SAN DIEGO (KGTV) -- In a school year where parents and teachers have had to adjust over and over again, teachers are sharing their stories of hope and gratitude with ABC 10News.Dawn Harrison teachers her first grade students virtually from her classroom in the Chula Vista Elementary School District. She hopes one day, she won’t be alone in her class.“I would much prefer to be face to face with my kids and be able to get the hugs… be able to pat their little back or hold their hands,” Harrison said.She knows that is not a reality right now, but thinks about what she is grateful for. She looks forward to monthly distribution days, where she will see colleagues and students for a brief moment when they pick up materials. She is thankful for parents, as she knows this has been difficult for everyone.“They take into consideration my thoughts and feelings, too,” Harrison said. “The parents that have shared with me, they’ve been very thoughtful of taking everybody’s perspective and situations at home.”Harrison has also found an even greater love for another teacher— her husband.“The way he engages [his students], the experiences he’s able to provide for them, it gives me a new appreciation for him,” she said of her husband Rick Meads, a teacher at Eastlake High School.Meads sang his wife’s praises as well. “I’m telling you, the amount of energy that she has to expend for first graders is a whole lot different than what I have to do,” he said. “I don’t know how she does it, but she’s amazing.”Meads is grateful that he is still able to teach, although it is in a format that is new for many educators.“I’m really thankful that we are able to have this opportunity to do this online. If you think about this ten years ago, it would have never happened,” Meads said. ‘I’m not sure what we would have done.”During the summer, elementary school teacher Kelly Martin told ABC 10News that someone described the current situation as a “corona coaster.”With many still on this “corona coaster,” Martin is thankful for her students. “I’m so appreciative of that hard work because three months of this is getting a little draining on some of them,” she said. “I just look forward to finding ways to keep connecting with the students.”As she looks ahead to a new year, Martin said she hopes to “keep it fresh and keep it new, so that the monotony of online learning doesn't drag us down.” 2402

SAN DIEGO (KGTV) – Local and federal authorities are asking for the public’s help in finding a father suspected of abducting his two children and fleeing to Mexico.Authorities said on Jan. 12, 2019, Foong Lian Chin’s ex-wife dropped off their two sons, with the understanding that he would return them to her on the following day.However, when Chin did not return the kids, the ex-wife “called law enforcement to check Chin’s address” but “there was no answer at his house.” Law enforcement also tried to reach Chin by phone but could not get a hold of him.On Jan. 16, 2019, a court gave Chin’s ex-wife full custody of the couple’s children and an arrest warrant was issued for Chin. Authorities said the million warrant is for parental child abduction.According to authorities, investigators learned Chin took his sons -- 8-year-old Huaiyu Chin and 7-year-old Binyu Chin -- to Mexico.Chin, who immigrated to the U.S. from Singapore in the 1980s, has lived in New York, Southern California, and Baja California.Chin and his sons were believed to have last been spotted in Tijuana, Mexico.Chin is Asian, 47 years old, 5 feet 8 inches tall, and weighs 130 pounds. SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. SAN DIEGO (KGTV) — ICE served four subpoenas to the San Diego Sheriff's Department (SDSO) Friday for information protected by sanctuary state policies regarding migrants arrested in San Diego.SDSO is required to protect the data under California's sanctuary state laws, which prohibits local law enforcement from cooperating with immigration detainers or requests for data concerning illegal immigrants."The public needs to be aware and concerned that California sanctuary state laws do not protect public safety and is bad public policy. Criminal aliens are being released back into the community daily and most will reoffend resulting in more victims, " said Gregory Archambeault, San Diego Field Office Director for ICE’s Enforcement and Removal Operations in San Diego.RELATED: US border agents to pursue migrants in 'sanctuary' citiesICE says it rarely uses subpoenas for information because most law enforcement agencies comply with requests for data on illegal immigrants that have been arrested.California passed its sanctuary state policy in 2017, preventing local agencies from complying with ICE's request. Friday's subpoenas are the agency's first issued in California."The Sheriff’s Department has received the subpoenas from ICE and is in the process of reviewing them. ICE says the individual has two DUI convictions from 2009, has been returned to Mexico on eleven occasions between 2009 and 2011, and is currently in SDSO custody.A 42-year-old Mexican national who was arrested for first degree robbery by SDPD in November 2019. ICE says he has a prior conviction for possession of a controlled substance (methamphetamine) from 2013 and he was granted a voluntarily departure, but failed to leave the U.S. ICE says he has since been released back into the community.A 31-year-old Mexican national who was arrested by SDPD for battery of spouse and false imprisonment in December 2019. ICE says he has a prior conviction for a deceptive government identification from 2008 and that he's been removed from the U. S. three times between 2008 and 2010. ICE says he has since been released back into the community.A 28-year-old Mexican national who was arrested for assault with force, great bodily injury, child cruelty and battery of spouse by SDPD in January 2020. ICE says he was previously arrested in 2017 for battery on spouse by local law enforcement and was returned to Mexico multiple times in 2004 and in 2018. SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. EDD said they encourage Californians to apply if they think they may qualify for benefits. Officials suggest using online services for faster processing, if possible. 2306
