A man stood on a freeway overpass near Detroit early Thursday, threatening to jump. So thirteen tractor-trailers lined up underneath, ready to break his fall.Troopers closed off both directions of Interstate 696 and asked for the truckers' help, hoping to protect the man in case he fell or jumped, said Lt. The 13 trucks packed in tightly to minimize the gaps between them.Should the man have fallen, Shaw said, it would have been only five or six feet onto the roof of a truck, rather than 14 feet to the cement below.Police ended up talking the man down, he said."Usually when we talk to people that are involved in these type of incidents," Shaw said, "usually there's a trigger. The vaccine is already being mass-produced and thousands of doses will be ready to ship following authorization.Moderna's vaccine is closely tied with "Operation Warp Speed," a Trump administration program that provided nearly billion in government funding for research and support, and placed the vaccine on an FDA fast-track.On Aug. 11, the Department of Health and Human Services announced it was paying .5 billion ".5 billion in funds to support the large-scale manufacturing and delivery" for 100 million doses of Moderna's vaccine candidate.Moderna said Monday that 20 million doses of its vaccine will be available to ship by the end of 2020, and is on track to produce between 500 million and 1 billion doses in 2021.Health experts believe that a vaccine will be available to some people by the end of 2020, and will be widely available in spring 2021. Though it's unclear who specifically will qualify to receive the drug first, doses will need to be rationed for several months before vaccines are widely available.The release comes a week after Pfizer announced its own vaccine candidate was also on track for mass distribution after showing 90% effectiveness in Phase 3 trials.Moderna's announcement comes as welcome news to the U.S., where COVID-19 is currently spreading at a rate unseen since the pandemic first hit. A majority of voters in Puerto Rico approved a non-binding referendum that supports elevating the island territory to statehood status.The referendum narrowly passed by a 52-48 margin.The question was not the first time voters weighed in on Puerto Rico statehood. Most recently, 97% of voters approved statehood in 2017, but the vote was boycotted by opposition parties.Several previous referenda were not a straight up statehood vote.Given Puerto Rico’s status, the territory does not vote on US senators or representatives, although the territory elects a non-voting member who can serve on committees.
