SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) — On Monday, a planetary sight unseen for nearly 800 years will captivate stargazers as Jupiter and Saturn create a celestial event known as the "Christmas Star."The two bright planets will align to create an even brighter display, culminating on the night of Monday, Dec. 21, according to NASA. While the two planets pass each other regularly, this year's event is so rare because not only is the distance between the planets so close but it's also occurring at night."You can imagine the solar system to be a racetrack, with each of the planets as a runner in their own lane and the Earth toward the center of the stadium," said Henry Throop, astronomer in the Planetary Science Division at NASA Headquarters in Washington. "From our vantage point, we’ll be able to be to see Jupiter on the inside lane, approaching Saturn all month and finally overtaking it on December 21."The closest alignment will last for a few days and appear just a tenth of a degree apart. On Monday, Jupiter and Saturn will appear so close that a pinkie finger at arm’s length will easily cover both planets.The planets haven't passed this closely in 400 years, and it's been nearly 800 years since this "Great Conjunction" has occurred at night, NASA says."Conjunctions like this could happen on any day of the year, depending on where the planets are in their orbits," said Throop. "The date of the conjunction is determined by the positions of Jupiter, Saturn, and the Earth in their paths around the Sun, while the date of the solstice is determined by the tilt of Earth’s axis. The solstice is the longest night of the year, so this rare coincidence will give people a great chance to go outside and see the solar system."HOW TO SEE ITIn San Diego County, viewers can see the planets without needing a telescope by looking toward the southwest horizon just after sunset, NASA says, but a pair of binoculars or a small telescope will only enhance the view. The best way to see the phenomenon is by finding an unobstructed view of the sky from say a park or field. The sight should even be viewable from most cities, but the site will only be visible after sunset for about one to two hours.To tell the two planets apart prior to Monday when they switch positions in the sky, Jupiter will look like a bright star and be easily seen, while Saturn will look slightly fainter and slightly above and to the left of Jupiter.For photographers, NASA recommends using a long exposure time to take in enough light as it gets dark. Both cell phone camera and DSLR camera users are encouraged to use a tripod to reduce any shaking during a long exposure.Cell phone users may even want to use "night mode" or a wide-angle lens if available. DSLR users may consider setting their focus to manual and leaving their aperture wide open to let in as much light as possible.Jupiter and Saturn should be bright enough to allow photographers to capture the planets without needing to zoom, NASA says. SAN DIEGO (KGTV) - Police believe the deaths in Otay Mesa Sunday of an elderly man and woman may be a murder-suicide.Police have identified the suspect and victim in the incident as James 82-year-old Rafferty and 83-year-old Kazuko Rafferty. Police believe James shot Kazuko several times and then used the same gun to take his own life. Dispatchers received a call about 10:30 a.m. requesting a welfare check on a married couple who lived at the Ocean Bluffs Mobile Home Park on Del Sol Blvd.Officers responded to the home and received no answer when they knocked on the door and made several phone calls. SAN DIEGO (KGTV) -- More than 92,000 people have alleged abuse by the Boy Scouts of America. Monday was the filing deadline for people to filing claims against the organization.Team 10 has been reporting on sexual abuse allegations within the Boy Scouts for years. "He'd come at me at multiple times," former scout Mike told Team 10 in 2019. Mike declined to use his last name. Mike said the Assistant Scoutmaster sexual assaulted him during an overnight trip while he was sleeping. Mike's attorney, Andrew Van Arsdale, now represents around 80 former scouts in sexual abuse cases. He said throughout San Diego County, there are roughly 300 sexual abuse cases."What we're seeing is something on a scale we've never seen in any institutional abuse setting," Van Arsdale said. "It's hard. You picture this man you're talking to as a child and this monster on the other side doing these things to them."The Boy Scouts filed for bankruptcy protection earlier this year, which means the abuse cases will go through the bankruptcy court. The national organization will work to develop a reorganization plan to fund a trust for compensation. The former scouts alleging abuse will have to approve any future plan. "If they can't come up with real money, the survivors would rather see the cease to exist then because they won't allow them to get away with paying them nothing and then just going on as business as usual," Van Arsdale said. In a statement, the Boy Scouts of America apologized to the survivors, saying they "are devastated by the number of lives impacted by past abuse in Scouting and moved by the bravery of those who have come forward.""We are heartbroken that we cannot undo their pain," the statement continued.Van Arsdale said the reorganization plan will likely come early next year. 1806

SAN DIEGO (KGTV) -- Police identified the man suspected of a sexual assault in a Mission Beach alley as 40-year old Philemon Shark from Seattle. According to San Diego police, a 24-year old woman was walking by herself on Bayside Lane around 8:45 a.m. on Sunday when Shark attacked her. The woman screamed for help, and several residents ran out and stopped Shark before he ran away.Officers caught up to him in a breezeway and took him into custody. Shark was booked on felony sexual assault charges and outstanding warrants from Washington state, according to police.Police said Shark had been in San Diego for a few months before the assault. 653
