SAN FRANCISCO (AP) — Republican John Cox focused on his stance to try and fix the high cost of living in California, while Democrat Gavin Newsom highlighted his opposition to Trump during a debate Monday. The hour-long public radio debate remained civil, with the two candidates for governor sparring on policy and mostly avoiding personal attacks.Cox pledged to reduce taxes and regulations that he says drive up the cost of living in the nation's most populous state while Newsom, a former mayor of San Francisco, is running on his willingness to make bold decisions and his opposition to Trump.RELATED: San Diego County key dates to know before Election DayNeither strayed from their well-worn positions, and the debate appeared to do little to change the race in which Newsom is heavily favored."We represent the vast majority of Californians that reject John Cox's absolute allegiance to Trump and Trumpism," Newsom, California's lieutenant governor, said during what's likely to be the only one-on-one contest between the two men.Both candidates agreed that tackling issues such as housing affordability, homelessness and California's cost of living should be the priority of the next governor, but they presented vastly different visions for how to proceed.The two also sparred on criminal justice reform, immigration and the environment.RELATED: California sets record as voter registration tops 19 million"This campaign is about change versus the status quo. I represent change," Cox said in arguing that the policies of Democrats have made California unaffordable.The Nov. 6 election comes as the state faces a housing crisis and is drastically behind on building what it needs to house its population of nearly 40 million people.Cox said he would change environmental regulations that can make it so expensive to build in the state. Newsom hinted at reforming California's property tax system, saying rules that limit how much property tax cities can collect saps the incentive from building.On criminal justice reform, Newsom said he would continue the policies of outgoing Gov. Jerry Brown that focus on rehabilitating convicted criminals and putting fewer people behind bars.Cox said he wouldn't have signed a new law that opens police misconduct records to the public.Cox defended his support for a border wall and said California should undo its recently passed sanctuary law that limits local law enforcement cooperation with immigration authorities. Newsom strongly defended state immigration laws."I fear that under a Cox administration working hand-in-glove with Donald Trump that our progressive and enlightened polices on immigration will roll back into the dark ages," he said.The candidates split on a new California law that eliminates money bail. Cox said the policy wrongly eliminates the entire bail industry, while Newsom said systems based on money harm the poor and racial minorities.A September poll by the Public Policy Institute of California showed Newsom with a comfortable but shrinking lead over Cox — 51 percent to 39 percent with 7 percent of likely voters undecided.The survey had a margin of error of 4 percentage points.Newsom led 55-31 in the institute's July poll.Campaign finance records show Newsom had million in the bank on Sept. 22, compared with .7 million for Cox.Cox is a lawyer, accountant and investor from the San Diego area who has never held elected office. 3459

(KGTV) — Cameras caught a thief wreaking havoc at an East County business park, culminating in several destructive acts after he realized he was locked in.Scott Trafton has seen the video countless times, but his emotions have yet to lessen."Aggravating and makes me angry," said Trafton, who owns XP Builders.Just before midnight last Thursday night, a truck is seen driving into a business park on Wheatlands Court. The truck, believed to be a Chevy Silverado, is parked in the dark for more than four hours, before a man emerges and heads toward Trafton's general contractor business. In the video, the man grabs items from the truck bed, before prying open a toolbox in the back. A knife at this side, the man would get away with more than a thousand dollars with of Trafton's tools. "It hurts being a small business. Every penny counts," said Trafton.Trafton is not the only victim. The thief left behind a trail of shattered truck windows and missing items."Basically took whatever wasn't bolted down," said Trafton.When the man went to leave, he was met by a gate, locked by someone who had left earlier. The camera spies him apparently chaining his truck to the fence and pulling forward, but he can't get the fence down."He then came over to another truck and broke a window. He then took a moving blanket to protect his truck and drove to another fence," said Trafton.In the video, you can see the flash of his lights, before his final act."He ran into the fence, spread it wide open and knocked it over," said Trafton.The repair bill will tally some ,000. (KGTV) - Voters are expressing confusion and frustration after receiving a mailer titled 'COPS Voter Guide.'Brandon Salgado was sorting through the mail this past weekend at his grandfather’s home in Santee when he saw the political mailer."It’s got the badge, says 'COPS Voter Guide.' On the back it says 'COPS' and it's red and blue. Looks like something law enforcement would back," said Salgado.Salgado has family members that work in and with law enforcement, and took a closer look at the mailer’s list of ‘priority’ propositions. At the top, next to Prop 16, which involves the issue of affirmative action, is the word 'NO,' and an arrow pointing to a mailer's description of the proposition: 'For Racial Equality.'"I was shocked that someone should put out that law enforcement is 'No' for racial equality. Just didn’t sit well with me. It’s a bad look, bad optics," said Salgado.Salgado, who thought the mailer had police backing, then saw the fine print, which says 'This organization does not represent any public safety personnel.'So what does it represent?A video on the the COPS Voter Guide website says the Folsom-based group is a non-partisan, public advocacy organization.“The candidates we support have pledged to make public safety a top priority,” explains the group's director in the video.During the 2016 presidential election, the Modesto Bee described it as a 'pay-to-play mailer,' disguising advertisements as endorsements. On the mailer itself, there is the phrase 'paid for' by the candidates or ballot measures."It’s completely misleading ... If I were law enforcement, I'd be upset they appear to be representing me," said Salgado.Salgado, who says the mailer's law enforcement branding is convincing, worries other voters may not read the fine print."Everyone should want the truth and the facts to make a decision for themselves ... SAN MARCOS, Calif. (KGTV) - The City of San Marcos is turning to crowdfunding to make up for budget shortfalls in their 4th of July plans.For the second straight year, the city set up a GoFundMe website to raise money for fireworks. This year's goal is ,500.City officials tell 10News the city already pitches in ,000 to pay for entertainment, security, permits and other costs associated with their annual Fireworks Extravaganza.They also say traditional donations have brought in about ,000 for fireworks. But the fireworks show costs K."I can tell you, it's the best show in North County," says San Marcos Recreations Programs Manager Andrea Gonzalez. "It's a real show-stopper."Last year's GoFundMe brought in more than ,000. Gonzalez says the city still solicits donations from past donors through the mail and phone calls, but those have been down over the last few years. They decided to get creative and make it easier for people to chip in."It's a lot easier to get on your Facebook page and contribute to a GoFundMe with one click than having to write a check," says Gonzalez.Other 4th of July celebrations have done the same thing. The Lake Murray fireworks show raised ,000 last year through GoFundMe. This year they're up to ,000 in donations.Meanwhile, La Jolla cancelled their show in 2018 because of a lack of funding.Gonzalez says this year's fireworks party will go on as planned, no matter how much money they can raise. SAN YSIDRO, Calif. (KGTV) -- The Department of Defense announced Monday that it plans to move an additional 300 troops to the California border, according to ABC News.The announcement was made after hundreds of migrants rushed the border in a show of force, causing the San Ysidro port of entry to close for hours.The troops were assigned to the Texas and Arizona borders, a spokesperson for US Northern Command tells ABC News.The decision was reached following an assessment by US Customs and Border Protection after the 500 migrants rushed the border.The majority of the 300 troops will be Military Police units as well as engineers.
