To All Members of the U-M Ann Arbor Community:The University of Michigan has received and acted on allegations of sexual misconduct against Martin A. Philbert, provost and executive vice president for academic affairs. With the endorsement and full support of the U-M Board of Regents, I have placed Dr. Philbert on administrative leave, effective Jan. 21, 2020, pending the results of an investigation we began on Friday, Jan. 17.I will follow up in the coming days regarding the appointment of an acting provost and executive vice president for academic affairs.We take allegations of sexual misconduct very seriously, and our policy is clear: Sexual misconduct will not be tolerated in the University of Michigan community.I want to apprise everyone of what has happened over the last few days and the actions we have taken. On Thursday and Friday, Jan. 16-17, 2020, the university received several allegations of sexual misconduct by Dr. Philbert. We began an internal investigation Friday. Over the next three days, the university retained an outside law firm which immediately launched an investigation of the allegations, our Division of Public Safety and Security was engaged, and Dr. Philbert was directed not to report to work. I placed him on administrative leave Tuesday.The Office for Institutional Equity, who would normally handle such investigations, reports to the provost. Today, I have moved OIE’s reporting line for all matters related to this investigation to Associate Vice President for Human Resources Richard S. Holcomb.The U-M Board of Regents and I are committed to a full and thorough investigation, and we will continue to work to ensure the integrity of the process, following the same policy and practices that apply to all employees at U-M. Transportation Security Administration (TSA) is offering up several tips to help travelers avoid a nightmare at the security checkpoint during the week of Halloween at the airport.TSA said when it comes to masks, they ask that you refrain from wearing a Halloween mask until after you made it through the checkpoint screening. They ask that you wear a face-covering that's used to help stop the spread of COVID-19. TSA officers will ask you to remove your mask, temporarily, just so they can verify your identity at the travel document checking podium.When it comes to wearing a costume, TSA recommends you wear it after you go through the checkpoint because it could trigger an alarm, which would lead to you getting patted down.TSA also recommends that you put "realistic replica props" like pitchforks, chainsaws, brooms, or axes in your checked bag. Three explosions that occurred when people picked up packages outside their residences appear to be connected, Austin, Texas, city Police Chief Brian Manley said Monday at a news conference.A Monday morning explosion killed a 17-year-old African-American boy and also injured a woman at the house. A second Monday explosion left a 75-year-old woman in critical condition, the chief said. A March 2 blast killed a 39-year-old African-American man.All the explosions occurred when people who lived at the residences went outside and picked up packages, Manley said. The packages were not delivered by the postal service or delivery services like UPS or FedEx, he said."The evidence makes us believe these incidents are related," he said, saying investigators have not come up with a motive or whether anybody has claimed responsibility. It's not known if the victims knew each other or if they were targeted, he said.Police also have not decided if these are hate crimes, but said that's a real possibility of the victims' races."We're not ruling anything out at this point," he said. "We're willing to investigate any avenue."Authorities have only identified one victim. Anthony Stephan House, 39, died from injuries in the March 2 explosion, police said. The elderly woman injured today sustained life-threatening injuries, the chief said.In describing the Monday morning blast that killed the teenager, the chief said: "What we understand at this point is that early this morning is that one of the residents went out front and there was a package on the front doorstep. They brought that package inside the residence and as they opened that package, both victims were in the kitchen, and the package exploded, causing the injuries that resulted in the young man's death and the injuries to the adult female."The female's injuries were not life-threatening, he said.Manley strongly urged residents to be on the lookout for suspicious packages and to alert authorities immediately."If you've received a package that has been left on your doorstep or left in your yard or left on your driveway that you were not expecting or that was not from someone you know, then give us a call," Manley said.Likewise, he urged the thousands of visitors in town -- many at the South by Southwest Interactive Festival -- to be cautious. "Enjoy yourself, have a good time," he said. "But be aware, be suspicious."The festival began Friday in downtown Austin and ends Tuesday. The explosions are not in the immediate vicinity of the festival.Texas Attorney General Ken Paxton urged all Texans to be cautious. "With three reported explosions in the Austin area, I want to urge all Texans to report any suspicious or unexpected packages arriving by mail to local law enforcement authorities. TIJUANA, Mexico (KGTV) -- Mexican authorities said a Chula Vista woman and her friend were gunned down at a family gathering in Tijuana. Investigators said the suspect is a Tijuana firefighter who shot at the two during a jealous rage.The victim was identified as 32-year-old Roxana Diaz."She was always smiling, she was kind of crazy," said Diaz' cousin Ivett Corral. "A happy lady."Tijuana investigators said Diaz went to visit a family friend, 39-year-old Carlos Roberto Trujillo, in Tijuana Aug. 15. They and another female friend met with several Tijuana firefighters at a get-together.Early the next morning, the three friends headed to Trujillo's home at Colonia Union. Police said the three firefighters ambushed the group, shooting at Trujillo and Diaz, and kidnapping the other woman.Trujillo died just outside his home. Diaz underwent surgery at Tijuana General Hospital but died Aug. 20 after she was transferred to UCSD Medical Center. "I start crying a lot because she was like a sister to me," Corral said. "She was more than a cousin. We grew up together."Police said after the firefighters kidnapped the woman, she screamed for help at a toll plaza on the way to Ensenada. Officers were alerted and arrested the firefighters.Mexican investigators said the alleged shooter, identified only as 27-year-old Ricardo N., is the boyfriend of the woman he and his co-workers kidnapped. They said he was jealous that she was socializing with her ex-boyfriend Trujillo and Diaz.Corral said Diaz was a long-time employee at Kentucky Fried Chicken on 3rd Street in Chula Vista. She worked hard to provide for her 16-year-old son.Trujillo's family said he worked at the Tijuana Town Hall. He leaves behind three children."We just want justice," Corral said. Trujillo's family told 10News the suspects are being held in Ensenada on suspicion of kidnapping but have not been charged with the murders of Trujillo and Diaz.
