HANOI, Oct. 7 (Xinhua) -- Vietnam in cooperation with the United Nations Development Program (UNDP) and the Food and Agriculture Organization (FAO) organized a workshop here on Friday to finalize implementations in Phase 2 of the UN-Vietnam Joint Program to fight against Highly Pathogenic Avian Influenza (HPAI) during 2007-2011.The workshop is not only to review the achievements but also from that, Vietnam hopes to receive more supports from the UN agencies, said Bui Ba Bong, Vietnamese vice minister of Agriculture and Rural Development.According to the report, so far, Vietnam's project on prevention of HPAI has basically achieved the targets in terms of making plans, policies and strategies for the veterinary sector, assessing the impacts of destruction of poultry to the environment, controlling pandemic, and supporting vaccine inoculation, quarantine and control of the infected animals, said Bong.Vietnam showed great efforts in responding and preventing H5N1 pandemic during its occurrence in 2005-2006, evaluated UN agencies.In Phase 2, Vietnam achieved positive results in controlling and reducing the impacts of the pandemic, and promoting bio- security in livestock breeding. Therefore, UN pledged to continue assisting Vietnam in the future.The UN-Vietnam joint program to fight HPAI was designed to meet the needs of emergency assistance to control the avian and human influenza.Total fund of the program is 25 million U.S. dollars, of which over 18 million U.S. dollars was approved for Phase 2.

XUZHOU, Dec. 13 (Xinhua) -- Three critically injured students died in hospital in east China's Jiangsu Province early Tuesday, the government said, bringing the toll of Monday's school bus overturn to 15.The accident was the third serious one involving a school bus in China in less than a month.At least eight other children are still hospitalized, a government spokesman of Fengxian County said, without elaborating on the conditions of their injuries.A bus carrying 29 students on their way home fell into a roadside ditch when the driver tried to avoid a pedicab in the rural areas of Fengxian at 5:50 p.m. on Monday.The bus belonged to a primary school in Shouxian township. The government said the bus, designed with a maximum carrying capacity of 52 persons, was not overloaded.Also on Monday, another school bus carrying 59 students was badly hit by a truck in the city of Foshan, Guangdong Province, injuring 37 students, Guangzhou Daily reported Tuesday. Seven of the injured had been hospitalized.The accidents occurred only a day after the State Council moved to strengthen school bus safety after a deadly crash killed 19 pupils about a month ago.The nine-seat school bus illegally carrying 64 people collided head-on with a coal truck in northwestern Gansu Province on Nov. 16, killing 19 preschoolers and two adults, and injuring 43 others.Schools are few in numbers in the vast and sparsely populated rural areas of China. School bus is a relatively new thing in some rural areas as for decades children from the countryside had been trekking on rugged countryroads on foot to attend school. But rural school buses varied on quality and safety.Chinese Premier Wen Jiabao had called on government departments to "rapidly" draft safety regulations and standards for school buses while further improving the design, production and distribution of the vehicles.

BEIJING, Dec. 17 (Xinhuanet) -- Restrictions on housing purchases in this city will continue next year without relaxation despite expected falls in property prices so far, local officials said on Friday. Even so, a property tax is unlikely to be put into effect for Beijing, they said.This year, the average price of commercial housing units stopped rising in July and so far has been lowered by 6.3 percent below what it had been in the same period last year. Of all of those who bought property in the 11 months of the year, 90 percent were first-time buyers, said an announcement released by the Beijing Municipal Commission of Housing and Urban-Rural Development."The restrictions worked well this year," said Wang Rongwu, with the commission, at a news conference on Friday morning. "But keeping the property market sound will require prolonged restrictions. Our specific goals for the purchase limits next year are still under discussion."Chen Baocun, deputy secretary-general of the National Real Estate Manager Alliance, said property developers will be able to cope with an extension of the limits."Developers didn't expect a sudden drop of the purchase restrictions next year," he said. "They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax. BEIJING, Jan. 6 (Xinhua) -- China will bring its nurse population to 2.86 million by 2015, meaning there will be 2.07 nurses for every 1,000 people, according to a blueprint on nursing issued Friday by the Ministry of Health (MOH).By the end of 2010, China has registered 2.05 million nurses and there were 1.52 nurses for every 1, 000 Chinese.Even by 2015, the ratio of registered nurses for 1,000 people in China is five times fewer than countries in the European Union and the United States by current standards.By 2015, the ratio of licensed doctors to nurses will climb from 1:1 to 1:1.2, according to the blueprint.China also plans to provide more training for head nurses in large hospitals and make nursing services accessible to households and communities, according to the blueprint.The five-year nursing development plan said the government will further standardize its nurse management system and deepen health care reform in public hospitals over the next few years.The total number of registered nurses reached 2.05 million in 2010, marking a 52 percent jump from 2005, according to the blueprint.

BEIJING, Nov. 30 (Xinhua) -- China's efforts to fight AIDS are impressive and its experience can be shared, according to Michel Sidibe, executive director of the Joint United Nations Programme on HIV/AIDS (UNAIDS)."We have seen progress in terms of new infections. The number of people going into treatment is increasing and the mortality rate is going down very quickly in China," Sidibe said during an interview with Xinhua on Wednesday.Sidibe said he was impressed by the country's political leadership and commitment to controlling AIDS.According to UNAIDS, the country has reported a 60-percent reduction in deaths due to AIDS over the past eight years.New HIV infection cases in China have been reduced from 70,000 people annually in 2005 to around 48,000 in 2011, according to the country's health department."However, China's success will not only be measured by what it has done for the Chinese people," Sidibe said.China has successful experience in reducing new HIV infections among intravenous drug users, which can be shared with the rest of the world, particularly east Europe and south Asia where HIV infections among drug abusers is a major challenge, he said.Sidibe suggested that the country should work with the rest of the developing world, particularly Africa, in fighting AIDS.A partnership between China and Africa will make a "big, big difference" in reducing AIDS mortality rates and introducing new technology and perspectives in Africa, said the official who had worked for UN in several African countries for more than two decades.Admitting the challenges of funding AIDS control programs during the current global economic downturn, Sidibe called for global solidarity and increasing shared responsibilities among countries."It is a critical moment now. It is not a time to stop investment but to redouble our efforts, to make sure that we will continue to make progress in the fight against HIV," Sidibe said."Getting to Zero" has been chosen as the main theme of World AIDS Day for the next five years, referring to UNAIDS' vision of "zero new HIV infections, zero discrimination and zero AIDS-related deaths."Sidibe met with Li Congjun, president of the Xinhua News Agency, on Wednesday before the interview. The agency has launched a global media campaign in cooperation with UNAIDS to raise public awareness about HIV/AIDS."The partnership (with Xinhua) is not only about writing news about HIV.
