SAN DIEGO (KGTV) - A new streaming documentary follows young San Diegans on a life-changing trip to the Philippines."Filgrimage" focuses on eight Filipino-Americans during a 2019 summer trip to the Philippines with The Filipino School."If we don't have programs like this, then we as Filipino-Americans are only going to know what we have time to know, or what we're exposed to," says Tony Olaes, the founder of The Filipino School and organizer of the trip.He says a similar trip to the Philippines 14 years ago inspired him to learn more about his culture. That's what he hopes this trip does for the people who take it."I went from not wanting to be Filipino to 'Mr. Filipino,'" he says. "It's because I understood something amazingly beautiful about who I was. So that's how this all started."Olaes took 23 people on the trip in 2019. A documentary crew followed them as they visited several parts of the archipelago."This is something that you can't really get unless you actually experience it for yourself," says Jocelynne Monteheromoso, one of the teens profiled in the documentary. "The fact that we were going through it and it was recorded on camera is just something so beautiful that I feel that our generation especially needs to know about.""I hope this encourages anyone who is embarrassed of their culture, or straight away or doesn't even know about their culture, to try and put some work to figure out more about it," says Ryah Hernandez, who says she discovered a beauty in the region that she didn't know about from family trips as a child.San Diego has the second-largest Filipino population of any county in the US. Olaes says he hopes this documentary will give people who don't have the time or means to take a trip like this a glimpse into their ancestral homeland. He calls it a typical American story."The minute we start to reach into an inquire into where we all came from and the beauty of where we came from, it's that beauty that we get to bring to the United States," says Olaes.As part of the trip, the teens also helped build homes for low-income people in the Philippines.The documentary is 14 parts and lasts around two hours. SAN DIEGO (KGTV) -- A Marine was killed in a hit-and-run accident in the Midway District just after 7:00 p.m. on Saturday night, according to San Diego Police.The victim, who was in his early 20's, was visiting an establishment with his friends earlier that night.At some point, his friends could not find him. Police said he walked or fell into the street in the 2700 block of Midway Drive.Police said a car hit him and took off toward Rosecrans Street. There was no description of the driver or vehicle available. Police were checking surveillance video and his phone to find out more information. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. Smart streetlights do not have this technology, said Lt. SAN DIEGO (KGTV) - A recently transformed motel in the Egger Highlands community is now housing homeless families during the pandemic.The city started plans to transform a former Super 8 motel into transitional housing to help people in a drug and alcohol diversion program, called S.M.A.R.T.However, the city officials say the pandemic created a more significant need to house homeless families. The Convention Center was turned into a temporary shelter during the pandemic, housing individuals from the city's bridge shelters. However, the environment was not appropriate for families, said Ashley Bailey, press secretary for Mayor Kevin Faulconer."The transitional housing facility here on Palm Avenue was finishing construction in May, so we identified it as a potential area to expand and offer more space for families," Bailey said. "Having this facility gives families and children a place to come in, be safe, be sanitary, and get connected to services so they can get on to a better life."Erikssa Martinez recently moved into the facility with her husband and three kids."It's set up like a big hotel room, its really nice, my kids are happy to be here," she said.Martinez says the Alpha Project helped get into the facility. They had been homeless since December and had been staying with relatives, or in motels. She says she and her husband have slept in their cars on some nights, after dropping off their kids with family members."We've been looking forward to is having some kind of stability, where we're not stuck in our car for hours waiting where we're going to have to a place to stay at," Martinez said.They also have access to more services, and Martinez hopes that her will be able to get into permanent housing soon.The city plans to still use the transformed motel as transitional housing for S.M.A.R.T. when the property is no longer needed to shelter homeless families during the pandemic. 1924

SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635
