San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. "They created the crisis by the policies of the city, and now they want to blame the victims of the crisis for the crisis itself," she said. (KGTV) - Nearly six years after it passed, Proposition B will be in front of two courts this week, with the future of San Diego pension reform on the line.Prop B was on the ballot in June of 2012 and passed with 65% of the vote. It promised to solve San Diego's pension crisis by giving new City hires a 401(k) style retirement plan instead of a pension. The change went into effect for all city hires except police officers.Since then, it's been mired in legal challenges.Shortly after it passed, union leaders sued, arguing that any changes to union employment agreements have to be negotiated first before they're placed on a ballot. They said that then-Mayor Jerry Sanders violated that rule when he openly campaigned for the Proposition in 2012.In 2015, the State Labor Board agreed with the union claims.That ruling went to the California 4th District Court of Appeals, who overturned the Labor Board's findings in 2017.In 2018, the State Supreme Court reversed the 4th District's ruling. The Supreme Court sent the issue back to the lower courts to decide what an appropriate "remedy" would be to Sanders' improper campaigning."They did not say 'Overturn Prop B.' They could have," says Reform California's Carl DeMaio, who wrote Proposition B. "They said, 'Hey, district court, find out how you punish the City of San Diego for this violation.' What’s the punishment? A slap on the wrist, a speeding ticket?"The 4th District will hold an open session on Monday, March 11 to begin that process. DeMaio says if the District Court rules to overturn Prop B, he plans to appeal that decision."Do you think they’ll actually overturn the citizens initiative? If they do, we will counter-sue on the punishment phase," says DeMaio.Meanwhile, the US Supreme Court will also look into the Proposition this week. On Friday, they'll decide whether or not to hear a case based on the First Amendment. Supporters of Prop B say the California Supreme Court's ruling violated Mayor Sanders' First Amendment rights of free speech and his ability to openly support or oppose items on a ballot."The issue is whether for not elected officials have first amendment rights," says DeMaio. "Can an elected official actually give an opinion on a ballot measure? I think yes. Even if I disagree with that opinion, it is their constitutional right. SAN DIEGO (KGTV): A new study from the San Diego Military Advisory Council says the military industry in the area is the top economic driver.The SDMAC's "Military Economic Impact Study" says the armed forces spent billion in San Diego in 2018. That includes compensation for military employees (43%), procurement and other spending like defense contracts (38%) and retirement and veterans' benefits (19%).Additionally, the ripple effect of all that money creates billion worth of San Diego's Gross Regional Product. That's 22% and accounts for more than tourism or tech industries.The military also helps support 340,000 jobs in the county. That's 22% of the jobs across San Diego. It includes members of the Navy, Marines, Coast Guard, Reserves and civilians employed by the DOD, DHS or VA. It's the largest concentration of military employees anywhere in the world.There are also over 241,000 retirees or military veterans in the area, according to the study.Meanwhile, the study says the military's impact should grow in the future. It anticipated 4% growth next year.It could be more in the coming few years. President Trump recently announced a pay raise for military enlistees. He also signed a 7 billion defense budget for 2019, the largest ever. The Navy plans to homeport 20 more ships and approximately 15,000 more sailors to San Diego by 2025. And the Army has listed San Diego as a possible location for it's new "Future Command" post researching emerging technology.But the military faces some challenges in the coming years as well. Housing is a big issue, especially if the Navy wants to expand in San Diego. There are also concerns about the high cost of living in the area. And SDMAC says they're looking for ways to help military spouses find jobs. SAN DIEGO (KGTV)— The man in the center of a viral video depicting a police arrest appeared in San Diego County Superior Court Tuesday. But he was there for another case, dating back to 2017.20-year-old Trenelle Cannon spoke at one of his many court appearances scheduled for this week. This one was regarding a robbery from 2017, where prosecutors said Cannon snatched a ,000 gold chain off a person's neck."The defendant was seen running to a vehicle, and that vehicle took off. There was a police hot stop on it. The defendant ran from the passenger and left the necklace inside," Deputy District Attorney, George Modlin said. But Cannon made headlines because of a controversial video, released Wednesday. The 12-second video was recorded from the back of a sedan that Cannon was riding with four others. Police said despite a demand to stop, the driver sped off onto Interstate 5. Near the freeway exit, police conducted a traffic stop. That's where the video begins. Cannon's girlfriend Shakira Smith, who took the video, said the man on the other end of the officers' punches, is Cannon. But San Diego Police said the 12-second video does not show the whole story, of how the 20-year-old had multiple outstanding warrants. According to San Diego Police Chief David Nisleit, officers were surveilling Cannon before the incident. When he took off, Chief Nislet said officers chased him. When they got close, he noted Cannon resisted, which resulted in the necessary force, which he called "physical strikes and distraction strikes.""Cannon refused to cooperate and struggled to keep his hands in front of his body." Chief Nisleit said. Cannon's loved ones said that was police brutality."He is quickly pulled out of the vehicle by his shirt, head first, throwing him down to the ground aggressively," girlfriend Shakira Smith said. In his short adult life, Cannon has been the defendant for at least three other criminal cases: involving a stolen cell phone, a gold chain, firearms possession, and identity theft. While he awaits the arraignments for his new charges, he requested a change in his living situation."I just wanted to request that I be taken out of the psych ward or whatever," Cannon said. "But they put me in like, a psych ward facility on the 6th floor, and I would request that I go to mainline. I've seen the psychiatrist and she said there is nothing wrong with me at all, and she doesn't understand why I'm up there."Cannon's arraignment for the charges from the video will be tomorrow at 1:30 pm. 2534
