With Congress unable to agree on another stimulus package, the CARES Act may have been the only chance for many to get an economic impact payment or stimulus check. However, millions of people still haven’t received that check.The Internal Revenue Service (IRS) estimates roughly 9 million people are still owed at least ,200. The Center for Taxpayer Rights estimates another 2 to 3 million people are entitled to and have been fighting to get the 0 for each of their eligible dependents.“There is a whole combination of factors for why people have not received their checks,” said Nina Olsen, the Executive Director for The Center of Taxpayer Rights.One reason some have not gotten their checks is because they did not file a 2018 or 2019 tax return, and they have not gone to the IRS’s “Non-Filer Portal,” which is located on the home page of the IRS’s website.So now, after 5 months, the IRS is sending letters to 9 million people in that category. The IRS has been able to identify who still qualifies for a check, but hasn’t received it, by sorting through its records and checking W-2 forms and 1099s.Those forms also have the non-filer’s address information, and that is the address the IRS is using for the new letters. The letters will inform these non-filers they are still eligible to get a stimulus check under the CARES Act and the steps they need to take to get that money. The steps are simple, either go to the IRS’s website and fill out the non-filer form or file a tax return.“It is also really important that people realize that if they use the non-filer portal they won’t be able to claim the earned income credit and many of these people may be eligible for the earned income credit,” said Olsen. “Those people need to file a regular return rather than use the non-filer portal and I don’t think the IRS has done a really good job of telling people that.”The earned income tax credit (EITC), typically earned by those who have dependent children, can be worth up to ,000. If you fill out the non-filer form in the IRS’s portal but later learn you qualified for additional money from the EITC, you could potentially lose the money from EITC.Outside of the 9 million non-filers getting a letter from the IRS, the 2 to 3 million people still eligible for 0 per dependent are getting a second chance at more CARES Act stimulus money.“Social Security Retirees and disabled people, it gave them less than 48 hours to go online if they had children. That meant they could get an additional 0 and enter that on the non-filer portal. Well a lot of these folks don’t have online access,” said Olsen. "It actually took a lawsuit that is still in the process of being settled for the IRS to reopen the portal.”Those still eligible to claim dependents have until the end of September to claim them through the IRS’s non-filer portal. White House officials have told congressional leaders and appropriators that President Donald Trump does not want any additional relief funding sent to Puerto Rico, a congressional leadership aide told CNN on Monday.While there are no talks to cut funds that have already been appropriated, a White House aide said negotiations have focused on keeping Puerto Rico relief funding out of a supplemental spending bill that would fund relief efforts in parts of the south that were ravaged by hurricanes this year.That aide noted Puerto Rican officials haven't yet spent all the money Congress has set aside for them, and said the administration is moving to stop any more money from going to help the island "because they don't need it and will most likely not be able to spend it."Trump's latest positioning on Puerto Rico was first reported by Axios. The White House has been making this known on Capitol Hill for "a while now," the congressional leadership aide said.Trump has previously taken aim at Puerto Rican officials?for their management of the billions in relief funds his administration has appropriated for storm recovery, accusing the island's leaders of spending some of that money for reasons other than hurricane clean-up."The people of Puerto Rico are wonderful but the inept politicians are trying to use the massive and ridiculously high amounts of hurricane/disaster funding to pay off other obligations," Trump tweeted on October 23. "The U.S. will NOT bail out long outstanding & unpaid obligations with hurricane relief money!"More than a month earlier, the President had repeatedly dismissed a widely cited death toll that placed the number of lives lost in Hurricanes Irma and Maria around 3,000 by claiming Democrats had exploited the numbers to make his administration look bad. There has been no evidence to indicate that partisan politics has played a role in the calculation of the death tally, and George Washington University, which conducted the study to calculate the death toll, released a statement at the time that said it stands by its work.Talks over stopping future funding for Puerto Rico come as lawmakers look to avoid a government shutdown when temporary spending bills expire in early December. The funding fight could be the last of Trump's presidency waged by a Republican-controlled Congress, as Democrats have an incoming majority in the House.The White House did not immediately respond to a request for comment. A spokesman for Puerto Rican Gov. Ricardo Rossello could also not be reached for comment.In October, the government of Puerto Rico rolled out a five-year economic blueprint that included billion in federal hurricane recovery relief. The plan was approved by a federal control board, which oversees the island's finances. The board's executive director Natalie Jaresko said at the time the funds would not be budgeted for debt payments, but rather to help stimulate the economy.In February, Puerto Rico received billion in federal aid under a disaster relief package signed by Trump.The funding for the devastated island was part of a billion package agreed upon by Senate leaders as part a two-year budget deal to avert a government shutdown. WILSON, N.C. – The father of a 5-year-old boy who was fatally shot outside his North Carolina home says he cannot understand why someone would want to harm his son.Austin Hinnant told WRAL that his son, Cannon, was playing on his bike in the yard of their Wilson home when he heard a gunshot while inside.Hinnant says he ran outside and found Cannon suffering from a gunshot wound to his head. He scooped his son up in his arms and screamed for someone to help.The father claims he looked up and saw his neighbor, Darius Sessoms, in the yard next door, with a gun in his hand, pacing."I was looking at him as I was picking up Cannon,” Hinnant told WRAL. “I was so full of rage, but I couldn't leave my son's side. I wanted to be with my son."The boy was rushed to an area hospital, where he later died.A warrant was issued for Sessoms and police say he was taken into custody on Monday. The 25-year-old has been charged with 1st degree murder and is being held without bond.Sessoms doesn’t appear to be a stranger to the family. Hinnant says he had Sessoms over for dinner just the night before."I have no idea why he would kill my son in front of his two sisters and his cousin,” Hinnant told WRAL. “I have no idea."Law enforcement has not provided any details regarding a possible motive for Cannon’s murder.A funeral for the little boy was held Thursday. WNCN reports that hundreds gathered at the Shingleton Funeral Home in Wilson to pay their respects, including Cannon’s grandmother, Merrill Race.Race told WNCN that Cannon was “just a kid trying to have fun in his own yard and something like this happens. It’s despicable.”"Everybody just loved Cannon. He lit up the room," said Hinnant, according to WRAL.CNN contributed to this report. 1753
