WASHINGTON, Aug. 12 (Xinhua) -- NASA announced Friday the creation of a new directorate that will focus on both the International Space Station operations and human exploration beyond low earth orbit.The Human Exploration and Operations Mission Directorate combines the Space Operations and Exploration Systems mission directorates. While the transition and personnel assignments will take several weeks to finalize, the directorate already is supporting space station operations. It also will manage commercial crew and cargo developmental programs; construction of the Orion Multipurpose Crew Vehicle, a spacecraft designed to travel beyond low Earth orbit; development of a new heavy lift rocket, known as the Space Launch System; and other programs within the directorates."America is opening a bold new chapter in human space exploration," NASA Administrator Charles Bolden said in a statement. "By combining the resources of Space Operations and Exploration Systems, and creating the Human Exploration and Operations Mission Directorate, we are recommitting ourselves to American leadership in space for years to come."Associate Administrator Bill Gerstenmaier will head the new organization. He previously served as the associate administrator for Space Operations.

KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

SAN FRANCISCO, June 28 (Xinhua) -- Google on Tuesday rolled out a new social networking service named "Google+", a long awaited move of the Internet search giant to crack the industry's social trend dominated by Facebook.Unlike Facebook, Google said that the project is designed for sharing with small groups like college roommates and parents. " Today's online services turn friendship into fast food, wrapping everyone in 'friend' paper," Google said in a blog post announcing the new service.Other Google+ features include Sparks, which gathers articles and videos on topics of interests or hobbies; and Hangouts, which allows users join live multi-person video chat.There is also a mobile version of Google+ for smartphones running Google's Android operating system, which enables multi- person text message chats and instant upload of photos from the phone.The Google+ project is currently in field trial and by invitation only. Users can select people from their Gmail contacts and organize them into different groups.Google+ is expected to test whether Google could come back from its past frustration in social networking, such as Buzz, a social networking and messaging too integrated into its Gmail service. Some of Google Buzz's features have been widely criticized for privacy concerns.Market research data show that Facebook has surpassed Google in terms of time spent on each site, a fact that advertisers attach importance to.According to Internet market research company comScore, including YouTube, 180 million people visited Google sites in May, compare to 157.2 million on Facebook. BEIJING, Aug. 16 (Xinhuanet) -- It is widely accepted that obesity leads to an increased risk of health complications, but new studies quoted by media Tuesday challenge the conventional notion.“Our studies challenge the idea that all obese individuals need to lose weight,” said Dr. Jennifer Kuk, assistant professor in York University’s School of Kinesiology & Health Science in Toronto.  One of the studies used data from the Aerobics Center Longitudinal Study consisting of 29,533 individuals and assessed their mortality in 16 years.It found no difference in death risks between normal-weight individuals and obese ones. "Since the obese people did not have greater risk of dying than normal weight individuals, they don’t need to lose weight," said Dr. Kuk.But the finding did not give obese individuals a “free license” to gain weight, Dr. Kuk added. Maintaining weight, eating right and exercising may be better than trying to lose weight in the long run, said Dr. Kuk.

BEIJING, Sept. 14 (Xinhuanet) -- Facebook unveiled a new feature called "smart lists" on Tuesday, giving its users an easier way to share photos, posts and updates with smaller groups of friends.The new function, which commences on Wednesday, borrows from the success of the Circles feature of Google+, which allows users to categorize friends into groups.With the new feature, Facebook can automatically put your friends into groups, with the first four being work, school, family and city, based on the information of colleges, workplaces and geographic locations in users' profiles.The feature is optional to use, and the lists are customizable."This is really something we have been working on for four years," Facebook director of product management Blake Ross told AFP, adding "We think this is the way people will make lists going forward."In the meantime, the social networking site has also come up with "close friends" and "acquaintances" options.People can read the updates of their "close friends" more prominently in their news feed and just big news of their "acquaintances", according to Naomi Gleit, the director of product at Facebook who worked on the new feature.
