SAN DIEGO (KGTV) -- San Diego County has taken its first step into the dreaded "purple" tier of the state's four-tiered COVID-19 reopening plan, leaving just one week to determine if the county will be forced to shutter nearly all of its nonessential indoor businesses."It would take a significant change in trajectory," Supervisor Nathan Fletcher said Wednesday.State officials reported that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a slow but steady increase in infection numbers."People are tired of the pandemic and letting down their guard," Supervisor Greg Cox said. "We need to do better. We need to do a lot better and we can do better."If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said.The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand. It is usually updated on Tuesdays, but this week's update was rescheduled because of the election.County public health officials reported 404 new COVID-19 cases and three new deaths Wednesday, raising the region's case total to 58,106 and the death toll to 904.Of the 15,345 tests reported Wednesday, 3% returned positive, maintaining the 14-day rolling average of positive tests at 3%.Of the total number of cases in the county, 3,983 -- or 6.9% -- have required hospitalization and 921 patients -- or 1.6% of all cases -- had to be admitted to an intensive care unit.Seven new community outbreaks were also confirmed Wednesday, two in business settings, three in restaurant/bar settings, one in a grocery setting and one in a health care setting. Over the previous seven days, 25 community outbreaks were confirmed. SAN DIEGO (KGTV) — San Diego City Council President Georgette Gomez has floated the idea of turning the second floor of Golden Hall into a permanent homeless shelter.Gomez made her comments Tuesday as the City Council unanimously approved a plan to use the second floor as a temporary shelter for three months while a Father Joe's bridge shelter is relocated. The current shelter for women and families at 14th and Commercial will close April 1. The city plans to build a new tent shelter to open on a lot at 17th and Imperial by June 30. Construction will cost million and the city will lease the land for ,000 a month. "So why spend million to put something back when we can actually spend million in maybe long-term leases to try to find a permanent solution," Gomez said. The Golden Hall concourse is about 1.5 miles away, and steps from City Hall. The bottom floor is still used for various events, including naturalization ceremonies and performances. Greg Block, a spokesman for the mayor, said long-term at Golden Hall wouldn't work for Father Joe's."For their clients, they need to be close to their main campus," he said. "Going back and forth via shuttle and all kinds of things isn't a workable solution for these folks that are there longer term."Bill Bolstad, chief revenue officer for Father Joe's, said the 17th and Imperial location would help residents get health and child care and employment services. "All kinds of things that are infinitely easier to provide when it's right next door, that's why we're very excited about the location down there," he said. SAN DIEGO (KGTV) — San Diego leaders say they are working to help prepare the county's homeless population to protect themselves from the coronavirus.An outreach team has been busy installing hand washing stations across San Diego to address the virus concerns as it affects those experiencing homelessness. Team members have been helping individuals protect themselves against the virus by passing out hygiene kits that include hand sanitizer, info on symptoms, water, soap, tissues, and hand wipes.Nurses have also started to visit San Diego shelters to help prepare those staying there, especially those suffering from underlying medical conditions or who are older. Leaders say nurses are prepared to be on site to assist with screening potential patients and identify potential housing options if they need to be moved for care. Potential options include motels, government buidlings or facilities, or tents, according to leaders.According to the county, medical professionals are on high alert for any possible local outbreak. Currently, one person has been confirmed to have coronavirus. That patient is said to be doing well. Leaders added that there is no evidence of "community-based transmission" in San Diego.Those who are testing in San Diego County must do so through a primary doctor. SAN DIEGO (KGTV) - San Diego County Sheriff Bill Gore said Friday a new review of the death of Rebecca Zahau, whose body was found hanging at the Spreckels Mansion in Coronado in 2011, found no evidence she "died at the hands of another," and the department will not reopen the case.The review, conducted this year, involved officials from the Sheriff's Major Crimes Division, Sheriff's Homicide Detail, Sheriff's Crime Lab, County Medical Examiner's Office and Coronado Police Department who were not part of the original investigation. The team looked at the case with "fresh eyes", Gore said.Zahau, 32, was the girlfriend of the mansion’s owner, Arizona pharmaceutical CEO Jonah Shacknai.
