But the report doesn’t shed any light on whether he was on the ground when he was shot. The lawsuit accuses Officer David Rojas of fondling Elizabeth Baggett's breasts and "feeling her nipples, without limitation," as well as showing the body camera video of it to others.The alleged incident happened in October 2019.
