Park Church that provides shelter for homeless youth, Lead Pastor Brandan Robertson said Thursday night at their prayer vigil.The Missiongathering Christian Church was slapped with 29 violations from the City, and told it needed to re-zone to accommodate their music venue, "The Irenic". They were also told to shut down their homeless youth shelter that provides a hot meal and place to sleep Tuesday nights, unless they purchase a conditional use permit."...because the Code says churches can only host shelters 30 times a year without a permit, and we host our shelter 50. A CUP could cost an upwards of ,000 just to cover the 20 extra nights per year that we provide a safe space for homeless youth," the Gofundme raising money for the church stated.The church quickly remedied 7 of the violations, "new fire extinguishers, we put in fire and smoke and CO2 detectors in the area where the youth sleep. We've gone around and fixed panels that are down, put in new exit signs, posted the occupancy in all the rooms," Robertson said.Robertson said they didn't know they were in violation and the fire department completes an inspection every year.Robertson said their concerts pay the mortgage. The church has lived at the corner of Polk Ave. and Illinois St. for 10 years. The concerts end by 10 p.m. to keep in accordance with city noise restrictions, a supporter added.Robertson said the trouble started when a neighbor complained about the noise and the shelter. Robertson said police came to the church multiple times, even on Easter Sunday and one morning, in the end of July, Robertson said eight City inspectors showed up. SAN DIEGO (KGTV) - The biggest auto theft scheme in San Diego history has come to an end. District Attorney Summer Stephen announced Thursday that more than 100 vehicles were stolen though identity theft and fraud dating back to 2016. Investigators say the ringleader, 34-year-old Bryan Orr, created shell companies and used more than 20 co-conspirators to help him steal cars using identity theft and fraud. The items stolen ranged from high-end luxury vehicles to RVs and jet skis. "They would create fake lines of credit, fake credit histories, fake documents so that they could use it in their schemes," said CHP Captain James Portilla. "He would create fake websites so if an institution wanted to verify info on a loan application they would look like there was a legit business."In one scam, a straw buyer would purchase and finance a new vehicle. Thereafter, the auto loan would be paid in full by other co-conspirators. Once the title to the vehicle was sent to the purchaser, the vehicle would be immediately re-sold. Once the sale proceeds were secured, the individuals who made the payments would falsely report the fraudulent use of their bank accounts, leading financial institutions to refund the payments that had been made on the vehicles. Immediately the funds were withdrawn and passed on to Orr, investigators said.“As newer vehicles become equipped with effective anti-theft technologies, traditional methods of stealing vehicles are not as effective,” said Portilla, “As a result, we have seen an increase in vehicle theft using a variety of fraud schemes.”Another fraudulent scheme involved the purchase or return of “merchandise” between the various shell companies. Once the seller withdrew the proceeds from the transaction, the buyer would dispute the purchase and receive a provisional credit from the bank. Similar to the vehicle purchase scheme, upon receipt of the refund, the funds would be withdrawn immediately or used to make fraudulent purchases with other “shell companies.” Orr used the shell companies to steal in excess of .5 million from banks during this time period, prosecutors said.Orr has no criminal history and is still in custody on million bail. If convicted, he may face up to 100 years in prison.While 21 people face charges, six of them are still wanted in this case. 2334

SAN DIEGO (KGTV) -- The EPA has announced several short-term projects to stop cross-border sewage spills in the Tijuana River Valley.For years, the area has been dealing with sewage spills and contaminated waters in the area, forcing the closure of local beaches.Some of the projects announced Wednesday include replacing nearly a mile of old leaking pike, improvement to the pumping systems to divert sewage flow away from the Tijuana River Valley, and replacing collectors that had repeatedly collapsed in the past.One of the grants will divert 10-million gallons of wastewater flow a day.Mayors from costal cities like Imperial Beach and Coronado and Border Patrol officials joined the EPA during their announcement, sharing how the contaminated waters have impacted their communities.As a result of these short-term fixes, Imperial Beach mayor Serge Dedina says the beaches are now open.EPA official say the money for these projects come from 2020 funding. SAN DIEGO (KGTV) - The Coronado Police Department released an image Monday of a vehicle that may be related to BB gun incidents in Coronado Sunday. 10news has learned five people were struck in the downtown area. Police spent the morning scouring the ground near State Street and West Broadway. An officer told 10news four people were crossing State Street late Saturday night or early Sunday evening when three of them were hit. The extent of their injuries are unknown. At the corner of L Street and Sixth Avenue in the East Village, a woman was shot in the arm early Sunday morning, according to San Diego Police. She was walking in a small group and one of the men was an exhibitor at Comic Con, staying at the Omni Hotel, where they were headed before the shooting. The early morning shooting was not the only one that occurred overnight. In National City and Paradise Hills, at least a dozen cars were hit, and in Coronado, police said at least 23 businesses, homes an cars were struck by BBs.10news brought the image of a white sedan released by Coronado Police to Roman Beck, who has worked as an accident reconstruction expert for two decades."I believe it's a 2005 to 2010 Chrysler 300 sedan.
