SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. SAN DIEGO (KGTV) -- A man died following a shooting in downtown San Diego Thursday evening, police said.The shooting was reported just after 9:40 p.m. near the intersection of 5th Avenue and E Street in the Gaslamp Quarter, according to San Diego police.According to police, an altercation broke out between a man and his companion and a third man. Police said during the altercation, the third man produced a handgun and shot one of the men in the upper torso. The suspected shooter and the victim's companion both fled the scene.The victim was rushed to UC San Diego Medical Center for treatment, but he later died from his injuries. Police identified him as a 22-year-old Hispanic male.While the victim's companion was found a short distance away, police are still searching for the gunman. The suspected shooter was described as a Black male with braided hair, between 20-40 years of age, and wearing a bandana or rag over his face. He was last seen wearing dark clothing and running on eastbound E Street.Police are interviewing witnesses and viewing surveillance video footage from area businesses as part of the investigation. 1141

SAN DIEGO (KGTV) -- A new poll shows that a majority of San Diegans support stricter gun laws in the U.S.A Survey USA poll released Sunday morning shows that 71 percent of those asked in San Diego support stricter gun laws while 18 percent say they oppose tighter gun restrictions.Meanwhile, 32 percent of those asked say even private gun ownership makes the country less safe while 29 percent says it makes no difference.Of those asked about safety, 76 percent of San Diegans say they worry their child could be a victim of a school shooting.RELATED: San Diegans rally for gun control in March for Our Lives eventsWhile 73 percent of people polled say they don’t know anyone who’s ever been a victim of gun violence, 27 percent of those polled say they worry a great deal about being a victim of a shooting.As far as a possible solution, 77 percent of people polled say Congress needs to do more to address gun violence. SAN DIEGO (KGTV) — A jury has reached a verdict in the civil trial between NFL star Drew Brees and a San Diego-based jeweler. A jury Friday found local jeweler Vahid Moradi liable for fraud, awarding Brees ,130,767 in damages in his lawsuit against Moradi.The Brees family accused Moradi and his company, CJ Charles Jewelers in La Jolla, of selling Brees and his wife several supposedly investment grade diamonds that would appreciate in value 150 to 200 percent.RELATED: Closing arguments being held in civil trial between NFL star Drew Brees and San Diego-based jewelerThat wasn't the case, according to Brees, who says Moradi lied about the true value of the diamonds. Between 2012 and 2016, the Brees family says Moradi sold them million in diamonds. But when they took those diamonds to an appraiser in 2017, they were told the diamonds are worth million less than what they paid.In one instance, Brees' attorney Rebecca Riley said Moradi sold the NFL star a diamond for .1 million that was actually worth .75 million. SAN DIEGO (KGTV) - A researcher at the San Diego Museum of Natural History helped identify a new species of dinosaur, which was just added to the Anatomical Record.Dr. Ashley Poust made the discovery 10 years ago while on a research trip to China."There were a couple of features that immediately stood out to me, made me thing maybe we have something new here," he says.Dr. Poust says the shape of the skull and the presence of two long, decorative tail feathers made him think this was a new species."There's not any other dinosaurs that aren't birds, that we know of, who have long feathers like that," he says.Dr. Poust named the dinosaur "Wulong Bohaiensis." The word Wulong means "Dancing Dragon" in Chinese. The other part of the name comes from the area where it was found.A find like this helps fill in the gaps in how dinosaurs and birds evolved differently. Dr. Poust says Wulong was only about 1 year old when it died. That means it grew those long feathers much earlier than birds typically do. He thinks they could be functional, or it shows a major difference between dinosaurs and birds."You can't really answer those questions in California, but you can answer those questions in a place like China," says Dr. Poust.According to a release, the dinosaur was an early relative of the Velociraptor. It lived 120 million years ago and would have been about the size of a crow or raven.Dr. Poust says he's excited to share the new species with the world. The skeleton is on display at the Dalian Museum in China. It likely will not come to San Diego, as the specimen is too delicate for such a long journey. 1628
