"If we don't start construction within 180 days, we lose the permit."Ruiz adds that applying for a new construction permit would be time consuming and expensive.The House of Mexico was one of the original members of Balboa Park's House of Nations in 1935. But they left the group in 1941. Aside from one year, they didn't re-join until 2004.Since then, the House of Mexico has operated as a non-profit group. They've held numerous events at Balboa Park to showcase Mexican culture. But a physical building would help them expand their mission."We could offer Spanish classes, cooking classes, dance classes," Ruiz says. "We want to have rotating art and culture exhibits in the house."People around Balboa Park were surprised to learn that San Diego's closest international neighbor didn't have its own building among the houses."It's pretty astonishing," says Mark Levy, who walks through the park every day. "We should definitely build that before we put up a wall.""We're so close," says park visitor Pati Stives. "We're such a small world at the end of the day. We are neighbors; they should be here."The House of Mexico is trying to raise the money by the end of May. They have a button on their website for donations, and they're also selling bracelets that say "I Love Mexico" at events. The bracelets are each, a sign of how they want the fundraising to be a community-wide effort."My hope is that we can build this house with small donations by community members," says Ruiz. "I would not push away a large donation, but I think it would be more meaningful if our community came together and everyone donated a dollar, , ." 2424

EL CAJON (CNS) - A man who rear-ended a pregnant woman's car in Ramona two years ago while driving drunk, killing the woman and her unborn child, was sentenced Monday to 34 years to life in state prison. Andrew Milonis, 46, was convicted last month of murder, gross vehicular manslaughter while intoxicated and hit-and-run for the Mother's Day 2017 crash that killed 29-year-old Jessica Foderingham and her unborn daughter, who she and her husband had planned to name Ayanna. Deputy District Attorney Laura Evans read a letter from the victim's husband, who was driving ahead of his wife when he saw the crash in his rear-view mirror, pulled over and tried to pull her out of the wreckage. Her two young sons from a previous relationship were in the car with their stepfather, and saw the aftermath. ``I still hear them screaming in my dreams, saying, `Daddy, save Mommy,' and `Mommy, get up,''' he wrote. Deputy District Attorney Laura Evans said Milonis' blood-alcohol content was nearly quadruple the legal limit when his SUV slammed into the back of Foderingham's car. Milonis had been drinking throughout the day, downing at least seven drinks at a local bar before he got behind the wheel of his GMC Yukon, the prosecutor said. Evans said a bartender recommended that Milonis arrange a Lyft ride to get home, but he ignored the advice. Milonis struck a tree and multiple telephone poles before crashing into Foderingham's car, Evans said. After the crash, Milonis continued driving to a nearby hotel, where employees called a Lyft driver for him. When the Lyft driver arrived and asked Milonis where he wanted to go, the defendant told the driver something to the effect of, ``Anywhere I can get a drink,'' according to Evans. When tested, he had a blood-alcohol content of 0.20, but Evans said it was above 0.30 at the time of the crash -- well above the 0.08 legal limit. The prosecutor told jurors the impact of the crash left a partial imprint from Milonis' license plate on the back of Foderingham's car, and there was no evidence of mechanical issues on either vehicle that might have contributed to the crash. Six months earlier, Milonis has been arrested on suspicion of DUI for driving drunk and hitting a neighbor's fence before going home, according to Evans, who said he suffered a minor head injury in that crash and had a 0.28 blood alcohol content at the time. 2843

  

EL CAJON (KGTV) -- A motorcyclist who crashed into a parked truck on a residential street in Fletcher Hills has died, El Cajon police said Tuesday.Shortly after the crash, some off-duty nurses rushed to help the critically injured motorcyclist, identified Wednesday as 36-year-old Julian Garcia, allowing emergency crews to rush him to the hospital.Jennifer Lepari said she heard a “loud boom” on Valley Lake Drive near Valley Mill Road around 8:30 p.m. Monday. “It almost shook the house. It was really, really loud,” she said.Lepari and her husband Jerome are both nurses. Jerome quickly used his belt as a tourniquet on the rider’s leg to staunch the bleeding while Jennifer applied pressure and spoke with dispatchers, according to neighbors.“With the amount of blood he lost and the time it took [for emergency crews to arrive], even the cops said [the rider] wouldn’t have lasted if [Jerome] hadn’t done that,” Lepari said.El Cajon police say the motorcyclist struck a parked work truck on Valley Mill Road for unknown reasons. Investigators believe speed may have been a factor but the crash is still under investigation, Lt. Randy Soulard said.A third off-duty nurse who lives around the block also tended to the badly injured rider, neighbors said.“It was awesome to see the people with that sort of medical experience jump in and not hesitate,” said a neighbor named Lisa.Once police arrived, an officer applied a second tourniquet to the rider’s leg, Lt. EL CAJON, Calif. (KGTV) — A judge increased bail for the woman accused of hitting a 9-year-old boy with her car and driving away last Thursday. Courtney Webber appeared in court for the very first time since the crash. Webber's bail was increased to 0,000. The 25-year-old is accused of running a red light and hitting the boy, on his bike, as he was crossing the street at the intersection of Sunshine Avenue and West Main Street in El Cajon. The accident happened around 7:30 a.m. The child was on his way to school.RELATED: El Cajon hit-and-run crash suspect found hiding under bedEl Cajon Police used surveillance video near the scene to find Webber. She was located about 12 hours later, hiding under a bed at her mother's Lakeside home. Court documents indicate Webber was on probation for a previous DUI conviction and had a suspended license. The 9-year-old boy hasn't been identified but attorneys tell 10News he is still recovering at a local hospital. His prognosis is unknown, he suffered several facial fractures and a c-3 vertebral fracture.MAP: Track crime happening in your neighborhoodWebber appeared in court via video conference.
