(CNS) - As the San Diego Unified School District prepares to begin its school year remotely next month, other school districts in the region are taking a different tack or waiting to see what unfolds with the ongoing COVID-19 pandemic.The Cajon Valley Union School District in East County reopened Monday for in-person teaching for the first time since schools were ordered to close by public health orders. Every elementary and middle school is open in Cajon Valley.Using money from the federal Coronavirus Aid, Relief, and Economic Security Act allocated for safety supplies, distance learning tools and learning loss recovery, Cajon Valley principals and their teams prepared a free summer learning program for interested families. While finalizing the district reopening plan early last month, the Cajon Valley management team along with union leaders discussed the practicality of starting small with the most conservative safety measures in place during summer.RELATED: Parents explore other options as school districts start school year online"It's such a blessing both to have our kids back on campus and also to start small and learn how to best implement the new safety guidelines ahead of all students coming back in August," said Mike Kuhfal, principal at Flying Hills K-8 School of the Arts.When all San Diego school districts were forced to shut down on March 13, Cajon Valley staff and trustees immediately began weekly meetings via Zoom with employee groups and parents, which included virtual town hall meetings with every school community. These meetings led to the formation of its school reopening plan in the first week of June.Those plans include four options: home school, complete distance learning with no physical school, a hybrid model that combines some physical school with some distance learning and five-day-a-week regular school, space permitting.Justin Goodrich, Cajon Valley Middle School principal, said "by simulating what school is going to look like in the fall our teachers are fine- tuning our safety protocols and instructional plans. Cajon Valley Middle School is so excited to have our staff and students back on campus. They cite the district's Extended Day Program, which for the last four months has provided free distance learning support and care for parents working in essential jobs. That may mean more people in the house more of the time—and the need for the space to match. “If you can work from home and you don’t have to commute every day, then that drastically changes your decision matrix,” Wilk says.Falling Interest Rates Can Make a Move Make SensePlus, with interest rates for 30-year mortgages at record lows, getting a bigger mortgage now might make sense in the long term. Just make sure you can still afford the payments and aren’t necessarily banking on that home also becoming a big pay out down the road because the housing market is cyclical and eventually will fall down again.“Rushing to sell your house or buy a house because of the short term isn’t a prudent move,” says Danny McAuliffe, CFP, wealth advisor and head of planning at Perigon Wealth Management. “Making decisions based on what you can afford and make sense for you and your family, that is going to be a better situation for the long term.”If you’re thinking of making that high- to low-cost market move, Herman warns that you should at least live in the place first by renting to see if you really like it. This is especially true for seniors who dream of ditching colder climates for warmer places.Not only does it make sense to get a feel for the area in which you want to live that you can’t achieve while on vacation, but you also will learn if you have the temperament to be away from family for so long. Otherwise, you’ll cash out now and have to buy back in—and who knows what the market will be like then.2. Have Your Home Appraised to Ditch Mortgage InsurancePrivate mortgage insurance (PMI) is usually tacked onto your monthly mortgage payment if you put down less than 20% on the property when you purchased it. PMI is there to protect lenders in case you walk away. But if your home is suddenly worth more, you may hold enough equity to request to have PMI cancelled.To do this, you need to show lenders the home has increased in value, which means paying for a home appraisal. Those typically cost between 0 and 0. Meanwhile, PMI typically costs between 0.05% and 1% of the loan amount annually, which means the appraisal will pay for itself.If you’re staying put, you should also reassess your insurance to make sure it matches what your home is now worth, says McAuliffe. That’s because a policy based on a lower price may not cover the current value of the home, should the worst happen and you need to rebuild.“Specifically you want to make sure that the dwelling coverage in your homeowners policy is sufficient to rebuild your home if something catastrophic were to happen,” he says, adding that these policies typically exclude earthquake and flood insurance.3. Take Equity OutWith interest rates so low, taking some equity out is another option. You can use that money to make renovations to your current home—which may be tax deductible, says McAuliffe—or pay off high interest credit card debt—as long as you don’t then rack up debt on them again.You can take equity out in several ways, including through a home equity line of credit (HELOC) or a cash-out refinance, where you pull the equity out in, well, cash. Homeowners at least 62 years old also can take out a reverse mortgage, which lets them borrow from their home’s equity.Herman says money drawn from equity could be used to buy another property, either as a second home, or to rent out. But only think about becoming a landlord if you have tolerance for it and can cover the mortgage in the case the property is empty between tenants, or tenants stop paying.Just make sure that you aren’t taking all of the equity out. People who got in trouble in 2007 and 2008 “pulled all of their equity out,” Herman says. “When prices dropped, they were stuck because they had used all the equity up in their home for something else.” So don’t press your luck and strip your house of all its old and new equity, or else you may wind up with a house worth less than what you owe on it. 6432

  

EL CAJON, Calif., (KGTV)-- San Diego Gas and Electric (SDGE) unveiled their new line of firefighting tools Wednesday afternoon, including a helicopter and a new tactical command vehicle. A little spark can transform into a violent rage. That is the fear and reality of a wildfire. "Californians were devastated and had the most destructive and deadliest wildfire season last year," SDGE Chief Operating Officer, Caroline Winn said. In 2018, there were 8,000 fires in the state that scorched more than one million acres. While no one can predict mother nature, SDGE says they are more prepared than ever. Meet Bruce Pulgencio's newest ride, the UH-60 Blackhawk. The aircraft is SDGE's newest member of their fire fighting arsenal. It can reach up to 140 mph, carry 860 gallons of water, and fills up in only 45 seconds. "It will dip the bucket into the water and pull out then we will go to the fire and be able to release the water to the fire," pilot Bruce Pulgencio said. "We just keep rotating to dip site to drop site."The copter and the pilot share a similar story. The aircraft came from the Army Surplus. Pulgencio just retired from the Army National Guard. After their military careers, the two joined together to fight fires from the sky."it's like driving a smaller sports car and then driving a semi-truck," Pulgencio said. The semi-truck he is referring to is SDGE's premiere firefighting helicopter, the Erickson Aircrane. Its 2,650-gallon tank has been assisting San Diego fire agencies for a decade."It can get into smaller places," Pulgencio said about the new Blackhawk. "We all have our specialties, where they have their snorkels, and we have our bucket. It's just a different way to approach the water and to fight the fire."Since its debut in June, the Blackhawk has already proven its value. It flew over last week's Caliente fire in Otay Mesa. Surrounded by terrain that ground crews had a difficult time accessing, the brand new UH-60 Blackhawk dropped thousands of gallons of water atop the pallet yard. Also joining the team this season is the new SDGE Tactical command vehicle. The mobile electrical hub is a place where scientists can gather and send the latest weather mapping information to ground crews on the fire line."It allows our teams to deploy quickly, and we can establish full internet and satellite phone capabilities in any location," Winn said. On the ground and in the air, the community can rest assured that their firefighting arsenal is stronger than ever. "It's another tool in our toolbox to support the firefighters," CAL FIRE San Diego Deputy Chief Nick Schuler said. 2661

  

DULZURA, Calif. (KGTV) -- Three fires burned in rural East County Wednesday afternoon as Cal Fire worked to extinguish the flames. According to Cal Fire, all three of the fires sparked in the community of Dulzura along Highway 94 between Otay Lakes Road and Freezer Road. Video of the blaze shows traffic in the area backed up for several miles after crews closed Highway 94 between Otay Lakes Road and Barrett Lake Road. Around 5:30 p.m., Cal Fire said crews were able to stop the forward rate of spread of all three fires. In total, all three fires burned slightly less than 32 acres. Sky10 was live over the fire.
