It would have softened a legal standard that generally holds them entirely responsible for the costs of fires triggered by their power lines or other infrastructure.Current California law holds utilities responsible for damage from fires ignited by their equipment even if they have followed safety rules.Those who want to change the law fear utilities could go bankrupt or significantly raise prices for California residents as climate change makes wildfires even more severe.Lawmakers raised concerns about Brown's plan at an Aug. 9 hearing on the proposal. They said it would give utility companies too much protection without ensuring they safely maintain equipment.The issue was raised last fall when Pacific Gas and Electric Co. launched a lobbying campaign with other big utility companies to change the system.It's unlikely they'll drop their fight but they will lose a key ally in Brown, whose term ends in January. 1574

The number was closer to 9 million initially in March and April, but estimates show roughly 2.9 million workers have gotten jobs between April and July.When you consider spouses and family members covered by a person’s employer-provided health insurance benefit, the number of Americans without health insurance during the pandemic is estimated around 12 million.The study also looked at opportunities to get coverage. They found Medicaid in certain states has been increasing enrollment, with five million additional people signing up between February and June 2020.For people who find themselves in this situation, there are some options. It basically comes down to three options: through COBRA, on the Affordable Care Act subsidized marketplace or by enrolling in a public plan like Medicaid or Medicare.If a spouse has employer-provided benefits, or a parent if you are 26 or younger, look into joining their plan within 30 days of losing benefits. 1596

RICHMOND HEIGHTS, Mo. – Authorities are searching for a person of interest following a shooting at a St. Louis area mall that left one person dead and another injured Wednesday.The St. Louis County Police Department said on Twitter that the two people were shot at the St. Louis Galleria Mall in Richmond Heights shortly before 12:34 p.m. CT.When officers arrived at the scene, police say they located the adult male victims. One victim, a man in his early 20s, was pronounced deceased at the scene and the other was transported to an area hospital for life-saving treatment.The department said it does not consider the shooting an active shooter incident.Police believe two groups of people got into some sort of dispute inside the mall and the altercation escalated into a shooting. (AP) -- A bill that would allow “bad officers” to be permanently stripped of their badges failed to pass the California Legislature.The measure was one of the year's top policing reform bills after the death of George Floyd while in police custody earlier this year.Law enforcement organizations opposed the bill because they said the proposed system is biased and lacks basic due process protections.The Legislature gave final approval to bills that would ban police officers from using choke holds and carotid holds and require independent investigations when police kill unarmed civilians.Those bills now go to Gov.
