(KGTV) - Two Chula Vista parks closed Thursday due to the threat of falling trees and saturated ground amid a cold winter storm.The City of Chula Vista tweeted the closures about 3 p.m. Thursday.Hilltop Park, 780 Hilltop Drive, and Eucalyptus Park, 436 C Street, are located between I-5 and I-805 in the western half of the city. The park added that they have notified police and trespassers will face consequences."While Aquatica is temporarily closed because of COVID-19, the park is monitored 24/7. Our security team has caught trespassers in the park and notified the Chula Vista Police Department. Citations have been issued because trespassing is a misdemeanor crime. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program. It's the first of its kind, replicating a 1950's town with storefronts and interactive activities.The nonprofit George G. Glenner Alzheimer's Family Centers is behind the new facility, called Glenner Town Square.The indoor, simulated urban environment uses reminiscence therapy to help those with Alzheimer's and dementia, bringing people back to a time where their memories are strongest.Glenner Center's Lisa Tyburski says while the memories experienced at the center don't last forever, they bring patients joy in the moment."They'll leave tired, they'll have had a good day," said Tyburski. "It helps in the evening with sleep, which of course will help with mood the next day."After an assessment with the facility, caregivers can drop off loved ones at the center.Services range from for a full day and per half day. The facility opens in April and will operate Monday through Friday from 8:45 a.m. to 5:15 p.m. 1029

CHULA VISTA, Calif. (KGTV) -- Immigration and Customs Enforcement is investigating after a man died while in the agency’s custody. According to ICE, the 37-year-old Cameroon man, identified as Nebane Abienwi, died at Sharp’s Chula Vista Medical Center Tuesday. Abienwi was taken to the hospital in the middle of the night on September 26 to undergo treatment for a brain hemorrhage. According to the agency, medical staff at the center provided treatment after Abienwi remained unresponsive to questions and appeared to be paralyzed on his left side. He remained in the hospital until his death. According to records, Abienwi applied for entry into the U.S. without proper entry documents on September 5.
