Wan said China and Cape Verde have been good friends for a long time and the bilateral ties have witnessed stable development and achieved fruitful results in over 40 years since the two countries established diplomatic relations.
The visit also comes as the two countries mark the 45th anniversary of their diplomatic relations this year.
During their talks on Monday, the two leaders spoke highly of the momentum of bilateral relations and cooperation results since the forging of diplomatic ties.
"China has accelerated energy restructure and built a clean, low-carbon, safe and efficient energy system, while Arab countries actively seek energy transformation and changing the situation of relying on fossil energy," said Liu.
The two sides agreed that economic, trade and investment cooperation between China and Singapore has yielded fruitful results.
