SAN DIEGO — A YouTube video shows a community college police officer drawing his gun on a San Diego man carrying a camera Wednesday.The video shows the Mesa College police officer getting out of his car and asking Chris, the man with two cameras, what he was filming.Chris, who did not want to provide his last name, refused to put down the GoPro camera. Within seconds, the officer took his weapon out of the holster. The officer did not put his gun back in the holster until a second officer arrived.Chris is the founder of California Citizens Watch, a group that audits government entities. The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program. Wednesday, community leaders and elected officials announced the creation of a new regional task force to tackle the root causes of the inequities.The coronavirus did not create society's inequities."But it has definitely exasperated them, and it has highlighted them," San Diego County Supervisor Nathan Fletcher said.That is why community leaders announced the creation of the new Regional COVID-19 Task Force for Equitable Recovery. They will work with elected officials to tackle the underlying problems that lead to inequities such as job, food, healthcare, and economic losses, felt by many San Diegans of color."You are valued," National City mayor, Alejandra Sotelo Solis, said in the Zoom announcement. "You have made a contribution to our community, and we want you to stay healthy.""The elected officials will then shoulder the obligation to take their recommendations and suggestions and translate them into policies that can be introduced for a vote to make the change real," Fletcher added.A newly released SANDAG report found that when compared to the white population, Black and Hispanic people are more than four times more likely to live in areas that have been impacted both by COVID-19 and unemployment.New San Diego County numbers show that while Hispanics and Latinos make up 34% of the county population, they account for 67% of the county's positive coronavirus cases."Not one community needs the testing, tracing, and treatment," JoAnn Fields with API initiative said. SAN DIEGO, Calif. (KGTV) -- The family of Crystal Odom filled a San Diego courtroom Monday morning to hear a judge sentence the man convicted of killing Odom in a drive-by shooting in 1995. The judge sentenced Aswad Walker to 15 years to life for Odom's murder, plus three years for gang ties. He was convicted of second-degree murder back in February for Odom's death. Two previous trials had ended in hung juries. Odom's parents spoke before the sentencing. Her mother called Walker a coward and told him he would get what he deserved in prison. When Odom's father, James Odom, spoke, the family became very emotional, tears and sobs could be heard throughout the courtroom. Odom said a burden was lifted off his shoulders and that the sentencing marked an end to a long ordeal. At the time of the shooting, Crystal was with her then boyfriend and her 10-month-old daughter. Her daughter and boyfriend were unhurt. 959

SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617
