SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

SAN DIEGO (KGTV) - The nation's first kitten nursery, established in San Diego, is celebrating its tenth season running.San Diego Humane Society's kitten nursery has cared for more than 10,000 underage, orphaned, and otherwise kittens in need around-the-clock for the last decade, according to the Society.Currently, the nursery has more than 100 orphaned kittens."We are in kitten season," Jackie Noble, with the Humane Society, said. "We usually get two big peaks ... usually goes with the weather. As the weather gets warmer, more kittens are born and that's when we see the majority of our kittens come through the doors."And as Mother's Day nears, prospective owners are searching for lovable kittens to call their own."Yes everyone wants a kitten. We're getting a lot of people asking if they can adopt these babies." SAN DIEGO (KGTV) - The first round of artists for San Diego’s Wonderfront music festival, supported by the star power of Tony Hawk, Trevor Hoffman, and Rob Machado, was announced Monday. The event will take place on seven stages in parks and on piers along the Port of San Diego, from South Embarcadero up to Broadway Pier. Wonderfront is scheduled for Nov. 22-24, 2019, the weekend before Thanksgiving. Wonderfront organizers plan to mix well-known stars with local favorites and emerging artists. “Our goal with this lineup was to have it stacked from start to finish each day with great artists. It’s hard to really call any certain bands our so-called headliners as so many lines of bands on this festival are all headliners in their own right,” said Wonderfront co-founder Paul Thornton. The first round of artists, announced Monday, include Miguel, Slightly Stoopid, Ben Harper & The Innocent Criminals, MGMT, Dimitri Vegas & Like Mike, Nicky Jam, Don Omar, Vince Staples, Tyga, Los Angeles Azules, Tucanes de Tijuana, Walk the Moon, Phantogram, X Ambassadors, Michael Franti & Spearhead, Lil Dicky, Big Gigantic, and Pennywise. SAN DIEGO (KGTV) -- The County Board of Supervisors voted to temporarily ban the sale of flavored e-cigarettes and combustible tobacco product in unincorporated areas of San Diego.Supervisors Nathan Fletcher and Dianne Jacob, first proposed the ordinance in October in response to the nationwide epidemic of serious lung injuries linked to "electronic smoking devices, the alarming uptake in e-cigarette use by teens, and the terrible toll of combustible tobacco (cigarettes, cigars, little cigars) on San Diegans."There have been a reported 43 cases of vaping-related lung injuries in San Diego County. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.As stewards of public health, the County has a responsibility to act in the interest of the public health. The ordinances the Board passed today to restrict the sale and use of smoking and vaping products in unincorporated areas of the County will save lives," said Supervisor Fletcher after the ordinances passed. "These actions are a necessary and critical step to protect public health."RELATED: San Diego woman hospitalized with vaping illness warns othersThe ordinance prohibits the sale or distribution in unincorporated parts of the county of e-cigarette devices and flavored smoking products, including bubblegum, mango, creme brulee, vanilla, menthol and mint. “It’s critical that we do all we can now to address this nationwide crisis as health experts work overtime to find out what’s behind it,” said Chairwoman Jacob. “With lives hanging in the balance, doing nothing is not an option.”The board also passed a ban on the sale of flavored tobacco products and a ban on outdoor smoking at restaurants. The proposed policy aims to curb secondhand smoke exposure for restaurant patrons, as well as the service industry employees, by restricting smoking at outdoor areas in unincorporated parts of the county.San Diego is now among the several dozen counties across the state that have passed ordinances prohibiting or restricting the sale of flavored tobacco products.A second meeting on the ordinances will be held on Jan. 28. If the ordinances pass, they will go into effect July 1. 2265

SAN DIEGO (KGTV) — The city could be heading back to square one in its quest to regulate short-term vacation rentals.On Monday, the San Diego City Council will decide whether to send its recently approved short-term rental regulations to a public vote, or scratch them altogether.In the summer, the council voted 6-3 to limit Airbnb-type rentals to primary residences. That essentially banned investors and owners of second homes from renting them out short-term.Airbnb launched a referendum that obtained enough signatures to send the decision back to the council, leaving the city those two options. "The people who own short-term rentals - they're San Diegans like you and me," said Jeff MacGurn, who owns a short-term rental in the Hillcrest area with his husband and signed the petition. "When it comes right down to it, what we want is a fair and reasonable compromise."But Ronan Gray, who heads Save San Diego Neighborhoods, said something has to be done to curtail short-term rentals in residential areas. He pointed to a City Attorney memo that says short-term rentals aren't allowed by municipal code and said the city should just enforce that code. "They're advertising houses in Pacific Beach as the ideal location for bachelor and bachelorette parties, so they're marketing it as a hotel," he said. The council meets at 12 p.m. Monday at City Hall.  1405
