OAKLAND, Calif. (AP) — An orphaned mountain lion cub who was badly burned in a Northern California wildfire is being treated at the Oakland Zoo after being rescued. The zoo says a firefighter rescued the four- to six-week-old cub Wednesday from the Zogg Fire. The cub, who weighs less than 4 pounds, had his whiskers singed off and his paws badly burned. He was given antibiotics, pain medications and a milk formula for kittens. A vet at the zoo says he's eating on his own and acting “feisty," which are both promising signs of recovery. 547

(KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. One inmate was shot and at least five others were injured during a riot at Tehachapi Prison on Sunday, the California Department of Corrections and Rehabilitation confirmed.According to CDCR, six inmates were hurt during a riot that broke out at the facility Sunday afternoon at about 1:33 p.m. Five were injured during the riot itself and another was shot by an officer "in the buttocks area," CDCR said.The inmate who was shot was transported with non-life threatening injuries. The condition of the other five injured inmates is unclear at this time. No guards or staff were hurt.CDCR says three shots were fired during the incident. OCEANSIDE, Calif. (KGTV)- The freeway is back open in Oceanside after a big rig crash caused a major mess. It happened just after 10:30 a.m. on the southbound I-5 just north of Harbor Drive near Camp Pendleton. According to the CHP, the driver of a flatbed pulled off to the shoulder to check the equipment he was carrying. The driver of a big-rig hauling an excavator passed by and clipped the rear tire of the truck that was parked. The driver of the semi lost control, went down the embankment, hit a tree and flipped over. Remarkably, the driver is expected to be OK. "Very fortunate, judging the distance and the weight that we're looking at in these vehicles and the condition that the big rig is in that he sustained only minor injuries, " said CHP Officer Mark Latulippe. The big rig also caught on fire, but drivers stopped to help. "After the big rig had come to a stop on its side, a small fire had broken out. Some witnesses and passer-bys that had seen the crash actually stopped and put out the fire with some fire extinguishers," said Officer Latulippe. Clearing the wreckage was a long and complicated process."It's kind of a mess. There's a lot of pieces. It's entangled within a tree.
