LOS ANGELES (CNS) - The California Highway Patrol Friday promised focused enforcement efforts during the New Year's holiday weekend.The CHP's Maximum Enforcement Period will start at 6:01 p.m. Friday and go through 11:59 p.m. Tuesday, when all available officers will be on duty, officials said.``Impairment of any kind while driving is illegal. Alcohol, cannabis or legal or illegal drugs can all affect your driving,'' CHP Commissioner Warren Stanley said. ``Impaired driving is a serious crime that can lead to an arrest, serious injury or death.''RELATED: California's repeat DUI offenders to use ignition interlocks in 2019The CHP promised to focus on impaired drivers but also watch for distracted driving, speeding and seat belt violations. Forty people died in collisions on California roadways during last year's New Year's enforcement period, the CHP said. LONDON (AP) — A half-million people in the English city of Liverpool will be regularly tested for COVID-19 in Britain's first citywide trial of widespread, rapid testing that the government hopes will be a new weapon in combatting the pandemic.In a statement Tuesday, the government said that testing would begin later this week at sites throughout the city using various technologies, including new methods that can provide results in an hour or less.Everyone who lives or works in the city in northwestern England will be offered the test, regardless of whether they have symptoms.Through a partnership between Liverpool City Council, NHS Test, and Trace and Ministry of Defence, the government would provide the tests.The government said approximately 2,000 military personnel on Thursday would help plan the logistics and deliver tests."Anyone who tests positive, using either a lateral flow test or an existing swab test, must self-isolate along with their household immediately, and their contacts will be traced," officials stated in the press release.The government said anyone who tests – and contacts required to self-isolate – will be entitled to the £500 Test and Trace Support Payment.On Monday, 18,950 new confirmed cases of coronavirus were recorded in the UK, the BBC reported. 1301
LOS ANGELES (AP) — A California panel has recommended parole for Charles Manson follower Leslie Van Houten, who has spent nearly five decades in prison. The recommendation was made Thursday, although Gov. Gavin Newsom could decide to deny it. Newsom blocked her release once previously, saying she is still a threat at age 70. Newsom's predecessor, Jerry Brown, blocked Van Houten's parole recommendation twice. Brown has said in the past that she has not taken full responsibility for her actions and remains dangerous.Van Houten is serving a life sentence for helping Manson and others kill Los Angeles grocer Leno LaBianca and his wife, Rosemary, in August 1969. LOS ANGELES (AP) — Two young sisters missing from their Northern California home since Friday afternoon were found alive Sunday following a massive search that included helicopters and tracking dogs.Leia Carrico, 8, and Caroline Carrico, 5, were found "safe and sound" on Sunday morning by a fire captain and firefighter who had followed the girls' boot tracks, Humboldt County Sheriff William Honsal said."This is an absolute miracle," he said.Though the girls were dehydrated and cold, they were uninjured and "in good spirits," Honsal said.He said the girls were trained in outdoor survival through their local 4-H club and that authorities believed that helped them. They also were wearing boots and had eaten granola bars at some point while they were missing, he said."To have a positive outcome like this is just absolutely amazing," Honsal said.Using helicopters and tracking dogs, dozens of police and rescue personnel combed a vast and rugged rural area in the frantic search for the sisters.The girls had last been seen around 2:30 p.m. Friday outside their home in Benbow, a small community about 200 miles (320 kilometers) northwest of Sacramento.The searchers included National Guard members from Fresno and the U.S. Coast Guard, which provided one of its helicopters on top of a Black Hawk helicopter also being used.Rescuers were hopeful about finding the girls Saturday after they came across prints from the girls' rubber boots and wrappers from the granola bars, Lt.
