SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. That's because the extra 0 in weekly unemployment payments from the Federal Government are expiring this month. The loss will reduce the maximum weekly unemployment paymeny to the 0 that comes from the state. City Heights resident Abby Heilbron is about to see her weekly checks go from ,050 to 0. Heilbron, whose husband is still working full time, said a dozen of her friends moved out of San Diego during the pandemic, unable to afford the region's high cost of living."And it is going to be a really scary time for a lot of people here, very quickly," Heilbron said. The extra 0 was part of the Federal stimulus package passed by Congress and the president in late March. The state Employment Development Department says the payments will end July 25. Whether to extend the benefits is now a political issue on Capitol Hill. The loss of the income comes when San Diego County restaurants are not allowed to serve indoors, meaning one of the area's biggest sectors is not hiring. "I've heard the argument that this gives people the incentive not to work, but the problem is that there are fewer alternatives for those people to go work at," said Alan Gin, an economist at the University of San Diego. SAN DIEGO (KGTV) -- The magic of the holiday classic "The Nutcracker" couldn't be stopped, even by a pandemic, as the San Diego Civic Youth Ballet has figured out a way for the show to go on.We're used to seeing this ballet with its lavish sets on an indoor stage with dancers close together, but this season things will look different because the virtual show will be outside with dancers wearing masks and distancing.Lucia del Rio stars as Clara and says, "I'm just really excited to be doing it at all. It's like in the beginning it was kind of hard to see how it was going to work especially since we were on Zoom. The most exciting part for me is being around everyone even if we have our masks on."The 9th grader from Academy of Our Lady of Peace says while they have had two in-person rehearsals following safety precautions, most rehearsals have been from home alone via Zoom."It's just very tough.. My floor is not good, my floor is very slippery." San Diego Civic Youth Ballet Artistic Director Danika Pramik-Holdaway has been on the other end of those Zoom rehearsals and says they've all had to overcome a few obstacles."Knowing who they stand next to, who they go behind, how they go in their direct order, when you're on Zoom at home by yourself that's very very challenging," says Pramik-Holdaway.But the students were up to the task and with hard work, Lucia and the other dancers have been able to turn lonely Zoom rehearsals into something special. The small group performance outside the Casa del Prado Theater will be recorded so people can watch online. It will be a simplified, shorter version of The Nutcracker, but the beloved scenes will still be there. Lucia says, "It's really really special. It's kind of a gift to be able to dance with people in the holiday season, so I'm really excited about that."Not to mention a virtual trip to see the Sugar Plum Fairy could yield a sweet reward --- more viewers than usual. Pramik-Holdaway says, "I'm sure we'll have definitely a lot of grandparents, who don't live here in San Diego, get to see their grandkids dance."They both agree that holding onto cherished traditions like this one, even if they have to be adapted, is something we need right now."Since we're in Balboa Park we have people walking through the park and everyone stops by and says, 'Oh, the Nutcracker!' They hear the music and I think it makes everyone feel like things are going to be okay again," says Pramik-Holdaway.SDCYB is celebrating its 75th anniversary this year and ticket sales help keep this nonprofit going. SAN DIEGO (KGTV) — The Del Mar Fairgrounds says it faces closing for good unless it receives emergency state funding.The fairgrounds, which is owned by the state, says its operations are self-funded and relies on event revenues to operate. Without events like the San Diego County Fair, horse racing, several smaller festivals, and more, the fairgrounds' revenue has been severely depleted. The venue had already lost the KAABOO music festival heading into this year as well, which was set to move to Petco Park this year.The fairgrounds says it needs million in relief aid from California in order to survive."From creating cherished family memories and generating 0 million in economic impact, to serving as an essential evacuation site during wildfires and providing nearly 4,000 full-time-equivalent jobs, losing the Fairgrounds would leave a giant void in San Diego as we know it," a release from the venue said.Fairgrounds officials are calling on the community to urge their local leaders to support emergency aid from the state.The fairgrounds has also set up a website here to help locals show their support and connect with local and state leaders to urge them to help. 1194

A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace.
