ACCRA, Dec. 1 (Xinhua) -- The Ghanaian government allayed the fears of many here on Thursday that it would provide funding for the treatment of persons living with HIV/AIDS in the country.Vice President John Dramani Mahama affirmed this when he addressed a ceremony to mark this year's World AIDS Day at Obuasi, near Kumasi, 270 km north of the capital Accra.Mahama said should the Global Fund pull out of supporting the country, the government would partner with development partners to raise the 5.8 million U. S. dollars needed yearly for the treatment of HIV/AIDS patients."Government will work together with the Ghana AIDS Commission (GAC) and donor partners to ensure that people living with HIV/ AIDS have access to antiretroviral drugs."The Presidency is with you, and whatever we will do to win the fight against HIV/AIDS shall be done," Mahama said.Ghana's HIV/AIDS infection rate, according to official figures, has dropped from 3 percent to the current 1.5 percent, albeit with pockets of higher rates of infection among some populations in the country.Mahama called for more innovativeness in mobilizing resources to avoid the danger of retrogression.Director-General of the GAC Angela El-Adas announced that the Ministry of Health had pledged 2.5 million Ghana cedis (1.66 million dollars) out of the 5.8 million dollars needed for next year.Meanwhile, in the capital, the Ghana Network of Persons Living with HIV and AIDS (NAP+ GHANA) joined persons living with HIV (PLHIV) globally on Thursday to commemorate this year's World AIDS Day."We stand united with our fellow PLHIV and the global HIV and AIDS community by fully supporting the vision of 'Getting to Zero', " Charity Owusu Danso, vice president of NAP+ Ghana, said in a message here.Established in 2005, NAP+GHANA is a network of member associations of persons living with HIV/AIDS in Ghana to represent the views, hopes and aspirations of PLHIV across the country."We are extremely worried. WASHINGTON, Oct. 18 (Xinhua) -- Scientists have increased the estimate of the number of humpback whales in the North Pacific Ocean, according to a paper published Tuesday in the Marine Mammal Science journal.The increase follows a refined statistical analysis of data compiled in 2008 from the largest whale survey ever carried out to appraise humpback whale populations throughout the North Pacific.The number of North Pacific humpback whales in the 2008 study, known as the Structure of Populations, Levels of Abundance and Status of Humpbacks, or SPLASH, was estimated at just under 20,000 based on a preliminary look at the data.The latest research indicates the population to be over 21,000 and possibly even higher -- a significant improvement to the scant 1,400 humpback whales estimated in the North Pacific Ocean at the end of commercial whaling in 1966."These improved numbers are encouraging, especially after we have reduced most of the biases inherent in any statistical model," said Jay Barlow, marine mammal biologist of the U.S. National Oceanic and Atmospheric Administration (NOAA)."We feel the numbers may even be larger since there have been across-the-board increases in known population areas and unknown areas have probably seen the same increases," Barlow added.The SPLASH research was a three-year project started in 2004 involving NOAA scientists and hundreds of other researchers from the United States, Japan, Russia and some other countries.It was the first systematic survey ever attempted to determine the humpback whales' overall population, structure and genetic makeup in the North Pacific.

SHANGHAI, Jan. 11 (Xinhua) -- The listed arm of China's biggest train maker, China South Locomotive and Rolling Stock Industry (Group) Corporation (CSR), has been allowed by regulatory authorities to raise 9 billion yuan (1.41 billion U.S. dollars) on the stock market, the company said Wednesday.The Hong Kong- and Shanghai- listed CSR Corp. Ltd. will sell 1.96 billion shares at 4.46 yuan apiece to select investors, it said. But CSR's parent -- state-owned CSR Group -- has agreed to buy no less than 6 billion yuan's worth of the shares, leaving the rest to institutional investors.CSR's net profit growth in the third quarter of 2011 plunged to 9.66 percent year-on-year from a high of 85.08 percent in the first half of 2011 as the country put the brakes on development of the railway sector after a deadly bullet train crash on July 23 that killed 40 people and injured 210 others.The decision to slow the development of high-speed rail lines has led to halts in construction of about 90 percent of ongoing railway projects, or 10,000 km of rail lines across the country, local media reported earlier.CSR is the maker of the bullet trains involved in last July's deadly collision. After the accident, the company's executives bought a combined 540,000 share in August, a move seen as an attempt to bolster battered stock prices.Analysts say the fundraising would help CSR greatly ease its financial burdens.
