SAN DIEGO (KGTV): A new study from the San Diego Military Advisory Council says the military industry in the area is the top economic driver.The SDMAC's "Military Economic Impact Study" says the armed forces spent billion in San Diego in 2018. That includes compensation for military employees (43%), procurement and other spending like defense contracts (38%) and retirement and veterans' benefits (19%).Additionally, the ripple effect of all that money creates billion worth of San Diego's Gross Regional Product. That's 22% and accounts for more than tourism or tech industries.The military also helps support 340,000 jobs in the county. That's 22% of the jobs across San Diego. It includes members of the Navy, Marines, Coast Guard, Reserves and civilians employed by the DOD, DHS or VA. It's the largest concentration of military employees anywhere in the world.There are also over 241,000 retirees or military veterans in the area, according to the study.Meanwhile, the study says the military's impact should grow in the future. It anticipated 4% growth next year.It could be more in the coming few years. President Trump recently announced a pay raise for military enlistees. He also signed a 7 billion defense budget for 2019, the largest ever. The Navy plans to homeport 20 more ships and approximately 15,000 more sailors to San Diego by 2025. And the Army has listed San Diego as a possible location for it's new "Future Command" post researching emerging technology.But the military faces some challenges in the coming years as well. Housing is a big issue, especially if the Navy wants to expand in San Diego. There are also concerns about the high cost of living in the area. And SDMAC says they're looking for ways to help military spouses find jobs. SAN DIEGO (KGTV)— With the start of summer just days away, San Diego Gas and Electric (SDGE) is encouraging customers to take advantage of free programs that could potentially save a significant amount on their energy bills. 10News has reported on dozens of stories in which customers are outraged by unexpectedly high bills and surprise “High-Usage” fees. But SDGE says it does not have to be this way if customers switch to the “Level Pay” Option. “This is a really great way to avoid the high spike on your bill, let’s say in July or August,” SDGE Spokesman, Wes Jones said. For the “Level Pay” option, SDGE takes the average of the last 12 monthly bills and charges the customer the same amount for the next three months. This means there are no surprises during the summer months. “You are tapping into those months where you didn’t run your AC in February, so your bill is lower,” Jones said. “So this is a great solution for that type of customer that has that volatility throughout the year.”SDGE says another free money-saving option is to switch to the “Time-Of-Use” Plan. As long as the customer keeps track of when they use power, they can save money. Standard Summer Pricing:Tier 1: 0-130% use of baseline: San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. RELATED: San Diego dry dock floods following barrier collapseThe list of jobs impacted includes 129 welders, 85 electricians, 84 painters and 82 pipe fitters.  Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock.  "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off  - a number too low to trigger a WARN public notice.  “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. That damage is delaying the next order, leading to the potential layoffs.NASSCO spokesman Dennis DuBard pinned the layoffs to the July 11 incident, and said the company is working to remedy the situation. 10News has since inquired about issues related to the April hiring event. “We are working diligently so not all employees who were notified will be affected. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. They said burglars got away with an unknown amount of money. At 4:15 am, dispatchers sent officers to the Kaiser Permanente Pharmacy in Clairemont Mesa, after the front door was broken in. Nothing was taken. Just 20 minutes later, police said criminals shattered the back glass window at the Carmel Valley Pharmacy. The owners immediately contacted the local Drug Enforcement Administration (DEA) to notify that the burglars took 600 tablets of Adderall, worth up to ,000 in street value. "This is one of the drugs we see that are highly abused by high school and college students...What they perceive to be a study-aid," DEA Special Agent in Charge, Colin Ruane said. The Schedule-2 narcotic often lands in the hands of our youth, which can have deadly consequences. "In this country, we lose 70,000 people who die of drug overdoses every year," Special Agent Ruane said. "This is just another symptom of the major problem and the major addiction issue we have in the country.
