COTABATO, Philippines, Jan. 2 (Xinhua) -- The health authorities declared an outbreak of a deadly rat fever on Monday in the flood-hit areas in the southern Philippines.At least five people were already dead and as many as 200 were diagnosed in the southern city of Cagayan de Oro with leptospirosis, a fatal animal-borne disease that can result in high fever, internal bleeding and organ failure.The latest fatality, an old woman, died late Monday due to complication.Dr. Jaime Bernadas, regional health minister, said they fear the number of patients displaced by typhoon Washi could increase in the coming days.Congressman Rufus Rodriguez has called on people affected by the floods that killed over 1,200 people to avail of the government's vaccination against the deadly disease.The death toll from tropical storm Washi currently stands at 1, 258 people with many still believed missing. Washi brought massive rains, causing flooding in many areas in the Central and Southern Philippines starting last Dec. 16.

PHNOM PENH, Oct. 3 (Xinhua) -- Cambodia reported on Monday that some 54 Cambodian children had been killed by dengue fever in the first nine months of this year, compared to 37 kids dying of the disease in the whole year of 2010.From January to September this year, some 12,392 cases of dengue fever had been reported with 54 children killed by the disease. The whole year 2010 reported only 5,497 cases, Ngan Chantha, director of dengue control at the Ministry of Health, said on Monday."This year's rainy season has been plagued by floods, leading to more cases of the disease," he said. "I would like to appeal to parents to let their children sleep under mosquito nets and if their kids have any symptom that is suspicious of the disease, they should urgently send them for medical attention."Dengue is caused by mosquitoes. The disease causes an acute illness of sudden onset that usually follows symptoms such as headache, fever, exhaustion, severe muscle and joint pain, swollen glands and rash.In Cambodia, the outbreak of dengue fever usually begins at the onset of the rainy season from May to October. 

BEIJING, Jan. 21 (Xinhua) -- As the Chinese Spring Festival travel rush enters its peak period, more work staff and transport resources have been deployed to ensure safe and convenient transport during the world's largest annual human migration.At 8 a.m. on Jan. 20, two days ahead of the Chinese New Year, Dong Leihong, duty officer at the road network center with the Ministry of Transport (MOT), sat before a huge monitoring screen that displayed real-time highway transport conditions nationwide."Good news! The fog has almost all lifted. Only some local lines in Shanxi province have been blocked by snow. Road transport in the country's other regions is normal," Dong said.The screen showed that some work staff at local toll stations in Shanxi were clearing away the snow, while vehicles were running smoothly despite rain on a section of the Shanghai-Kunming Highway located in eastern Jiangxi province.About 840,000 passenger cars were put into service to meet the day's road travel demand, MOT Spokesman He Jianzhong said at the center. BEIJING, Oct. 1 (Xinhua) -- China plans to decrease leprosy rates by 50 percent over the next 10 years, according to a joint plan to fight the infectious disease issued by the Ministry of Health and ten other ministerial-level institutions.The prevalence rate is targeted to be brought down to one case per 10,000 people by 2015. The rate will further shrink to one in every 100,000 people by 2020 in at least 98 percent of the country's counties, according to the plan.A total of 500,000 cases of leprosy have been reported and treated for free throughout the country since the founding of the People's Republic of China on Oct. 1, 1949.The number of leprosy cases has plummeted over the past 62 years, but the country still faces challenges in fighting the disease, the plan said.Leprosy, an infectious disease that has affected humanity for over 4,000 years, is primarily characterized by skin lesions and progressive physical debility, and can cause permanent nerve damage.Despite sustained efforts -- and considerable success -- in bringing the disease under control, leprosy is still a serious disease in some parts of China and people who have been cured of the disease continue to face discrimination.More than 1,700 new cases have been reported annually in the past five years. The provinces of Sichuan, Yunnan, Guizhou and Hunan and the Tibet Autonomous Region are most affected by the disease, according to the plan.
