SAN DIEGO (KGTV) -- There are increasing calls for more police oversight. In San Diego, a proposed measure would create a new independent body to investigate alleged misconduct. Both San Diego Mayor Kevin Faulconer and District Attorney Summer Stephan have pledged support for a new body to hold police accountable.Maresa Talbert with San Diegans for Justice said they welcome the support, but there is still some skepticism.“It seems very reactionary after all of this pressure that now they come out and support. This ballot measure is not a new thing. This has been proposed since 2012,” Talbert said.There is currently a Citizens Review Board on Police Practices, but Talbert said it is far from independent. “Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Talbert said. The new proposed commission would have the ability to investigate cases. It would also have independent lawyers and subpoena power. The head of the San Diego POA said the support a measure on the ballot to let the people decide what is best for police oversight. “I think if people go into things with an investigative mind trying to find the truth, I think that any of these things can be very effective,” said POA President Jack Schaeffer. Talbert said even if passed, the city council still has to write an ordinance and some of the language could change. SAN DIEGO (KGTV) - The San Diego City Council will look into creating "Bus-Only" lanes along a 2.7 mile stretch of El Cajon Boulevard.The lanes would go from Park Avenue to Fairmount Street, an area commonly known as "The Boulevard." MTS Route 1 and the 215 Rapid Route are the most frequent buses along that stretch. Route 1 runs along El Cajon Boulevard from La Mesa to Fashion Valley. The Rapid 215, which launched in 2014, goes from Downtown to San Diego State University, offering fewer stops than traditional bus lines."When it was originally designed, it did have these exclusive lanes," says MTS Spokesperson Rob Schupp. "That's really what makes Bus Rapid Transit work, is when you can zip by all the cars."Combined, the 215 and 1 carry more than 10,000 passengers per day along El Cajon Boulevard. That makes it the second busiest stretch of road in the MTS system.Schupp says dedicated bus lanes would take up to 5 minutes off the trip, which could lead to more passengers."We're hoping this pilot will show us that a dedicated lane along a long stretch of road can build ridership and get people out of cars," he says. "The buses come faster, you get another 5 minutes from the dedicated lanes, and now your trip is competitive with a car."A recent study by the city's Transportation Engineering Operations office details three options for a bus-only lane. One option would separate the right lanes of traffic from the other lanes with a solid white line and markings that say "Bus Only." Another option would paint the entire right lane red and designate it for buses. A third option would make "pass by zones" in the most congested parts of the street, painting them red and allowing buses to bypass cars at intersections.Business leaders along "The Boulevard" say adding bus-only lanes would make the area safer, providing a buffer between the sidewalk and traffic. They also feel the change would lead to more people spending more time in the area."There's definitely a sentiment of wanting to make El Cajon Blvd a safer business district," says Beryl Foreman from the Boulevard Business Improvement Association.Foreman also says it will help with parking problems in North Park and City Heights, as better bus service will lead to fewer people driving in the area.City Council President Georgette Gomez and Council Member Chris Ward both sent a letter supporting the idea. The full Council will have to approve the project if they decide on the entire red lane option. SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department is increasing staffing ahead of Santa Ana winds expected to swirl around the county to start the work week. On Sunday, 10News got a hands-on tour of Station 14 in North Park. It is one of five San Diego Fire stations with an engine, ladder truck, and now a fully staffed brush truck for the next two days. "Our brush rigs are always able to be covered," San Diego Fire-Rescue Deputy Chief Kelly Zombro said. "We just have to un-staff a rig to move over to it. In this case, those rigs are actually covered right now, and they can all go."Because of the upcoming Santa Ana winds, the Department is staffing 25 additional crew members, specifically for wildfires. While engines and ladder trucks are most commonly used in day-to-day operations, the 0,000 brush truck is on a league of its own."It's imperative that we are able to make access quickly into areas where the engine cannot get into," Fire Engineer, Tim Swanson said. "And that's why we have these brush rigs."Unlike the concrete jungle in New York City, the City of San Diego has many different kinds of terrain. Because of that, in the academy, all firefighters are trained in all three truck types: engine, ladder, and brush.The brush truck has off-road tires, a 600-gallon tank, and specialized tools like backfire canisters, burn-over protection, and this triple hose backpack. The truck may even become a mobile home for the crew. That is why it has comfortable seats and carries household items. "If we're out on a strike team, we are gone for sometimes two weeks at a time with little to no ground support," Swanson said.
