SAN DIEGO (CNS) - Citing the potential risks of sexual and physical abuse to children, San Diego County District Attorney Summer Stephan today urged Gov. Gavin Newsom to consider allowing county school districts to make their own determinations regarding reopening in advance of a Tuesday decision that could send the county to the most restrictive tier of the state's coronavirus reopening roadmap.In a letter sent Monday to Newsom, Stephan said there has been ``a drastic increase in child predatory behavior on the internet'' with children out of school and teachers unable to ``be the eyes and ears of law enforcement'' to report suspected abuse among their students.Local reports to the Internet Crimes Against Children Task Force have tripled since schools were shuttered due to the pandemic, and that similar increases have been seen nationwide, Stephan said. Stephan also said domestic violence reports have increased since stay- at-home orders were issued, and that Rady Children's Hospital has seen an increase in ``consult cases,'' in which cases of suspected child abuse are reported by physicians.Stephan's letter was sent in advance of Newsom's Tuesday decision regarding San Diego County's COVID-19 category status, when the county could potentially slide into the ``Purple Tier,'' meaning many schools could not open for in-person learning.``When evaluating the health of our children and our community, we must consider the effects of COVID-19, but also acknowledge and weigh the other real and potentially more life-threatening threat from violence and exploitation of children,'' Stephan said.``This is the public safety lens that I sincerely hope you will consider.'' Stephan raised similar concerns near the beginning of the pandemic regarding potential increases in domestic and sexual abuse, with abuse victims being trapped indoors with their abusers as a result of self-quarantining at home.In addition to safety risks, Stephan argued distance learning is not viable for many county residents. She said a lack of reliable internet access -- particularly in rural areas of the county -- should be taken into consideration.Stephan also said schools serve as a dependable place for food insecure students to get their meals. 2254

SAN DIEGO (CNS) - According to a San Diego County prescription drug abuse report released Thursday, local opioid and prescription drug overdose deaths have increased significantly in recent years.The 2020 San Diego County Prescription Drug Abuse Task Force Report Card found that between 2018 and 2019, the number of unintentional fentanyl deaths increased by 64% and prescription drug deaths rose nearly 12%.The report card provides a variety of data to measure the prescription drug misuse problem in the region by looking at multiple factors and data points over the last five years in San Diego County.In 2019, 645 people died of an unintentional overdose caused by prescription and illicit drugs, as well as alcohol.Those include:151 fentanyl deaths compared to the 92 reported the previous year. The number continued to increase in 2020. Fentanyl is a synthetic opioid primarily coming from Mexico that is 50 to 100 times more potent than morphine and 25 to 50 times stronger than heroin;275 deaths due to prescription drugs -- opioids and non-opioids -- up from 245 in 2018; and124 heroin deaths, up from the 105 reported the year before.In addition to deaths, the report card tracks additional key indicators of opioid misuse in the region.The report also found 6,162 visits to local emergency rooms in 2018, compared to 6,607 in 2017. Data for last year won't be available until 2021.Additionally, nearly half of adults arrested reported misusing prescription drugs in 2019. One silver lining is that fewer 11th graders reported prescription drug use in 2019 than in 2015.San Diego County funds prevention and treatment services throughout the region. Preventing drug misuse and getting people into treatment is one of the goals of the county's Live Well San Diego vision, which aims to improve the health and safety of residents in the region.Treatment is available by calling the county's Access and Crisis Line at 888-724-7240.In 2008, the County Board of Supervisors established the Prescription Drug Abuse Task Force, which includes the San Diego County Sheriff's Department, the District Attorney, the Health and Human Services Agency, the U.S. Drug Enforcement Administration and multiple other key partners, including local law enforcement, treatment and health and prevention organizations. 2316

SAN DIEGO (CNS) - County environmental health officials issued a water contact closure Friday along the Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated water. The San Diego County Department of Environmental Health issued the closure Friday afternoon following rainfall this week that caused contaminated water in the Tijuana River to flow into U.S. waterways. County officials regularly issue beach closures after rainstorms due to contaminated flows from the river. The closure extends along the shoreline from the U.S.-Mexico border to the southern end of Seacoast Drive. County officials have placed water contact closure signs to alert beachgoers of the water's contamination. The signs will remain in place until water sampling meets state health standards. SAN DIEGO (CNS) - A transient who allegedly overpowered a woman in the East Village, dragged her into some bushes and sexually assaulted her before running away pleaded not guilty Tuesday to three felony charges, including assault with intent to commit rape.Gary Ryan Cushinberry, 51, who is on felony probation for robbery and failing to appear in court, was ordered held without bail.Late on the evening of Nov. 5, Cushinberry allegedly grabbed a 26-year-old pedestrian walking by herself in the 400 block of 13th Street, pulled her off the sidewalk and assaulted her before fleeing.Detectives identified Cushinberry -- a recent transplant from Indiana who has been living on the streets of San Diego -- as the alleged perpetrator by means of ``several tips and leads,'' Lt. Jason Weeden said.Cushinberry was arrested last Friday about 6:45 a.m. in the 200 block of 17th Street.When Judge Jay Bloom ordered the defendant to stay away from the alleged victim, Cushinberry said ``I don't know the woman,'' according to Deputy District Attorney Martin Doyle.The prosecutor said Cushinberry has a criminal past from Indiana that is still being looked into.Cushinberry -- who is also charged with two counts of digital penetration by a foreign object, faces 21 years in prison if convicted, Doyle said.A readiness conference was set for Dec. 3 and a preliminary hearing for Dec. 5. 1391
