HOHHOT, Jan. 2 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that herdsmens' living standards should not be lowered as the nation strives to conserve the grasslands.Wen made the remarks during a two-day tour to Xilingol, Inner Mongolia Autonomous Region, that ended Sunday.From the beginning of this year, China is giving financial assistance to herders for their efforts to conserve grasslands and to compensate them for their losses.China's pastoral regions are vast and have great development potential. The development of animal husbandry not only helps herders improve their living standards but also concerns cities' non-staple food supply, the Premier said."Periodic bans are an important step to restore the grasslands. They should be implemented gradually. Herders' living standards should not be lowered and pastoral regions' supply of beef and mutton should not be reduced during the process," he said.Officials should visit yurts to discuss the policy with affected herders, Wen said while inside a yurt, a traditional Mongolian tent.He called on authorities to devise policies for the sound and fast development of pastoral regions, on the basis of the new reward-compensation mechanism.He urged local governments to make more efforts to improve grass seeds, livestock and irrigation systems, to provide vocational training for herders and to facilitate the modernization of stock breeding and pasture areas.

GUANGZHOU, Dec. 15 (Xinhua) -- China will increasingly promote the use of clean energy, since the country's energy needs are expected to increase by an equivalent of 2 billion tonnes of coal in the next decade, said Dai Yande, an official of the National Development and Reform Commission Tuesday during the 2010 Asia Energy Forum in Guangzhou City."China will use the lever of price to increase the demand for new energy," Dai said, "We will increase the share of non-fossil fuels in energy consumption to 15 percent by 2020.""We will increase the installed capacity of nuclear power to 80 million kilowatts and hydroelectric power to 400 million kilowatts by the end of 2020," Dai added.Further, China's major export hub Guangdong Province will invest 10 billion yuan (1.5 billion U. S. dollars) in green energy development in the next five years, said Li Chunhong, an official from the local government of Guangdong.By 2010, the capacity of nuclear power in Guangdong will reach 24 million kilowatts, and new energy will account for 30 percent of the total energy consumed, Li said.Opened on Dec. 13 in Guangzhou City, capitial of Guangdong Province in south China, the two-day forum provides a platform for experts and officials from around Asia to discuss regional cooperation in developing green energy.The first Asia Energy Forum was successfully held in Guangzhou in August 2009, and the forum is to be held annually in Guangzhou.

WASHINGTON, Dec. 2 (Xinhua) -- China's rapid economic growth is good for the U.S. workers, and the U.S. government is committed to improving bilateral economic relations with China, said U.S. Commerce Secretary Gary Locke on Thursday."China has lifted almost 200 million people out of poverty (in the past two decades). And in the years ahead, hundreds of millions more Chinese will ascend into the middle class," Locke said at a U.S.-China commercial relations forum, which was held in Washington ahead of the U.S.-China Joint Commission on Commerce and Trade (JCCT) session scheduled for Dec. 14-15."The United States welcomes this growth because this is good for the people of China ... it's good for the global economy, and good for U.S. business and ultimately, U.S. workers," said Locke.He noted that as recently as 40 years ago, the commercial relationship between the United States and China barely existed. But in the recent decades, "we have seen our countries grow progressively closer."In 2009, the bilateral trade volume reached some 365 billion dollars. China was the largest supplier of U.S. goods imports in 2009 and was the third-largest market for U.S. exports, only after Canada and Mexico.Locke mentioned that as U.S. Commerce Secretary, he has visited China for four times."Each time I visit China, I'm absolutely amazed by the transformation and the progress within China," he said.Locke noted that although there are disagreements between the two sides, there are more opportunities for cooperation."In many areas, especially in emerging industries, like clean energy and biotechnology, the interests of China and the United States are tied together. BEIJING, Dec. 20 (Xinhua) -- China's top judge, Wang Shengjun, on Monday urged the nation's courts to pay close attention to the impact on people's standards of living caused by recent price hikes.Also, the courts should properly handle disputes regarding employment, social security, education, medical treatment, housing and consumption sectors, in an effort to safeguard people's vital interests, said Wang, President of the Supreme People's Court of China, at a meeting attended by presidents from the countrywide high courts.Further, the Supreme People's Court urged local authorities to crack down on telecom and internet fraud, the fight against production and sales of poisonous food and fake medicine, and ensuring the safety of people's health and property, according to Wang.All courts should also properly handle disputes concerning farmers' rights and interests, including cases relating to the sale of agricultural products and pay to migrant workers, Wang said.Wang also urged the courts in various regions to take an active part in the country's efforts in protecting intellectual property rights and environmental protection, and hand down severe punishments for work-related crimes.As to people's letters and appeals to the higher authorities for help, Wang said the courts and police officers should speed up dealing with long-pending cases, and resolve problems and complaints from people.Statistics from the Supreme People's Court showed that in the first 11 months of this year, courts at various levels had received 9,754,141 cases and completed handling 8,967,396 cases, up 0.15 percent and 2.14 percent year-on-year.Wang also said the courts had played an effective role in serving economic and social progress.
